The Board of Washington County Commissioners met in regular session witl
the following members being present: Commissioners Mascara, PetrQ*y and Paluso.
Also being present: Chief Clerk Dallatore, Solicitor Bassi, Sheriff Fazzoni,
Coroner Jackson, Administrative Assistant Davis, Linda Hands, Clerk -Steno II;
David Templeton, Pittsburgh Press, Jon Stevens, Observer -Reporter; Scott Myers,
G; Jim Jefferson, WJPA; Joann Sarkett, Brownsville Telegraph; Jim Provance,
rald-Standard and Lucy Rea, interested citizen.
Chairman Mascara called the meeting to order at approximately 10:05 a.m.

each member having received a copy.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 13 be
approved as read.

Chief Clerk presented to the Board an Agreement with East Finley
Township whereby the County agrees to accept ownership and maintenance of the
covered bridges located in that township (See page 282 for reference to agreement,
with other municipalities).
Moved by Mr. Paluso, seconded by Mr. PetrQgky, approving the Agreement
with East Finley Township as per above.

Chief Clerk presented to the Board for their consideration and approval
a proposal from Harry N. Ewing of West Alexander, Pa., in the amount of $3,750.00
for the delivering of ballot boxes to the Judges of Elections for the Primary
Election to be held on April 10, 1984. Chief Clerk noted that this was the only
proposal received in accordance with the specifications,

proposal from Harry N. Ewing; this being the only proposal received in accordance
with the specifications.

Chief Clerk presented to the Board for their consideration and approval
the following travel request:
1. Request for William Sember, Ken Krupa and Tom
Zibrida of the Planning Commission to travel
to Harrisburg on March 26-27, 1984,to meet with
the Secretary of the Department of Transportation
regarding the I-79 Interchange project.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
travel request and authorizing the payment of all necessary expenses incident

**'NOTE: This motion is deemed necessary because of the position taken by the
County Controller and is pending resolution of the Court case involving
travel expenses.
Chief Clerk noted that in reference to a Supplemental Off -System Feder
Aid Highway Program Agreement approved by the Board on January 26, 1984 (Min. #5)I,
a motion is necessary that the Chairman of the Board be authorized, empowered an
directed to make, execute and deliver all necessary documents related thereto.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that the Chairman of
Board be authorized, empowered and directed to make, execute and deliver all
necessary documents in connection with the Supplemental Off -System Federal Aid
Highway Program Agreement as approved by the Board on January 26, 1984.

Solicitor Bassi advised the Board that his office is in the process of
preparing a Petition to the Court of Common Pleas requesting that the Burroughs
Computer be used as a back-up counting mechanism for the Primary Election to be
held on April 10, 1984. Some discussion followed.
Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing Larry Spahr,
Acting Director of Elections, to file the Petition with the Court of Common Pleas
as per above.

Thomas Zibrida, Acting Director of Engineering and Maintenance, report
to the Board that on Tuesday morning, March 20th, the Martins Mill Covered Bp
i;dge
spanning Ten Mile Creek collapsed into the creek. He mentioned that the bridge
has been closed since 1977. He noted that there is concern about flooding poten-
tial and that arrangements are being made to have the wreckage removed. Some
discussion followed. Coroner Jackson commented on the bridge's former usefulness;.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that a state of emer
be declared for the purpose of the removal of a covered by dge (Martins Mill)
formerly designated as an historical structure in the townships of Amwell and
West Bethlehem spanning Ten Mile Creek. The structure is blocking the waterway
and flood possibilities exist. Therefore, bidding requirements for removal, if
any costs are incurred, are waived and the waterway is to be immediately cleared.
