COMMISSIONERS E Minute No. 8 Washington County Commissioners Washington, PA, February 15, 1984 The Board of Washington County Commissioners met for a Special Meeting in the Public Meeting Room at approximately 3:00 p.m. with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Kevin Humble, Deputy Budget Director; Lou Lignelli, Director of Administration; Judi Lomago, Executive Secretary; Charles Gillespie, Budget Director; Earl Bugaile, Public Relations; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Joann. Sarkett, Brownsville Telegraph; Jim Jefferson, WJPA and Ed DuJordan, Executive Assistant. Chairman Mascara called the meeting to order and stated that the purpose of the meetin€; was for the adoption of the 1984 amended County Budget; this being in accordance with Section 1782.1 of the County Code. seated. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the 1984 County Budget as pre - Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the Tax Levy and Appropriation Resolution setting the tax rate for general County purposes for 1984 at 20 mills and for debt purposes at 6 mills. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Moved by Mr. Petrosky, seconded by Mr. Paluso, setting the tax rate for 1984 on all personal property tax at 4 mills. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Commissioner Mascara made some comments from a prepared news release. He stated that he appreciated the diligent work of his two colleagues and noted that the Board worked hard "as a team" and felt that this is an indication of what can be expected during the next four years in that the Board is willing to work together effectively. Commissioner Paluso also made some comments frcm a prepared news release. He also thanked his colleagues, Commissioners' staff and the Budget Department for their many hours of work and cooperation in preparation of the budget. Commissioner Petrosky stated that he felt the Board made a sincere effort to hold the line on spending, to not increase taxes and to maintain our program areas, all of which was not an easy task. He also thanked his two colleagues, the Budget Department and all other staff that participated in the budget preparation. PALUSO, COMMISSIONERS Commissioner Mascara also thanked the negotiating teams of both the County and SEIU who he felt acted very responsibly in negotiating the union contract and in recognizing the financial constraints of the County. He also thanked Mr. Gillespie, Mr. Humble and all other County staff for their effortsin the preparation of the budget and related documents. A few questions concerning the budget were asked by members of the news media.
