MASCARA, -rED ARD M, PALUSO, COMMISSIONERS Minute No. 16 Washington County Commissioners Washington, Pa,, April 5, 1984 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Deputy Sheriff Littleton; Coroner Jackson; Administrative Assistant Davis; Executive Assistant DuJordan; Jack Welty, Data Processing Manager; Francis King, Director of Property & Supplies; Lou Lignelli, Director of Administration; Linda Hands, Clerk -Steno II; Scott Myers, WKEG; Jim Jefferson, WJPA; Jon Stevens, Observer - Reporter; Becky Bailey, Controller's Office; Edward Starzinski, Principal of Washington High School; Coach Ron Faust and Assistant Coach Bob Dixon and members of the Washington High School basketball team, Chairman Mascara called the meeting to order at approximately 10:10 a. and asked if there were any corrections, additions or omissions to Minute No. 15,1 each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No, 15 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Chairman Mascara read the following Proclamation: WHEREAS, the Washington High School Little Presidents have brought glory and honor to the City and County of Washington by winning the PIAA Basketball Championship and finishing the season with an impressive 30--3 record; and WHEREAS, the Washington High School Little Presidents also finished the season with a record 27 consecutive victories, and have captured the hearts and enthusiasm of all Washington County citizens as well as their loyal supporters in the school and the community; and WHEREAS, the Washington High School Little Presidents have been successful in becoming Washington County's first basketball team to win a state championship in 23 years, and in doing so have gained statewide recogni- tion for the achievements and athletic abilities of the athletes and teams of Washington County. THEREFORE, BE IT RESOLVED, that the Board of County Commissioners hereby congratulates and recognizes the members of the 1984 Washington High School Little Presi- dents Basketball Team along with their coach, Ron Faust, and his assistant Bob Dixon, for their achievement of winning the PIAA Class AA Basketball Championship, and in doing so extends the pride and good wishes that all county citizens have for the entire team. BE IT FURTHER RESOLVED that this Board awards a plaque extending our congratulations to the school and certificates to the individual players who comprised the 1984 Championship Team. Motion carried unanimously. The Commissioners then presented copies of the Proclamation to Coach Faust and Assistant Coach Dixon, a plaque to Edward Starzinski, Principal, and certificates to members of the team. Lou Lignelli, Director of Administration, announced the details of the JTPA Summer Youth Employment and Training Program. He stated that the Washington Greene County Job Training Agency has received nearly $1 million to operate the Summer Program which will offer work experience activities to approximately 800 economically disadvantaged youth, ages 14-21, from Washington and Greene Counties The program will begin June llth and will continue through mid -August. The youth participants will be assigned to positions in non-profit agencies, local govern- ment offices, townships and other locations throughout Washington and Greene Counties. The youths will work 32.5 hours per week and will receive the minimum wage of $3.35 per hour. Old Business: Solicitor Bassi recommended to the Board that the bids for the Rehabilita Lion and Upgrade of Pike Run Bridge No. 1 continue to be tabled for review. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - Medical Assistance - $262,555.34 and $24,363.84 2. U. S. Treasury - $13,000.00 - Employment & Training Program 3. Canon -McMillan School District - $20,000.00 - Roadway at stadium - per 1974 agreement - Chartiers Creek Flood Control Project 4. Commonwealth of Pa. - $21,425.00 - JOBS Bill Day Care Block Grant - third payment 5. Commonwealth of Pa. - $40,948.00 - Adult Services Block Grant - 4th quarter payment 6. Commonwealth of Pa. - $62,203.00 - Public Assistance Trans- portation Block Grant 7. Traveler's - $11,948.30 - for fire which occurred at the Jail on 1-28-84 (Chief Clerk noted that the check would be forwarded to Gene DeLattre Corporation.) Chief Clerk noted that the Health Systems Agency (HSA) of Southwestern Pennsylvania is proposing revisions to its Health Systems Plan and that a copy o those revisions is available for public comment and review in the Human Services Department located on the 5th floor of the Courthouse Square Office Building, Chief Clerk noted that a public hearing on the proposed revisions will be held in Pittsburgh on May 8, 1984. PALUSO, COMMISStONHRS I� �j INew Business: Chief Clerk presented to the Board for their consideration and approval an Addendum to the proposal with Main Hurdman dated 6=-28-83 in reference to the audit of the Children & Youth program for the period of 7-1-82 to 6-30-83. Chief Clerk noted that this Addendum increases the contract sum for audit of the two specific subcontractors by the amount of $3,950.00 which is for additional charge not envisioned by the original quote due to the failure of the subcontractors to properly maintain records. Moved by Mr. Petrosky, seconded by Mr, Paluso, approving the foregoing Addendum to the proposal with Main Hurdman.. