Washington County Commissioners
Washington, PA, March 15, 1984
The Board of Washington County Commissioners met in regulAr session wit
the following members being present: Commissioners Petrosky and Paluso, Absent
being: Commissioner Mascara. Also being present: Chief Clerk Dallatore,
Solicitor Bassi, Roland Bourke, Executive Director of the Redevelopment Authority
Coroner Jackson, Attorney George Retos, Solicitor for the lnduatriAl Development
Authority; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Jim Jeffet-
son, WJPA; Scott Myers, WKEG; Joann Sarkett, Brownsville Telegraph; Jim Provance,l
Herald -Standard; Lucy Rea, interested citizen and Lawrence Phillips, Morris
Knowles, Inc.
Vice -Chairman Petrosky called the meeting to order at approximately
10:05 a.m, and asked if there were any corrections, additions or omissions to
Minute No. 12, each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 12 be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes.
Motion carried unanimously.
Special Order of Business:
Roland Bourke of the Redevelopment Authority presented to the Board for
their consideration and approval a Resolution approving revisions for the County'
Community Development Programs for fiscal years 1979, 1980, 1981, 1982 and 1983
(including the 'Jobs Bill"), respectively, authorized under the Housing and
Community Development Act of 1974, as amended. Mr. Bourke briefly outlined the

Moved by Mr. Paluso, seconded by Mr. Petrosky, appproving the foregoing
Resolution,
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes.
Motion carried unanimously.
Attorney George Retos, Solicitor for the Washington County Industrial
Development Authority, presented to the Board for informational purposes and for
the purpose of receiving any public comments, the following IDA Projects:
1. Superior Valve Company - purchase of machinery and
expansion of their physical
facility in an amount not to
exceed $1,100,000,00,'
2. Association for Retarded

Attorney Retos noted that some conditions have been placed on this projec
and that a public hearing is scheduled for Monday, March 19th, in Canons-
burg concerning this project. He recommended that this project be tabled
until a further date.
Attorney Retos gave a verbal itemization of each of the foregoing prop

Solicitor Bassi recomended to the Board that the bid for the 1984 M6del
.-Wheel Drive Pickup Truck for the Parks Department be awarded to ROTOLO"S DODGE
�HRYSLER-PLYMOUTH, of Charleroi, Pennsylvania, Mr. Bas§i noted that the initial
id was incorrectly tabulated and should read $11,687.48 as the total cost. He
oted that this is still the lowest responsible bid received in accordance with
he specifications.
Moved by Mr. Paluso, seconded by Mr. Petrosky, that the bid for the 198
del 4-Wheel Drive Pickup Truck be awarded as per above.

Correspondence:
Chief Clerk made available to the news media News Releases in reference
to the following projects:
1. South Strabane Township Road Project
2. Prospect Avenue Road Reconstruction Project - City of Washingt
3. Blaine Area Redevelopment Area - Borough of Canonsburg

Chief Clerk presented to the Board for their consideration and approval
an application from Cecil Township for County Liquid Fuel Tax Funds in the amount
of $4,860.00 for repairs necessary to TR 765 in order to re-route traffic_ due to
the closing of the Van Eman Bridge.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing
County Liquid Fuel Tax Fund application.

Mr. Paluso - Yes; Mr. Petrosky - Yes.
Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval
a request to transfer $47,000 from the General Fund to Debt Service Sinking Fund,

transfer of $47,000 as per above.

Chief Clerk presented to the Board for their consideration and approval
the following Travel Requests:
1. Request for Elliot Singer of the Human Services
Department to travel to Harrisburg, PA, on March 15,
1984 to meet with the Departments of Agriculture and
Public Welfare,
2, Request for David Suski, Acting Director of JTPA
to attend the National Job Training Partnership
1984 Spring Conference in Washington, D.C. on
April 2-3, 1984,
Moved by Mr. Paluso, seconded by Mr, Petrosky, approving the foregoing
travel requests and authorizing the payment of all necessary expenses incident
thereto as per above,

Motion carried unanimously.
**NOTE: This motion is deemed necessary because of the position taken by the
3ntroller and is pending resolution of the Court case involving travel expenses.
Chief Clerk presented to the Board for their consideration and approval
a contract with McDonald Associateq�Engineering of Charleroi, Pennsylvania, in the
amount of $6,650.00 for engineering services in connection with the Road Recon-
struction Project in Cross Creek Township.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing
contract with McDonald Associateq�Engineering.

Motion carried unanimously.
Chief Clerk noted for the record that the Employment & Training Agency
has changed its title to Washington -Greene County_ Job Training Agency.
Solicitor:
Solicitor Bassi updated the Board on the matter of a petition filed by
John DiSalle to have his designation as a delegate to the Democratic National
Convention changed from Alan Cranston to uncommitted. Some discussion followed.
Mr, Bassi noted that the case has been transferred to the Commonwealth Court for
a determination.
There being no further business, Vice,Chairman Petrosky declared the
meeting adjourned at approximately 10:15 a.m,
