PALUSO, COMMISSIONERS Minute No. 187 Washington County Commissioners Washington, Pa., November 3, 1983 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Gilmore and Paluso. Als, being present: Chief Clerk Dallatore; Solicitor Bassi; Coroner Jackson; Roland Bourke, Executive Director of the Redevelopment Authority; Charles Gillespie, Budget Director; Administrative Assistant Davis; Linda Hands, Clerk -Steno II; Joann Sarkett, Brownsville Telegraph; Barbara Miller, Observer -Reporter; Scott Myers, WKEG; Jim Jefferson, WJPA; and Jim Provance, The Herald -Standard. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and asked if there were any corrections, additions or omissions to Minute No. 186, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 186 be appr as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business Roland Bourke, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving a pro- posal for redevelopment of Disposition Parcel No. 12-B in the Canonsburg Pike Street Redevelopment Project by Factory Built Homes, Inc., a Pennsylvania Corpora tion, and the form of the redevelopment contract with said developer. Mr. Bourke briefly outlined this project. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolt tion as presented by Mr. Bourke. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence Chief Clerk informed the Board of the receipt of the following checks: 1. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Pennsylvania Department of Labor and Industry for the purpose of voluntarily deobligating $87,540.00 froin the FY83 CETA Program which is to be transferred to the Job Training Partnership Act effective October 1, 1983, for the FY84 Program in Washington and Greene Counties. Chief Clerk noted that this amount is in addition to the $200,000 deobligated in July (see p, 128). Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Agreement with the Pennsyl- vania Department of Labor and Industry as per above. EDWARD M PALUSO, COMMISSIONERS C� Chief Clerk presented to the Board for their consideration and approval a proposal from CD Applied Research and Engineering, Inc., of McMurray, Pennsylvania, in the amount of $12,000.00 for engineering services for the rehabilitation of Pike Run Bridge,No. 1. Chief Clerk noted that in August the Board authorized this firm to do a detailed inspection and upgrade analysis of this bridge and that the inspection is now completed and calls for a rehabilitation project that will cost approximately $111,000 to raise the weight limit to 12 tons. (See Minute No. 177 dated August 25, 1983, p. 152, for further reference.) Chief Clerk also noted that the engineering cost of $12,000 includes $3,000 for inspection and that the engineering and construction costs will be paid from Liquid Fuels funds. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing proposa from CD Applied Research and Engineering, Inc., and authorizing the execution of the necessary documents related thereto. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request for the Director of Domestic Relations to attend the annual Pennsylvania College of the Judiciary Domestic Relations Training Program in Hershey, Pennsyl- vania, from October 30th through November 2nd. Mr. Gilmore stated that he re- luctantly would move that the Board approve this request. He noted that it has been the opinion of the Board that these travel requests do not need formal Board approval, but that the Controller has taken a different point of view and won't allow the advanced expense checks to be released without formal Board approval. He further stated that, in this instance, while he thinks it unnecessary, he will move that the travel be approved. Motion seconded by Mr. Paluso to approve the foregoing travel request and authorizing the payment of all necessary expenses incident thereto.
