PALUSO, COMMISSIONERS E 1 Minute No, 19 Washington,County Commissioners Washington, PA, April 26, 1984 The Board of Washington County Commissioners met in regular session wi the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore, Solicitor Bassi, Judi Lomago, Executi Secretary; Roland Bourke, Executive Director of the Redevelopment Authority; Lind Hands, Clerk -Steno II; Jim Jefferson, WJPA; Barbara Miller, Observer -Reporter; Scott Myers, WKEG; Joann Sarkett, Brownsville Telegraph; Jim Provance, Herald - Standard; Jack Welty, Data Processing; Joe D"Orazio and Paul Amic of Canonsburg Council. Chairman Mascara called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 18, each member having received a copy. Moved by Mr. Petrsoky, seconded by Mr. Paluso, that Minute No. 18 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Speical Order of Business: Roland Bourke of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution approving the execution of a revised, sub -division plan for the Old Men's County Home property located in Chartiers Township. Mr. Bourke briefly explained the details of this sub -division. Moved by Mr, Petrosky, seconded by Mr. Paluso, approving the foregoing) Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr, Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Mr. Bourke also presented to the Board for their consideration and approval a Resolution approving a proposal for the redevelopment of Disposition Parcel No. 13-A in the Canonsburg Pike Street Redevelopment Project by George J. Gregorakis and James Scott Gregorakis, a partnership, and the form of the Redeve ment contract with said developer. Mr. Bourke briefly explained this project. Moved by Mr. Petrosky, seconded by Mr, Paluso, approving the foregoing Resolution, Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky R Yes; Mr, Mascara - Yes, Motion carried unanimously. 324 MINUTE ■ ■ BOARD OF COUNTY COMMISSIONERS Metro Petrosky, Jr. WASHINGTON COUNTY PENNSYLVANIA FRANK R. MASCARA, - EDWARD M. PALUSO, COMMISSIONERS Correspondence: Chief Clerk informed the Board of the receipt of the following check: 1. Commonwealth of Pa. - $13,111.76 - Day Care Program Month of February, 1984 Chief Clerk made available to the news media News Releases in reference to the following projects: 1. Demolition and Site Clearance Project n City of Washington 2, Lincoln Street Reconstruction Project - Borough of Cokeburg 3. Fire Station Renovation Project, Phase II -- City of Washingt New Business: Chief Clerk presented to the Board for their consideration and approval the following Proclamation: WHEREAS, Washington County recognizes its obligation to provide quality housing to its citizens; and WHEREAS, the sixteenth anniversary of the National Fair Housing Law during the month of April provides an opportunity for all Americans to rededicate themselves to the principle of freedom of choice, and to reacquaint themselves with the rights and responsibilitt,eathat are theirs under the Law; and WHEREAS, the Coiinty'of Washington, through the Washington County Housing Authority and the Washington County Redevelopment Authority, have been actively involved in the development of fair housing projects for citizens of the County and have pro- vided the administration of programs to make fair housing a right that can be realized by every one of our citizens, THEREFORE BE IT RESOLVED, that the Board of County Commissioners does hereby proclaim April, 1984, as "'FAIR HOUSING MONTH" and we urge all citizens to reaffirm that Fair Housing is a right that is right for all. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to enter into a Lease/Purchase Agreement with Xerox Corporation for the purpose of purchasing a Xerox 1045 machine for the Commissioners' Office. Chief Clerk noted that this agreement is for 60 months at a monthly cost of $233.22. The monthly maintenance cost will be $147,91 for 5000 copies, Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Lease/Pur- chase Agreement with Xerox Corporation as per above. Roll call vote taken: Mr, Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. COMMISSIONERS 1 1 11 Chief Clerk presented to the Board for their consideration and approva a proposal from R. M. Keddal & Associates, Inc., of Library, PA, in the amount of $3,875.00 for the purpose of a black and white aerial photography of Washington County. Chief Clerk noted that the total amount will be paid as follows: $3,130 from Industrial Development/Redevelopment; $445 from Liquid Fuels; and $300 from the Airport Account. proposal. Moved by Mr. Petrosky, seconded by Mr, Paluso, accepting the foregoing Roll call vote taken: Mr, Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes, Motion carried unanimoulsy. Chief Clerk presented to the Board for their consideration and approval the following travel requests: 1. Request for the Chief Assessor and the members of the Board of Appeals to attend a workshop on Equity in Tax Assessment sponsored by the League of Women Voters of Pa. on May 9, 1984, in Harrisburg, PA 2, Request for Director of Veterans to attend the semi- annual Veterans Services Division Refresher Training Seminar to be held on May 18, 1984, in Pittsburgh, PA 3, Request for David Suski, Acting Director of .JTPA, to attend the Pa, Service Delivery Area Association Meeting in Harrisburg, PA, on May 2, 1984 4, Request for Robert Mohler, P.I.C. Chairman, to attend the Mid -Atlantic Regional PIC Chairpersons Meeting in Harrisburg, PA, on April 27, 1984 5 Request for Jack Welty to travel to Bucks, Delaware -arid Montgomery Counties along with the Clerk of Courts on May 3-4, 1984, in order to inspect the computer systems in the Clerk of Courts Offices. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing travel requests and authorizing the payment of all necessary expenses incident thereto as per above.
