Chairman Mascara called the meeting to order at approximately 10:05 a.m. and asked if
there were any corrections, additions or omissions to Minute No. 189, each member having received
a copy.
Moved by Mr. Paluso, seconded by Mr. Mascara, that Minute No. 189 be approved as read.

Special Order of Business:
Chairman Mascara read the following Proclamation:
WHEREAS, the National Association of Letter Carriers and the United
States Postal Service, recognizing their unique presence in the neighbor-
hoods and further recognizing the special needs of postal customers who are
homebound, elderly or handicapped, have formed a program entitled "Carrier
Alerts' to recognize potential problems peculiar to those individuals; and
WF]EREAS, with assistance of the Area Agency on Aging and the County
Adult Welfare Services, letter carriers in Washington County may be notified
of customers wishing to participate in the program, allowing them to monitor
a sudden accumulation of mail which may signify a sudden illness or accident,
and through specially developed procedures, report the accumulation of mail
to the agencies for appropriate follow-up; and
WHEREAS, Carrier Alert, an, all volunteer program, is a natural extension
of the care which letter carriers traditionally have exhibited for customers;
and the program has become a national campaign to provide special attention
to those who may require it.
THEREFORE, BE IT RESOLVED, that the Board of Washington County Camnissioners
designates the week of December 4 - 10, 1983, as CARRIER ALERT WEEK, in Washing-
ton County and hereby urges citizens to become familiar with the program and
its objectives.

Chairman. Mascara then presented the Proclamation to James King, representative of the
National Association of Letter Carriers.
Chief Clerk presented to the Board for their consideration and approval the following
Proclamation:
WHEREAS, the Central Blood Bank is a non-profit organizatton pro-
viding service to thirty=four member hospitals in the Greater Pittsburgh
area and Washington County; and
WHEREAS, the Washington Blood Center has been in operation since
December, 1977, and will observe its sixth anniversary of serving the
Washington County area during the current year; and
WHEREAS, since its opening, the Washington Blood Center has enlisted
over ten thousand registered donors through its location in the City of
Washington and through its mobile units; and
WHEREAS, the Washington Blood Center provides an immeasurable service to
the hospitals and their patients on a year round basis by providing the
priceless gift bf blood that may be used to save the lives of many people; and
WHEREAS, the month of December is a particularly important time for
the Washington Blood Center and the Central Blood Bank, and for this purpose
has embarked upon a campaign to enlist new donors as well as seek the con-
tinued support of its regular list.
THEREFORE, BE IT RESOLVED, that the Board of County Coarmissioners of
Washington County hereby joins the Central Blood Bank and -the Washington
Blood Center in their 1983 drive to "HELP LIGHT UP A LIFE" by recognizing
the citizens who donate blood during the campaign.
BE IT FURTHER RESOLVED, that we recognize the valuable service the
Washington Blood Center has provided to the citizens and hospitals of
Washington County on this, its sixth anniversary, and present the officers
of the Central Blood Bank with our Certificate of Appreciation in recognition
of the organization's outstanding efforts.

Chief Clerk noted that the Card-ssioners would be presenting this Proclamation along
the Certificate of Appreciation to the Washington Blood Center at 11:30 a.m. this morning at the
Center.
Attorney George Retos, Solicitor to the Industrial Development
the Board for their consideration and approval the following IDA project
1. Manuel and Thcaasina Vallejo for the construction of c
in an am unt not to exceed $510,000.00.
2. Bentleyville Telephone Company for the purchase of office and telephone
equipment in an amount not to exceed $1,200,000.00.
3. Pittsburgh Flexicore Company for the purchase of equipment in an amount
not to exceed $1,000,000.00,
4. Peno's Enterprises, Inc. for the construction of office buildings in
an amount not to exceed $200,000.00.
5. U-Haul Company of Western Pennsylvania for the purpose of refunding bonds
in an amount ,not to exceed $645,000.00.

6. Rosenberg and Pizzi for the purchase and renovation of an -6ffice
building in an amount not to exceed $450,000.00.
7. Cellulose Products, Inc. for the purchase of building and equipment
in an amount not to exceed $340,000.00.
8. Robert H. =_A�m/R. H. Kuhn Co., Inc., d/b/a Freight Liquidators for
the purchase and remodeling of land and building in an mount not to
exceed $560,000.00.
9. Chico Dairy Company for the purchase of land and construction of building
in an amount not to exceed $324,000.00.
10. Black Box Corporation for the purchase of computer hardware and software
systems in an amount not to exceed $340,000.00.
11. Dab -Car, Inc. for the purchase of fixtures, equipment and supplies and
leasehold improvements in an amount not to exceed $225,000.00.
12. Intercole, Inc. for the purchase of stock of a manufacturing building,
factory, assests and office space in an amount not to exceed $600,000.00.
13. Reynolds Manufacturing Company for the purchase of land and building
in an amount not to exceed $1,500,000.00.
14. Humbert Lane Associates__ - to increase the amount of financing from
$4,350,000.00 to an amount not to exceed $6,000,000.00 (See Min. #168,
dated 6-16-83, p, 99).

