Minute No. 193
Washington County Commissioners
Washington, Pa., December 22, 1983
The Board of Washington County Commissioners met in regular session with
the following members being present: Commissioners Mascara, Gilmore and Paluso.
Also being present: Chief Clerk Dallatore; Solicitor Bassi; Coroner Jackson;
Administrative Assistant Davis; Linda Hands, Clerk -Steno II; Joann Sarkett, Brown -
ville Telegraph; Scott Myers, WKEG; Jon Stevens, Observer -Reporter; and Jim Jette -
son, WJPA.
Chairman Mascara called the meeting to order at approximately 10:00 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 192
each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 192 be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Correspondence
Chief Clerk informed the Board of the receipt of the following checks:
1. U.S. Treasury - $5,000.00 - Employment and Training Program
2. Commonwealth of Pa. - $10,000.00 - EMS Highway Safety Grant
New Business
Chief Clerk presented to the Board for their consideration and approval an
Agreement with RBA Professional Data Systems, Incorporated, for the provision of
programming for the County's computer system as part of the Department of Human
Services Management Information System. Chief Clerk noted that the amount of the
contract would not exceed $18,000 and that the work will be completed within five
to eight months.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing agree
ment with RBA Professional Data Systems, Incorporated.

Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval a
request to extend the lease with the Washington County Agricultural Fair, Inc.,
until January 31, 1988. Chief Clerk noted that the lease extension would be for
a period of four years and that all of the terms and conditions would remain the
same as the original lease dated June 1, 1976.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the extension of
the lease with the Washington County Agricultural Fair, Inc., as per above.

Chief Clerk informed the Board that Dr. Michael Crabtree of Washington &
Jefferson College has been recommended for appointment to the Redevelopment Autho4-
ity. Chief Clerk noted that Dr. Crabtree would replace Park Rankin and that his
appointment would be a 5-year term expiring July 30, 1988.
Moved by Mr. Gilmore, seconded by Mr. Paluso, appointing Dr. Michael CrabtreE
to the Redevelopment Authority as per above.

Motion carried unanimously.
Chief Clerk announced that the County Offices would be closed on Monday,
cember 26, 1983, and Monday, January 2, 1984, in observance of Christmas and
ew Year's.
Chief Clerk also announced that a Special Meeting of the Retirement Board
uld be held on Thursday, December 29, 1983, immediately following the Salary
Board meeting.
Chief Clerk also announced that the swearing -in ceremonies for the newly
elected Judge and County Officials will be held on Tuesday morning, January 3,
1984, and that the reorganizational meetings of the Board of Commissioners and
Salary Board will begin at 2:00 p.m. that day.

Solicitor Bassi presented to the Board for their consideration and approval
the following Tax Refund.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Tax Assessment Office
be authorized to prepare the following tax refund due to either duplication or ovE
payment of real estate or personal property tax:

Moved by Mr. Paluso, seconded by Mr. Gilmore, that RESOLUTION NO. 78 for
property situate in Charleroi Borough, Washington County, Pennsylvania, sold on
September 14, 1981, being described as 1 1/2 sty fr hse, Lot 242, DB 1080-199,
situate in Charleroi Borough, Washington County, Pennsylvania, and formerly
assessed in the name of Robert E. Higgins (PO) Edwin J. and Lucille A. Uhutch be
