Washington, PA, April 12, 1984
The Board of Washington County Commissioners met in regular session wit
following members being present: Commissioners Mascara, Petrosky and Paluso,
Also being present: Chief Clerk Dallatore, Solicitor Bassi, Coroner Jackson,
Earl Bugaile, Public Relations; Linda Hands, Clerk -Steno II; Jon Stevens, Observe
Reporter; Jim Jefferson, WJPA; Scott Myers, WKEG; Jim Provance, Herald -Standard;
Joann Sarkett, Brownsville Telegraph; Lucy Rea, interested citizen and Margaret
Harrell, representative of "The Center".
Chairman Mascara called the meeting to order at approximately 10:05 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 16,
ach member having received a copy.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No, 16 be
approved as read.
Poll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara -Yes.
Motion carried unanimously,
Special Order of Business:
Chairman Mascara read the following Proclamation:
WHEREAS, crimes against women, such as rape and sexual
assault, have grown in alarming proportions throughout the
United States in recent years; and
WHEREAS, the serious nature of these crimes is clearly
demonstrated in its devastating impact on the victim who re-
quires special counseling and supporting services in over-
coming the crisis; and
WHEREAS, the Washington County Council on Alcoholism and
Drug Abuse has founded "The Center' to maintain and provide
a variety of services geared to meet the needs of victims of
sexual assault and provide information and education in all
areas of sexual assault; and
WHEREAS,_ "The Center" has provided services to victims
of rape and sexual assault as well as domestic violence through
the aid of a twenty-four hour telephone hotline, short-term
individual counseling, support groups for victims, the train-
ing of counselors and the offering of public information pro-
grams on crimes against women.
THEREFORE, BE IT RESOLVED, that the Board of Washington
County Commissioners proclaims the week of April 15-21, 1984,
as "VICTIMS RIGHTS WEEK" in Washington County in cooperation
with a statewide effort being conducted by the Pennsylvania
Coalition Against Rape.
BE IT FURTHER RESOLVED, that we recognize "The Center"
in Washington County for its continued programs and services
in providing supportive and counseling services for the victims
of these crimes.

Proclamation.

Mr. Mascara then presented the Proclamation to Margaret Harrell of
"The Center".
Old Business:
Solicitor Bassi recommended to the Board that the bid for the Rehabili-
tation and Upgrade of Pike Run Bridge No, 1 located in Coal Center, Pa., be award4
to Middle States Steel Construction Company of Eighty Four, Pa.
Moved by Mr, Petrosky, seconded by Mr, Paluso, awarding the bid for
the rehabilitation and upgrade of Pike Run Bridge No. 1 as per above; this being
the lowest responsible bid received according to specifications.

Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. Traveler's - $17,943.19 - for fire which occurred at the Jail
on 1-28-84 (Chief Clerk noted that part of this check has
been forwarded to Firedex and the remainder will be paid
whenever the sandblasting work is completed)
2. U. S. Treasury - $15,000,00 - Employment & Training Program
3. Commonwealth of Pa. - $51,525.00 - Child Welfare, Title XX
Block Grant - 4th quarter
4. Commonwealth of Pa. - $36,000.00 - fin -Home Services
Demonstration Block Grant
New Business:
Chief Clerk presented to the Board for their consideration and approval
Amendment No. 1 to the Pre -Expenditure Plan for the Public Assistance Transport
ation Block Grant for the period of 10-1-83 to 6-30-84. Chief Clerk noted that
the Amendment increases the original grant by $30,000 (from $186,609 to $216,609)
Moved by Mr. Petrosky, seconded by Mr, Paluso, approving the Amendment
to the Public Assistance Transportation Block Grant as per aboi6re.

Chief Clerk presented to the Board for their consideration and approval
a request to increase the private pay rate for Intermediate Care at the Washingtc
County Health Center from $54.00 to $56.00 per day. Chief Clerk noted that the

private pay rate for Skilled Care/remain at $70.00 per day.

increase in Private Pay Rate at the Washington County Health Center for Inter-

Chief Clerk presented to the Board for their consideration and approval
the following travel request:
1. Request for Elliot Singer of the Human Services Department
to attend a conference on the proposed Human Services Develop-
ment Fund held in Pittsburgh on April 4, 1984.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
travel request and authorizing the payment of all necessary expenses incident t
to as per above.

TE: This motion is deemed necessary because of the position taken by the
County Controller and is pending resolution of the Court case involving
travel expenses.
Chief Clerk presented to the Board for their consideration and approval
the following Resolution:
WHEREAS, the domestic steel industry is of vital importance
to many citizens of Washington County; and
WHEREAS, the domestic steel industry is an important part
of the Pennsylvania economy, providing employment for thousands
of the Commonwealth's residents; and
WHEREAS, the steel industry in the United States provides
stability, tax revenue, employment and support to our community
and local communities throughout the nation; and
WHEREAS, the American steel industry is being devastated by
foreign steel imports which now account for more than 20% of
the steel consumed in the United States; and
WHEREAS, most steel entering the United States is unfairly
traded because it is dumped, subsidized or the beneficiary of
targeted foreign government development assistance; and
WHEREAS, the United States has lost over 200,000 steel-
worker jobs since 1977 and over 175 steel facilities have been
closed during the past five years; and
WHEREAS, unfair trade in steel is the single most serious
treat to the survival. of a heil.thy steel industry in the
United States.
NOW, THEREFORE BE IT RESOLVED, that the Washington County
Commissioners urges Congress to promptly enact H. R. 4352,
the Fair Trade Steel Act of 1983, which will limit imports of
foreign steel to not more than 15% of American steel consumption
for a period of at least five years; and
BE IT FURTHER RESOLVED, that a copy of this resolution be
sent to Congressman Austin Murphy, Senators H. John Heinz and
Arlen Specter, President Reagan and Governor Thornburgh.

Chief Clerk presented to the Board for their consideration and approval
(the following Resolution:
WHEREAS, the Federal Surface Mine Control and Reclamation
Act of 1977 (Public Law 95--87) authorizes reclamation fees be
collected for a National Abandoned Mine Reclamation Fund; and
WHEREAS, this mine reclamation fund is appropriated by
the Congress of the United States; and
WHEREAS, the Secretary of the Interior is authorized to
transfer up to 20% of this mine reclamation fund (Public Law
95-87, Section 401) to the Secretary of Agriculture for use
in the Rural Abandoned Dine Program; and
WHEREAS, Washington County Coal Operators have paid
into this fund since its enactment; and
WHEREAS, only through the reclamation of the abandoned
mines with funds from RAMP can Pennsylvania and Washington
County address the environmental and health problems they
pose,
THEREFORE, BE IT RESOLVED, that the Board of Commissioners
of Washington County supports the appropriation by the Congress
of the United States of $30,000,000 in 1984 to the Soil Conser-
vation Service from this Abandoned Mine,Recl'amatian Fund; and
RESOLVED, that the Board of Commissioners of Washington
County petitions the Congress of the United States to appro-
priate $30,000,000 from the Abandoned Mine Reclamation Fund
in 1984 to the United States Department of Agriculture to
implement the Rural Abandoned Mine Reclamation Program; and
be it further
RESOLVED, that copies of this Resolution be sent to
United States Representatives of the 12th and 22nd Congressional
Districts within the State of Pennsylvania; and be it further
RESOLVED, that the Board of Commissioners of Washington
County, Pennsylvania, supports a full 20% appropriation level
of funds eligible for the Rural Abandoned Mine Program in
succeeding years.

Resolution.
