COMMISSIONERS �D I u 1 Minute No. 189 Washington County C uu&ssicners Washington, PA, November 17, 1983 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Dallatore, Attorney George Retos of the Solicitor's Office; Administrative Assistant Davis, Coroner Jackson, Wayne Fleming, Director of the Tax Assessment Office; Linda Hands, Clerk -Steno I: Scott Myers, WKEG; Jim Jefferson, WJPA; Jon Stevens, Observer -Reporter; Joann Sarkett, Brownsvill( Telegraph and Jim Provance, Herald -Standard. Chairman Mascara called the meeting to order at approximately 10:10 a.m, and asked if there were any corrections, additions or cnii.ssions to Minute No. 188, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 188 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U. S. Treasury - $17,000.00 - Employment & Training Program 2. Ckumonwealth of Pa. - $1,592.70 - Medical Assistance Chief Clerk made available to the news media a News Release in reference to the project. 1. North Charleroi Demolition Project New Business: Chief Clerk presented to the Board for their consideration and approval an agreement with the Pennsylvania Office of Employment Security for the purpose of verifying Unemployment Insurance. Chief Clerk noted that payment is based upon a rate of $.78 per name for each one verified and that there is no maxi -um. dollar amount stipulated in the agreement but rather based on individuals verified. The term of this agreement is from October 1, 1983 thru June 30, 1984. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing agreement with Pennsylvania Office of Employment Security. Roll call vote,taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Request for Waiver of Regulation to be submitted to the Office of Children, Youth and Families in connection with the Children and Youth/Juvenile Probation Departments in reference to groin care at Perseus House located in Erie, Pennsylvania. Chief Clerk noted that this is a request for waiver of the condition that requires that placement in group care not within a contiguous county is reimbursed at a rate of 50% rather than M. rate for group care. a 11 210 :■■ BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY PENNSYLVANIA FRANK R. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request for eight employees in the Domestic Relations Office to attend the Western DRAP Association in Washington, Pennsylvania, on November 16-18, 1983. Moved by Mr. Gilmore,�seconded by Mr. Paluso, approving the foregoing request,` and authorizing the payment of all necessary expenses incident thereto as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a proposal from Canonsburg General Hospital to temporarily provide the Washington County Health Center with physi cal therapy consultation services at the rate of $21.00 per hour, effective November 21, 1983. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing proposal from Canonsburg General Hospital. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Supplemental Budget Appropriation requests: 1. Request for a Supplemental Appropriation in the amount of $23,000 to be transferred from Account #1499 (Unappropriated Balances) to Account #106.3 (Conduct of Primary and General Elections - Materials & Supplies). 2. Request from the Controller's Office for the transfer of $1,740 from Account #112-2 (Other Services) into Account #112-3 (Materials & Supplies). 3. Request from the Department of Parks & Recreation for the transfer of $1,500 from Account #607.2 (Other Services) to Account #607.3 (Materials and Supplies). 4. Request from. the Department of Parks & Recreation for the transfer of $3,000 from. Account 11607.2 (Other Services) to Account #607.1 (Personal Services). 5. Request from the Data Processing Department for the transfer of $2,000 from Account #117.2 (Other Services) to Account #117.3 (Materials & Supplies . 6. Request from the Prothonotary's Office for the transfer of $2,700 from Account #153-2 (Other Services) to Account #153.1 (Personal Services). 7. Request from the Treasurer's Office for the transfer of $2,682.02 from Account #109.2 (Other Services) to Account #109.1 (Personal Services). 8. Request fro. the Coroner's Office for the transfer of $1,700 from Account #152.2.11 (Other Services) to Account #152.1.3 (Personal Services). Chief Clerk presented to the Board for their consideration and approval an Agreement with Attorney Raymond P. Amatangelo as an Assistant Public Defender at the rate of $5,700.00 annually ($475.00 monthly), effective December 1, 1983. Chief Clerk noted that he would replace Attorney Thomas Kostolansky. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement with Attorney Raymond P. Amatangelo. Roll call vote taken: Mr. Paluso - Yes; Mr. Gi]smre - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk announced to all those present that the County Offices will be closed on Thursday and Friday, November 24th and 25th, in observance of the Thanksgiving Holiday. Solicitor: Attorney Retos of the Solicitor's Office presented to the Board for their consideration and approval the following Tax Refunds. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following Tax Refunds due to either duplication or overpayment of real estate or personal property tax: 1.
