PALUSO, COMMISSIONERS Minute No. 9 Washington County Commissioners Washington, PA, February 16, 1984 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Assistant Solicitor Bigi, Judi Lomago, Executive Secretary; Coroner Jackson; Linda Hands, Clerk -Steno II; Administrative Assistant Davis; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Scott Myers, WKEG; Jim Provance, Brownsville Telegraph and George Robinson, interested citizen. Chairman Mascara called the meeting to order at approximately 10:05 a,m, and asked if there were any corrections, additions or omissions to Minute No. 7, each member having received a copy. Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No, be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following check: 1. U. S. Treasury - $5,000.00 - Employment & Training Program 2. McMahon, Kenneth, Baily & Assoc., Inc. - $85,044.00 - Return premium due on Workers Compensation final retrospective adjustment audit for year 1981-82 Chief Clerk made available to the news media the News.Releases in reference to 'the following projects: 1. West Pike Run Bridge Improvement Project 2. Park Ballfield Stabilization Project - Canonsburg Borough New Business: Chief Clerk requested authorization to advertise for bids for One 4-Wheel Drive Pick - Up Truck for the Parks Department, Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk to advertisE for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara -Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with B,F.W., Inc., of Washington, Pennsylvania, for the provision of professional physical therapy services at the Washington County Health Center at the rate of $20.00 per hour. Chief Clerk noted that the agreement will run from February 20, 1984 to February 19, 1985, and that this agreement replaces the agreement with Canonsburg Hospital which has been terminated. Moved by Mir. Chief Clerk presented to the Board for their consideration and approval agreements with the following training institutions for the provision of classroom training for an additional 53 participants at a total additional cost not to exceed $165,400.00 in the adult and youth categories under JTPA Title II -A. The contract term is from October 1, 1983 through June 30, 1984. Chief Clerk noted that this authorization shall also correct an authorization request approved on Decem-• ber 15, 1983 (Per Minute No. 192, p. 223), which showed only the additional authorization amounts and not the total amounts of each contract. Chief Clerk presented to the Board for their approval and the Chairman's signature rate adjustment Notices concerning the monthly premium rates applicable for renewal of the agreement with Blue Cross of Western Pennsylvania and Pennsylvania Blue Shield for the period beginning March 1, 1984, and ending February 28, 1985. (See p. 239 for further reference.) PALUSO, COMMISSIONERS Blue Shield Eye Examination and Refraction Coverage Employee Only $1.36 Employee and dependents $3.79 Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing new monthly premium rates and authorizing the Chairman of the Board to execute all necessary documents relating thereto. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously, Chief Clerk presented to the Board for their consideration and approval the following travel requests: 1. Request for Stanley Rockovich of the Adult Probation Office to attend a meeting of the County Chief Adult Probation and Parole Officers Association of Pennsylvania on Feb, 22-23, 1984, at State College, Pa. 2. Request for S. Robert Mohler, Joan Griffin and William Pelkey of the Washington -Greene Private Industry Council to attend a JTPA and Entre- preneurship Seminar in Harrisburg, Pa,, on Feb. 28, 1984. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing travel requests and authorizing the payment of all necessary expenses incident thereto. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NOTE: This motion is deemed necessary because of the position taken by the County Controller and is pending resolution of the Court case involving travel expenses. Chief Clerk announced that all County Offices will be closed on Monday, February 20th, in observance of President's Day. Chief Clerk also announced that the Salary Board Reorganization Meeting will reconvene at 10:30 a.m. an Thursday, February 23rd. Solicitor Assistant Solicitor Herman Bigi presented to the Board for their consideration and approval the following Tax Refunds. Moved by Mr. Petrosky, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either duplication or overpayment of real estate or personal property tax: 1.
