PALUSO. COMMISSIONERS No. 184 Washington County Conrnissioners Washington, PA, October 13, 1983 The Board of Washington County Commissioners met in regular session with the following -s being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Dallatore, Attorney George Retos of the Solicitor's Office; Executive Assistant DuJordan; .strative Assistant Davis; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Jim .son, WJPA; Scott Myers, WKEG; Joarm Sarkett, Brownsville Telegraph; Jim Provance, Herald- Lrd and Lucy Rea, interested citizen. Chairman Mascara called the meeting to order at approximately 10:00 a.m. and asked if were any corrections, additions or omissions to Minute No. 183, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 183 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Potion carried unanimously. Order of Business: Chairman Mascara expressed the Board's sympathy to the family of Mary Lou Cordisco, an employee of the Domestic Relations Office, who was struck and killed by a car that ran out of control an South Main Street while she was on her lunch hour on Tuesday, October 11, 1983. Correspondence - see page 190 New Business: Chief Clerk presented to the Board for their consideration and approval the following WEiEREAS, the apparel industry is a major factor in the stability and economic well-being of our community; and WHEREAS, factories engaged in the production of American made gar- ments provide job opportunities and security for our citizens; their pay- rolls contribute taxes to our government agencies; and their workers provide the purchasing power that keeps our service industries healthy and growing; and WHEREAS, the very existence of this vital American industry is threatened by a rising tide of imported apparel from low wage countries around the world; and WHEREAS, this take-over of the American market must be rolled back and controlled; our factories must not be shut dram; and our citizens must not be forced to suffer unbearable economic hardship. THEREFORE, BE IT RESOLVED, that the Washington County Board of Ccxi dssioners hereby supports the International Ladies' Garment Workers Union campaign to roll -back the flood of imported apparel to a controllable level and give American workers and their employers a chance to coupete in the marketplace under fair trade conditions. Chief Clerk presented to the Board for their consideration and approval an Amendment to the agreement with the Pennsylvania Department of Health for Drug and Alcohol funding. Chief Clerk noted that the Amendment is for $16,400 of JOBS Bill monies allocated by the State and that no additional match monies are required by Washington/Greene counties. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Amendment. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Purchase of Service Agreement with Western Psychiatric Institute and Clinic for the provision of Mental services to mentally ill juvenile offenders of the Youth Development Center at Waynesburg for FY83/84. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Purchase of Service Agree - went as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Agreements with Comsis Corporation of Bridgeville, Pennsylvania, for services in connection with the Department of Public Welfare Public Assistance Transportat-JonBlock Grant and the PennDOT Section 406/203 Program, effective October 1, 1983. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Agreements with Comsis Corporation of Bridgeville as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Regarding the WCETA Prgram, Chief Clerk presented to the Board for their consideration and approval an Amendment to the Agreement with Rosedale Institute for a total of $11,500.00. Previous Additional Revised Contractor Title Auth. Amt. Monies Reg. Auth. Amt. Rosedale Institute IIA. $20,500.00 $11,500.00 $32,000.00 The purpose of this revision is to add funds to allow for the payment of a third term for eight (8) participants. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Amendment. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request for the Chief Assessor and members of his staff and the Board of Assessment Appeals to attend a con- 1 1 ference of the Assessors Association of Pennsylvania in Lancaster, Pennsylvania, on October 19-21 1983. PALUSO, COMMISSIONERS 1 1 Chief Clerk also presented to the Board for their consideration and approval a request for the CETA Director and members of his staff to attend the NACO 12th Armual Employment Policy Conference to beheld in Memphis, Tennessee, an October 22-25, 1983. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the forgoing requests and authorizing the payment of all necessary expenses incident thereto as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously, Chief Clerk presented to the Board for their consideration and approval Addendum to contracts with Dr. Dennis Davis as physician at the Washington County Health Center and County Jail whereby each contract would be increased $100.00 per month, effective November 1, 19 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Addendums to the contracts with Dr. Dennis Davis. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Supplemental Budget Appropriation request: 1. Request from the Recorder of Deeds Office for the transfer of $1,000 from Account No. 115-2 (Other Services) to Account No. 115-3 (Materials & Supplies), Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Supplemental Budget Appropriation request, Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for oil and chips in with Cross Creek Park. Moved by Mr. Gilmore, secaraded by Mr. Paluso, that the Chief Clerk be authorized to ad- vertise for bids as per above. Solicitor: Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr, Mascara - Yes. Motion carried unanimously. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either duplication or overpayment of real estate or personal property tax: 1.