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky -- Yes; Mr, Mascara - Yes. Motion carried unanimously, Chief Clerk presented to the Board for their consideration and approval a Real Estate Purchase Option Contract between the County (as optionees) and Clarence R, Breese and C. R. Coen (as Optioners) for property located in South Franklin Township, Chief Clerk noted that the option to purchase the property will commence upon execution of the contract and will continue for six months and is in consideration of $500.00 payable to the optioners. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Real Estat, Purchase Option Contract as per above, Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr, Mascara -Yes, Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval agreements with the following individuals for the purpose of farming land located in Cross Creek Park: William Stacko, Jr, of Avella, PA Rick Kovalcik of Avella, PA Martha M, Helsel and Curtis S. Hamilton of Avella, PA Mike Krajacic of Avella, PA Ronald Romanetti of Hickory, PA Robert Lowry of Washington, PA Chief Clerk noted that the term of the agreements is from April 5, 1984 to April 5, 1989. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing agreements. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carrixed unanimously. Chief Clerk presented to the Board for their consideration and approval agreements with Robert Stacko of Hickory, Pa., and Harry Miller of Eighty Four, Pa., for the purpose of harvesting hay in Cross Creek Park and Mingo Creek Park, respectively. Request for Robert Campbell of the JTPA Office to attend a seminar sponsored by the Department of Labor and Indus- try in New Cumberland, PA, on April 17-19, 1984. 2. Request for Debbie Batley and Teresa Crawford of the WCHC to attend a seminar on Inter -Disciplinary Approach to Patient Care Planning to be held in Bethel Park, PA, on May 16, 1984. 3. Request for Commissioner Mascara to attend the PSACC 1984 Convention Planning Meeting in Lancaster, PA, on April 23-24, 1984. 4, Request for the Commissioners, Chief Clerk, Administrative Assistant DuJordan and the Directorsof Administration, Human Services and Planning & Development to attend the PSACC Spring Seminar in Harrisburg on May 10-11, 1984. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing travel requestsand authorizing the payment of all necessary expenses incident thele- to as per above. COMMISSIONERS C� call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes, Motion carried unanimously. **NOTE: This motion is deemed necessary because of the position taken by the County Controller and is pending resolution of the Court case involving travel expenses, Chief Clerk announced that the Prison Board Meeting scheduled for 11:30 a.m, on April llth has been re -,scheduled to April 18th and that the County Offices will be closed on Tuesday, April loth for Election Day. Chief Clerk presented to the Board for their consideration and approval the following Resolution: WHEREAS, on February 15, 1984, the County of Washington budgeted $1,087,266.00 of General Revenue Sharing Funds to the budgetary program known as Human Services, consisting primarily of the following activities: Health Center, Children & Youth Services and Adult Welfare Services; and WHEREAS, the Office of Revenue Sharing requires that the accounting system established must provide an adequate audit trail so the revenue sharing funds can be traced to the specific voucher, payroll, etc,, where they were ex- pended, It must also relate to the designated expenditures in the proposed use and budget hearings which the present accounting system does not provide for. NOW, THEREFORE, BE IT RESOLVED, AND IT IS HEREBY RE- SOLVED, that the amount of $271,459.69 be transferred to the following departments to reimburse them for payroll expenses for the period of September 1, 1983 through December 31, 1983, as follows: Children & Youth Services Adult Welfare Services Health Center 9.37% or $ 25,435.77 10.51% or $ 28,530.41 80.12% or $217,493.51 Verification of the payment of these funds can be traced to the specific employees by consulting the payroll journal covering the period state above. Motion carried unanimously, Solicitor Bassi reported to the Board that the Court has approved the use of the Burrough's Computer in the County to be used as an experimental back-up in the counting of votes for the Primary Election to be held on April 10, 1984, Mr, Bassi explained to the Board that all methods that are used must be certifies by the Secretary of the Commonwealth, He noted that we are running this computer as a back-up only for the purpose of having it certified for the Fall Election. Mr. Bassi stated that we will not be able to use it as an alternative method at this time but simply as a device by which we can get it certified for the Fall Election.