authorizing the Chairman of the Board to execute the certificates, of approval in correction theret ,

Chief Clerk presented to the Board for their consideration and approval a proposal
the Washington -Greene Conr unity Action Corporation to coordinate Washington County`s allocation
$177,899 under the $8 Million Food Program sponsored by the Pennsylvania Department of
Moved by Mr. Paluso, seconded by Mr. Mascara, accepting the foregoing proposal and de-
signating the Washington -Greene Community Action Corporation as the lead agency to coordinate
the County's allocation under the $8 Million Food Program.

Chief Clerk presented to the Board for their consideration and approval the Children
FY1984-85 Plan Update and Budget Estimate which is to be submitted to the Department of Pub
. Chief Clerk noted that the Budget Estimate projects a $10,362 decrease in the cost to
which is attributed to a decrease in expected expenditures by Juvenile Probation for some
in -home service programs as well as for community based and institutional placement programs.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing FY1984-85 Plan
Update and Budget Estimate and authorizing its submisaian to the Department of Public Welfare.

Chief Clerk presented to the Board for their consideration and approval the following
Resolution:
WHEREAS, the Sheriff of Washington County is presently charging fifteen
(.15) cents per mile in the performance of his official duties; and
WHEREAS, the Sheriff's mileage fee has remained at fifteen (.15) cents
for the past several years and during that period the cost of equipment, re-
pairs and gasoline has risen due to inflation; and
WHEREAS, the office of County Solicitor has ruled that the County
Commissioners as the Governing Authority shall establish the fee schedule
for mileage rates which the Sheriff may charge.
NOW, THEREFORE, BE IT RESOLVED, that in conformity with Act No. 1981-46
approved the 1st day of July, 1981, the fee schedule for mileage rates charged
by the Sheriff of Washington County shall be increased to twenty (.20) cents
per mile, effective December 1, 1983.

Chief Clerk presented to the Board for their consideration and approval an agreement wit
eland Company, owners of the Leeland Building in Waynesburg, Pennsylvania, to lease space for th
rovision of a JTPA Applicant Service Center. The period of the agreement shall be from January 1
984 thru June 30, 1985 at a rate of $400 per month for a total sum of $7,200 of which $2,400 shal
e charged to the fiscal year 1984.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Agreement with

Chief Clerk requested authorization to advertise forbids for furniture for various
Judicial offices and courtrooms.

rtise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval a proposal fzW
Hardman, Certified Public Accountants, to develop an Indirect Cost Plan for Washington. County,
the year ending December 31, 1983, Chief Clerk noted that the estimated fees for this project
not exceed $10,000 to $12,000 plus out-of-pocket expenses,

Chief Clerk presented to the Board for their consideration and approval a contract with
Ribbon Systems, Inc., of Greensburg, Pennsylvania, for the inspection and maintenance serv,ce
the Ansul Fire Suppression System at the County Jail.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing contract with Blue
Systems, Inc.

Chief Clerk presented to the Board for their consideration and approval a request fin.
Veterans Advisory Council to fly a MIA/POW flag under the American flag on top of the County
. Chief Clerk noted that the cost of the flag is approximately $30.00,

Chief Clerk presented to the Board for their consideration and approval the folla4%
:al Budget Appropriation request:
1. Request from the Courts for the transfer of $12,900 from Account No, 160-3
(Materials & Supplies) to Account No. 160-2 (Other Services).
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Supplemental Budge
:ion request.

Chief Clerk presented to the Board for their consideration and approval a request from
's Office to approve payment of $300.00 to the City of Washington Police Department and
140.00 to Henry Delong of the South Strabane Tamship Police Department for services rendered on
17th and 18th in connection with the Marianna sex cult/Children & Youth matter. Dis
followed. Chief Deputy Sheriff Littleton explained the emergency situation which necessitated the e
police services. Solicitor Bassi stated that he felt this would be a proper expenditure for re-
imbursement of services performed based upon the emergency nature of the situation as explained
by Mr. Littleton. Commissioner Paluso requested that the matter be tabled and that Mr. Littleton
furnish ham with all of the details concerning this incident.
