Minute No. 5
Washington County Commissioners
Washington, PA, January 26, 1984
The Board of Washington County Commissioners met in regular session with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief
Clerk Dallatore, Solicitor Bassi, Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter;
Jim Jefferson, WJPA; Dave Templeton, Pittsburgh Press; Jim Provance, Herald -Standard and Joann
Sarkett, Brownsville Telegraph.
Chairman. Mascara called the meeting to order at approximately 10:00 a.m, and asked if
there were any corrections, additions or omissiz. to Minute No. 4, each member having received
a copy.
Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 4 be approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Correspormdence:
Chief Clerk informed the Board of the receipt of the following checks:
1. Commonwealth of Pa. - Medical Assistance - $8,167.51 and $824.04
2. Commonwealth of Pa. - $20,404.02 - Day Care Program - Month- of November, 1983
Chief Clerk made available to the news media a News Release in reference to the following
proj ect :
1. HUD - Application submitted to HUD by the Washington County Housing
Authority for a $3,717,940 grant for the purpose of modernizing
existing facilities in five (5) county public housing projects.
New Business:
Chief Clerk requested authorization to advertise for bids for flags and markers for
Veterans' Graves.
Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to advertise
for bids as per above.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an Agreement with
William Penn Printing Company for the purpose of furnishing 207 sets of General Primary Election
supplies for use with the "CES" voting system which includes Election Day Digest and Computing
Books for two parties for the 1984 General Primary Election at a cost of $2,965.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement with William
Penn Printing Company as per above.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.

Chief Clerk presented to the Board for their consideration and approval a Non -financial
Agreement with the Bureau of Job Service which will enable the Bureau of Job Service to honor and
process the Targeted Jobs Tax Credit Applications submitted by the Washington-Greem County Employ -
meet and Training Agency.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Non -financial
Agreement with the Bureau of Job Service.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval a Supplemental
Off -System Federal Aid Highway Program Agreement pursuant to Section 135 of the Federal Aid
Highway Amendments of 1976 between PennDOT and the County in reference to D.R. 62035, Section 101,
Cross Creek Township. Chief Clerk noted that this supplemental agreement increases the construc-
tion cost and federal participation on this project.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Supplemental Off -System
Federal Aid Highway Program Agreement as per above.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk informed the Board that 011ie Davis of Monongahela and William Stewart of
Burgettstaan have been recommended for reappointment to the Washington-Grae County Human Service:,
Advisory Commission for a period of one year, retroactive to June, 1983 to June, 1984.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing reappointments
to the Washington -Greene County Homan Services Advisory Commission.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk informed the Board that Dr. Herbert Wylen has been recommended for appoint-
ment to the County Library Board, representing the Citizens Library, for the year 1984.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing appointment of
Dr. Herbert Wylen to the County Library Board.

Motion carried unaimously.
Chief Clerk presented to the Board for their consideration and approval the following
travel requests:
1. Request for District Attorney John Pettit to attend a seminar
for newly elected District Attorneys and the Mid -Winter meeting
of the District Attorneys Association to be held in Philadelphia,
PA, on Jaunary 30 - February 3, 1984.
2. Request for Richard Brady, Director of Domestic Relations, to
attend a conference of the Board of Directors of DRAP in Harris-

Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing travel requests
and authorizing the payment of all necessary expenses incident thereto.

is pending resolution of the Court case involving travel expenes.

Chief Clerk presented to the Board for their consideration and approval an Amendment to
the Agreement for Data Processing dated October 26, 1983, between the Domestic Relations Office and
the Data Processing Department for the purpose of amending the DPD Rates for Domestic Relations
Office.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the amendment to the Agreement
as per above.

Motion carried unanimously.
Chief Clerk announced that the proposed amended 1984 County Budget will be posted for
public inspection beginning on Friday, February 3, 1984, and that a Special Meeting of the Board
of County Comxd�ssicners will be held at 11:00 a.m. on Wednesday, February 15, 1984, for the purpoSC
of adopting the 1984 amended budget.
There being no further business, Chairman Mascara declared the meeting adjourned at
approximately 10:15 a.m.
