COMMISSIONERS Minute No. 3 Washington County Commissioners Washington, PA, January 12, 1984 The Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Coroner Jackson, Solicitor Bassi, Roland Bourke, Executive Director of the Redevelopment Authority; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Scott Myers, WKEG; Jim Jefferson, WJPA; Joarm Sarkett, Brownsville Telegraph; Jim Provance, Herald -Standard and Lucy Rea, interested citizen. Chairman Mascara called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute Nos. 194, Land 2, each member having received a copy. Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute Nos. 194, 1 and 2 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Roland Bourke of the Redevelopment Authority presented to the Board for their consider- ation and approval a Resolution approving the Redevelopment Proposal for the Sixth and Geary Streets Housing Renewal Project in the City of Monongahela. Mr. Bourke briefly outlined this project. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the :Foregoing solution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr, Mascara - Yes. Motion carried unanimously. Old Business: Bids In.reference to the bads for the Housekeeping Supplies, Solicitor Bassi informed the Board that Shamrock Chemical Company has requested that its bid for the 23 x 17 x 46 trash can liners be withdrawn due to the fact that the company did not bid according to the specifications. Mr. Bassi explained that Shamrock Chemical Company submitted a bid for 125 trash can liners per case instead of 250 per case as was required in the specifications. Mr. Bassi, therefore recom�� mended that the bid be awarded to the next lowest bidder, West Perm Chemical Supply Company, for the amount of $3,535.00. Moved by Paluso, seconded by Mr. Petrosky, that the bid for 23 x 17 x 46 trash can liners submitted by Shamrock Chemical Company be withdrawn and subs quently awarded to West Penn Chemical Supply Company, the next lowest bidder, as per above. Commonwealth of Pa. - $40,945.00 - Adult Services Block Grant - 3rd quarter payment 2. Comnolnwealth of Pa. - $51,525.00 - Child Welfare Title XX Block Grant - 3rd quarter payment Chief Clerk made available to the news media News Releases in reference to the follow- ing projects: 1. Narrows Road Reconstruction Project - Centerville Borough 2. Washington Commercial Restoration & Improvement Project New Business: Chief Clerk requested authorization to advertise for bids for the printing and delivering of ballot pages and ballot cards for the 1984 General Primary Election to be held on April 10, 1984. Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Memorandum of Agreement between the County and Pennsylvania Social Services Union (PSSU), Local 668, regarding the reimbursement of meal expenses for employees of the Children & Youth Department. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Memorandum of Agreement with PSSU, Local 668. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following requests for out -of -County travel: 1. Request for Larry Spahr of the Election Department and Edwin DuJordan of the Con nissioners Office to travel to Cook County, Chicago, Illinois, on January 19-20, 1984, to make an on -site inspection of Cook County`s CES vote tabulation equipment and its recent modifications and to make subsequent recommendations to Washington County for improving its system based upon findings made in Chicago. 2. Request for C. Wayne Fleming, Chief Assessor, to attend a workshop for Computer Assisted Mass Appraisal sponsored by the Lincoln Institute of Land Policy to be held in Cambridge, Massachusetts, on January 23-27, 1984. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing requests and authorizing the payment of all necessary expenses incident thereto as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. (Lucy Rea entered the meeting) Chief Clerk informed the Board that the following individuals have been recommended for appointment/reappointment to the following boards: G Appointment of Mr. William Dickinson of Fredericktown to fill the unexpired term of Scot Curran which ends on 12-31-84. CHILDREN AND YOUTH ADVISORY COMMIT:I'EE Appointment of Detective Sgt. Harold M. Coleman, of Canonsburg for a 3-year term, effective 1-1-84 to 1-1-87 Reappointment of Reverend Rand Edwards for a 3-year term, retroactive to 2-1-83 to 2-1-86 Reappointment of Nancy Koren for a 3-year term, effective 1-1-84 to 1-1-87 Reappointment of Kay Meyers for a 3-year term, retroactive to 2-1-83 to 2-1-86. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing reappointments/ appointments. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented,to the Board for their consideration and approval an Agreement with Southwestern Pennsylvania Regional Planning Commission (SPRPC) which covers work to be done by the County in the 1983-84 Unified Planning Work Program year which is to be completed before June 30, 1984. Chief Clerk noted that the total contract amount is $13,710.00 of which the County's local match is in the amount of $2,204,00 which will be provided in the form of staff and/or services. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Agreement with Roll call vote t aken. : Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried trianimously. Chief Clerk presimted to the Board for their consideration and approval an Agreement with Neilan Engineers, Inc., of Somerset, Pennsylvania, for engineering design services in connection with necessary /corrective work at the Washington County Health Center. Chief Clerk noted that the basic engineering design services, which will include design through final plans and specifications, bidding phase and the construction observation phase will be performed in accordance with a percentage fee schedule interpolating to the actual construction cost. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Agreement with Neilan Engineers, Inc. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
