Washington County Commissioners
Washington, Pa., November 10, 1983
The Board of Washington County Commissioners met in regular session with the
following members being present: Commissioners Mascara, Gilmore and Paluso. Al:
being present: Chief Clerk Dallatore; Solicitor Bassi; Budget Director GillespiE
Joann Sarkett, Brownsville Telegraph; Jon Stevens, Observer -Reporter; Jim Jeffer-
son, WJPA; Scott Myers, WKEG; and Jim Provance, The Herald -Standard.
Chairman Mascara called the meeting to order at approximately 10:10 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 187
each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 187 be approvE
as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Correspondence
Chief Clerk informed the Board of the receipt of the following checks:
1. Commonwealth of Pa. - $467.71 - Medical Assistance
2. Commonwealth of Pa. - $516,423.00 - Children and Youth,
4th quarter State share of expenditures and advance
payment for period of 10-1-83 thru 12-31-83
New Business,
Chief Clerk presented to the Board for their consideration and approval a
request from the Sheriff's Office to approve payment of $210.00 to the City of
Washington Police Department for services rendered by six City Policemen who
worked a special detail assignment for the Sheriff's Office in conjunction with
the Courts.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving payment of $210.00
to the City of Washington Police Department as per above.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval the
following travel requests:
l.- David Suski of the JTPA Office to attend the Pennsylvania
Association of Prime Sponsors meeting in State College,
Pennsylvania, on November 16 and 17, 1983.
2. Stanley Rockovich, Chief Adult Probation Officer, and a
member of his staff to attend a meeting of the County
Chief Adult Probation and Parole Officers Association of
Pennsylvania and a training session sponsored by the -Pennsyl-
vania Board of Probation and Parole in Harrisburg and State
College, Pennsylvania, on November 16- and 17, 1983.

3. Attendance of Margaret Jennings, employee in Magistrate
Spence's Office, to the Minor Judiciary School sponsored
by the State Court Administrator's Office in Chambersburg,
Pennsylvania, on October 26, 27 and 28, 1983.
4. Commissioner Mascara and Commissioner -Elect Petrosky to
attend the Fall Seminar of the Pennsylvania State Associa-
tion of County Commissioners (PSACC) in Harrisburg on
November 12-15, 1983.
Mr. Gilmore:
I will make the motion to approve the travel, again over the Board'
objection that except for one or two of these, I think our travel policy and the
law is very clear and these do not need formal Board approval for each individual
request and that we have in the past promulgated policies which established the
method of handling these. This is just a further instance of the Controller
attempting to frustrate our operations of government.
Mr. Mascara: And pending the litigation of same. There is a lawsuit to be filed -
in the next few days.
Motion seconded by Mr. Paluso to approve the foregoing travel requests as
per above and authorizing the payment of all necessary expenses incident thereto.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval
the following Supplemental Budget Appropriation Requests:
1. Request from the Personnel Office for a Supplemental
Appropriation of $7,400 to be transferred from Acct. #1499
(Unappropriated Balances) to Acct. #122.1 (Personal Svcs.)
in order to appropriate funds for temporary employee; also,
the transfer of $1,580 from Acct. #122.2 (Other Svcs.) and
$1,000 from Acct. #122.3 (Materials & Suppls.) to Acct. #122.1
(Personal Svcs.) in order that there be sufficient funds for
salaries and wages of regular employees.
2. Request from the Budget Department for the transfer of $2,750
from Acct. #119.2 (Other Svcs.) to Acct. #119.1 (Personal Svcs.)
for salaried employees' pay raises; also, the transfer of $2,000
from Acct. #119.2 to #119.1 for wages of temporary employee.
3. Request from the Commissioners Office for a Supplemental
Appropriation of $19,500 to be transferred from Acct. #1499
(Unappropriated Balances) to Acct. #101.1 (Personal Svcs.)
in order that there be sufficient funds for salary of Executive
Assistant; also, the transfer of $5,000 from Acct. #101.2 (Other
Svcs.) to Acct. #101.1 (Personal Svcs.)
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Supplemental Budget Appropriation Requests.

Solicitor Bassi presented to the Board for their consideration and approv
the following tax refunds.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office
be authorized to prepare the following tax refunds due to either duplication or
overpayment of real estate or personal property tax:
