Washington, PA, January 19, 1984
The Board of Washington County Commissioners met in regular session with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief
Clerk Dallatore, Solicitor Bassi, Roland Bourke, Executive Director of the Redevelopment Authorit-T;
Mesdeo Rubis, Director of the Veterans Affairs; Earl Bugaile, Public Relations; Judi LCnago,
Executive Secretary; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Jim Jefferson,
WJPA; Joann Sarkett, Brownsville Telegraph; Jim Provance, Herald -Standard; John Mudd and repre-
sentatives of the National League of POW/MIA's; and. Mrs. Frank R. Mascara.
Chairman Mascara called the meeting to order at approximately 10:00 a.m. and asked if
there were any corrections, additions or omissions to Minute No. 3, each member having received
a copy.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 3 be approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Special Order of Business:
John Mudd, representative of the National League of POW/MIA's, presented to the Board
the official POW/MIA Flag to be flown over the Washington County Courthouse. Mr. Mudd then made
some comments.
Chairman Mascara read the following Proclamation:
WHEREAS, almost 2,500 Americans are still unaccounted for as the
result of the Vietnam War and have been listed as Missing -in -Action or
Prisoners of War; and
WHEREAS, in spite of efforts on the part of governmental officials
and American veterans groups, Cau=ist governments continue to deny
holding Prisoners -of -War and offer only minimal information on the fate
of other Americans who are still missing; and
WHEREAS, the National League of POW/MIA Families has endeavored to
bring these facts to the attention of the American citizens and gotitLUL=Ltal
leaders through an orderly and peaceful process in an effort to speed the
process for the release of those Americans who are still being held by
the Communist governments.
THEREFORE, BE IT RESOLVED, that the Board of Washington County
Commissioners declare its endorsement and support for the National
League of POW/MIA Families and its cause for the release of the American
prisoners by declaring the year Nineteen Hundred and Eighty -Four as the
year of the POW/MIA in Washington County; and
BE IT FURTHER RESOLVED, that we show our support and commitment to
this cause with the flying of the POW/MTA Flag at the County Courthouse
through the entire year.

Commissioner Petrosky commended the National League of POW/MIA Families and their efforts
in terms of this endeavor and assured them that the Board will do everything in their power to
make the ceremonies this spring a success and try to get as much participation from the veterans
groups as possible. Mr. Mudd then presented Commissioner Petrosky a POW/MIA pin.

Mr. Bourke of the Redevelopment Authority presented to the Board for their consideration
and approval a Resolution approving proposal for redevelopment of Disposition Parcel No. 1 in the
Blaine Avenue Redevelopment Area, Canonsburg, Pennsylvania, to Frank and Athena Sarris, his wife,
and the form of the Redevelopment contract with said developer. Mr. Bourke briefly outlined the
project.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Resolution.

Chief Clerk informed the Board of the receipt of the following check:
1. U. S. Treasury - $9,000.00 - Employment & Training Program
Chief Clerk noted for the record the resignation of James McDonald on the Washington -
Greene County Human Services Advisory Council, effective January 10, 1984.
New Business:
Chief Clerk presented to the Board for their consideration and approval an Agreement
with Ernest L. Abernathy, M.D., for services to be provided in connection with the Coroner's
Office for an annual retainer of $1,400.00 (or $116.66 per month), effective January 1, 1984.
Chief Clerk noted that the agreement also provides for additional compensation for testimony
appearances and autopsies.

Agreement between the County and Service Employees International Union (SEIU), Local 585, concerning
a leave of absence request for Louise Heider, an employee at the Health Center.

Chief Clerk presented to the Board for their consideration and approval an Amendment to
the Agreement with Comsis Corporation in connection with the Public Assistance Transportation
Block Grant Program. Chief Clerk explained that the purpose of the Amendment is to set up a
checking account controlled by Comsis Corporation in order to reimburse recipients for transportation
that they procure on their own and that the account will be funded and maintained by the County
in the amount of $1,000.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Amendment to the Agreement
with Comsis Corporation as per above.

Application and Gant Agreement for Juvenile Probation Services for 1984 in the amount of $41,924.00

In connection with the Children & Youth Program, Chief Clerk presented to the Board for
their consideration and approval a Purchase of Service Agreement with Three Rivers Adoption
Council located in Pittsburgh, Pennsylvania, in the amount of $3,000.00 for the period of
January 1 thru June 30, 1984.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Agreement with
Three Rivers Adoption Council.

Chief Clerk informed the Board that Mr. David Sollon of Canonsburg has been recommended
Eor appointment to the Washington County Housing Authority for a five-year term (1-1-84 to 12-31-88),
replacing Anthony Colaizzo who resigned.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the appointment as per above.

Chief Clerk presented to the Board for their consideration and approval an Addendum to
the Agreement with Mazzaro Coal and Disposal for the collection of refuse and garbage in Mingo
Creek County Park renewing the agreement for the period of May 7, 1984 thru October 8, 1984, under
the same terms and conditions as the previous agreement.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Addendum to the Agreement
with Mazzaro Ccol and Disposal as per above.

Chief Clerk presented to the Board for their consideration Ehd approval a request to
amend Section 6, Authorization to Travel, of the Travel Regulations as adopted on September 1,
1983, to read as follows:
Normally, travel within, the County need not specifically be
authorized in advance. If travel is required out of the County,
it shall require the specific approval of the Agency Director.
Training sessions, seminars and the lake not requiring over-
night status and interpreted as being within the performance of
an employee's duties shall only require the approval of the Agency
Director.
In the performance of their duties, Agency Directors and
Court -Related Agency Directors may travel within and out of the
County at their am discretion.
However, all Agency Directors' requests to attend conferences,
meetings, seminars, etc., requiring overnight status shall be
approved by the Chief Clerk to the Board of County Commissioners.
The written prior approval shall be submitted with the travel
voucher requesting reimbursement.
Attendance at meetings or conventions of State Associations
not listed in Section 440 of P.S. 16 will require prior approval
for all employees and Agency Directors by the Board of County
Commissioners,
* Commissioner Petrosky: It should be noted for the record that the Board of Commissionerr,
hopes that this will somehow alleviate the conflict that has existed bo-tween the Board and the
troller over travel regulations. It is also hoped that the case that is pending before the

rtof Commn Pleas would, in fact, be heard as expeditiously as possible so that this small
blem that continually interferes with the operation of County government could be resolved.

Travel Requests:
1. Request for Norman. Carson and Raymond Oest of the Property and
Supplies Department to attend a seminar sponsored by the Art
Synder Company in Pittsburgh on November 2, 1983.
2. Request for J. Bracken Burns and Bessi Fischer of the EMS
Department to attend a Respiratory Emergencies Conference
in Pittsburgh on February 18, 1984.
3. Request for William Sember, Executive Director of the Planning
Commission, to attend an Erosion & Sediment Control Workshop
sponsored by the Conservation District at the Ramada Inn.,
Washington, PA, on January 25, 1984.
4. Request for Larry Celaschi of the Washington County Health
Center to attend a seminar for the Professional Supervisors
for Health Care Managers & Supervisors sponsored by Padgett Thompson
in Pittsburgh on January 23, 1984.
5. Request for James McCune, Juvenile Master, to attend a seminar
sponsored by the Juvenile Court Judges Commission in Harrisburg,
on October 13-14, 1983.
6. Request for Doris Spesak & Virginia Roney of the Court Administrator's
Office to attend a computer Systems Implement seminar sponsored by
the Pennsylvania Department of Conrnnity Affairs in Pittsburgh
on December 14, 1983.
7. Request for Stan Rockovich of the Adult Probation Office to attend
a training seminar for Hearing Skills & Techniques sponsored by the
Pennsylvania Parole Board in Harrisburg on January 18-19, 1984; also
his travel to Pittsburgh on December 16, 1983, to attend the Allegheny
County Probation Office and on December 19, 1983, to the Pittsburgh
District Office of the Pennsylvania State Parole Board.
8. Request for Jean Bittner of the Planning Commission to attend a DCA
Seminar in Monroeville on December 5-7, 1983.
9. Request for Nancy Graham of the Planning Commission to attend a
workshop sponsored by the Harry Guckert Company in Pittsburgh on
November 15, 1983, and a printing press seminar in Pittsburgh on
November 3, 1983.
10. Request for the Commissioners and the Direotors of Administration,
Human Services and Planning & Development to attend the NACo Legislative
Conference in Washington, D.C. on March 17-21, 1984.
11. Request for Deborah Batley of the Washington County Health Center to
attend a conference sponsored by VACAH in New Stanton
on December 8, 1983

authorizing the payment of all necessary expenses incident thereto as per above.

Chief Clerk presented to the Board for their consideration and approval the following
Resolutions:
BE IT RESOLVED, that the Board of County Commissioners hereby
authorizes payment of mileage expenses, at the same rate per mile
(CONSTABLES) as Co.nt, employees, to Constables rendering services at Mingo and
Cross Creek County Parks. Approval of travel will be designated to
the Director of Parks and Recreation.
Furthermore, this action is retroactive to the point of time
that payment ceased to have been made.
BE IT RESOLVED, that the Board of County Commissioners hereby
authorizes payment of mileage expenses, at the same rate per mile

DEFENDERS) Defender's Office. Approval of travel will be desginated to the
Public Defender.
Furthermore, this action is retroactive to the point of time

11 In connection with the JTPA Program, Chief Clerk presented to the Board for their con-
sideration and approval the following two agreements - 1. Agreement with SAMS Associates for the
provision of re-employment assessment services for the Title III Dislocated Worker Program. The
contract period will be from January 20, 1984 thru June 30, 1984. The contract will not exceed
$35,000.00

2. Agreement with the Mon Valley Health and Welfare Council for the provision of case management
and pre -retirement counseling for the Title III Dislocated Worker Program. The contract period
will be from January 20, 1984 thru June 30, 1984. The contract will not exceed $52,610.00. Chief
Clerk noted that approval of these agreements is contingent upon state funding of the Dislocated
Workers Program.

reference to the JTPA Program.
