PALUSO, COMMISSIONERS Minute No. 2 Office of County Commissioners Washington, Pa., January 5, 1984 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Coroner Jackson; Mrs. Delores Mascara and Mrs. Wilson of Charleroi; Administrative Assistant Davis Henry Fiumelli, Human Services Director; Judy Lomago, Executive Secretary; Linda Hands, Clerk -Steno II; Joann Sarkett, Brownsville Telegraph; Jim Provance, Hera Standard; Jon Stevens, Observer -Reporter; and Scott Myers, WKEG. Chairman Mascara called the meeting to order at approximately 10:00 a.m. and noted that approval of Minutes No. 194 and No. 1 would be held in abeyance due to their incompletion. Old Business: Bids Solicitor Bassi informed the Board that it has been recommended that the bids for the furnishing and delivering of Housekeeping Supplies be awarded as follows for the period of January thru June 30, 1984: Washington Bar & Restaurant Supply Co. - Washington, Pa. Scott Toilet Tissue 219-34 Paper Towels No. 221 Paper Towels No. 225 Paper Towels Three -Compartment aluminum plates TOTAL $3,074.50 $1,320.00 $1,256.00 $1,074.00 $4,485.00 $11,209.50 West Penn Chemical Supply - Pittsburgh, Pa. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids for the furnishing and delivering of housekeeping supplies as per above; these bids bei the lowest responsible bids received in accordance with specifications; and that the bids for the laundry detergent be:rejected. COMMISSIONERS �_ 1 1 Correspondence Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - $36,000.00 - In -Home Services Block Grant - 2nd quarter payment 2. Commonwealth of Pa. - $21,425.00 - JOBS BILL Day Care Block Grant - second payment 3. Commonwealth of Pa. - $62,203.00 - Public Assistance Transportation Block Grant - second payment New Business Chief Clerk presented to the Board for their consideration and approval an (Agreement with Frank Irey, Jr., Inc., in the amount of $3,740.00 for the purpose of installing approximately thirty-six fluorescent fixtures in various offices of the County Courthouse. Chief Clerk noted that the price includes installation, rewiring where necessary and all miscellaneous fittings for the fixtures. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Agree{ Iment with Frank Irey, Jr., Inc. Roll call vote taken: 4 Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Washington County Mental Health Association for transitional employment for the chronically mentally ill. Chief Clerk noted that the term of the Agreement would be from December 27, 1983 to June 30, 1984, and that the fun& for the Agreement are 100% State funded. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as 1per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an JAgreement with Attorney David S. Posner as Solicitor for the Clerk of Courts loffice for an annual sum of $2,400.00, effective January 3, 1984. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as 1per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chiet Clerk informed the Board of a Rate Adjustment Notice from Pennsylvania Blue Cross and Blue Shield concerning the premium rates applicable for renewal of the Agreement for the period beginning March 1, 1984, and ending February 28, 198 Commissioner Paluso requested that this matter be tabled for further study. 2 r .' Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing pa ment to the City of Washington Police Department. Chief Clerk informed the Board that the following individuals have been recommended for appointment/reappointment to the following boards: Washington County Authority Reappointment of Edwin DuJordan and Lawrence Miller for 5-year terms (1-1-84 thru 12-31-88) Planning Commission Reappointment of Charles Murray for a 4-year term (1-1-84 to 1-1-88) MH/MR Board Reappointment of Dolores Laabs, Larry Kinskey and Ferdal Littleton for 3-year terms (1-1-84 thru 12-31-86) Library Board Appointment of Helen Armstrong of the Chartiers-Houston Community Library and Wilma Wyels of the Marianna Community Library for 3-year terms (1-1-84 thru 12-31-86) Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing appointments/reappointments. Motion carried unanimously. Commissioner Petrosky commended his colleagues in terms of giving him the oppor- tunity as the new incoming -Commissioner to participate in the development of a budget. Solicitor Bassi presented to the Board for their consideration and approval invoices from Mayview State Hospital totaling $21,915.00 for Joseph Rosman ($7,32 .00), Charles Holmes ($1,320.00), Charles E. David ($10,620.00) and Kenneth Richie ($2,655.00). Mr. Paluso questioned the daily rates for these individuals. Mr. Bassi noted that the daily rate for Joseph Rosman and Charles Holmes is $120.00 while the daily rate for Charles David and Kenneth Richie is $177.00. Discussion followed. Mr. Paluso stated that he objects to the payment of these invoices based on the fact that Mayview--and Farview are State -funded institution and that he disagrees with DPW's interpretation of the legislation concerning these payments. Solicitor Bassi noted that this problem is common to all the counties in Pennsylvania and suggested that the matter be pursued through the Pennsylvania State Association of County Commissioners (PSACC). Mr. Fiumelli, Human Services Director, advised the Board that there is presently legislation pigeonholed in the Health & Welfare Committee of the Senate and the House which would relieve counties from the responsibility of such payments. Moved by Mr. Petrosky, seconded by Chairman Mascara, approving the payment of the foregoing invoices from Mayview State Hospital. Roll call vote taken: Mr. Paluso - No,; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motiop carried.
