PALUSO, COMMISSIONERS Minute No. 21 Washington County Commissioners Washington, PA, May 17, 1984 The Board of Washington County Commissioners met in regular session wit the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore, Solicitor Bassi, Coroner Jackson, Chief Deputy Sheriff Littleton, Ron Barshick, Director of MH/MR; Lou Lignelli, Director of Administration; Administrative Assistant Davis; George Retos and Eric Held, Solicitors for the Industrial Development Authority; Linda Hands, Clerk -Ste o II; Jon Stevens, Observer -Reporter; Scott Myers, WKEG; Jim Provance, Herald - Standard; Elizabeth Collins, Coordinator, Mental Health Association and various bidders. Chairman Mascara called the meeting to order at approximately 10:05 a.m, and asked if there were any corrections, additions or omissions to Minute No. 20, each member having received a copy. Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 20 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Per. Petrosky - Yes; Mr. Mascara - Yes, Motion carried unanimously. Special Order of Business: Chairman Mascara read the following Proclamation: WHEREAS, seventy-five years ago, Clifford Beers, a former patient and mental health advocate, established the first citizen -based mental health movement; and WHEREAS, this movement has grown into the Mental Health Association now with 650 chapters and divisions across the country with the support of one million MHA members and volunteers; and WHEREAS, The Mental Health Association in Pennsylvania, the City of Washington and Washington County is an active member and effective participant in advocating for the rights of mentally ill people in the areas it serves; and WHEREAS, Clifford Beers' vision of an improved quality of life and hope for the future for mentally ill people is carried out through comprehensive programs sponsored by Mental Health Associations nationwide, THEREFORE BE IT RESOLVED, that the Board of Washington County Commissioners proclaims the month of May, nineteen hundred and eighty-four, as Mental Health Month in Washington County, and that all volunteers, staff and supporters of the Mental Health Assciation and its ideals rededicate them- selves to the mission of the MHA and set a new agenda for action and advocacy during the period, 1 0 001 BOARD OF COUNTY COMMISSIONERS Metx_q Petrosky, Jr., WASHINGTON COUNTY PENNSYLVANIA FRANK R. Roland Bourke of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution approving a proposal for the re- development of Disposition Parcels No.'s 34 thru 44 in the third phase of the Independence Township P & W Patch Project by Factory Built Homes, Inc., a Penn- sylvania Corporation, and the form of the redevelopment contract with said developer. Mr. Bourke gave a lengthy explanAtt6n= of this project, Moved by Mr. Petrosky, seconded by Mr, Paluso, approving the foregoing Resolution, Roll call vote taken: Mr, Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Attorney George Retos, Solicitor for the Washington County Industrial Development Authority, presented to the Board for informational purposes and for the purpose of receiving any public comments, the following IDA Projects: j ects . 1, Mon Valley Foods, Inc. and/or Aldo L. Bartalotta 2. Samuel F. & Beverly M. Minor 3. Robert G. Lesnock, M.D., P.C. 4. Kloeckner-Becorit North America, - Inc . for the renovation and expansion of an existin facility and purchase o new equipment to be located at 1300 Country Club Road, Monongahela, Carroll Township, in an amount not to exceed $1,300,000,00 for the construction an expansion of their facility located at R.D.#2, Box 243, Washin ton, North Strabane Twp in an amount not to exceed $250,000.00 for the acquisition and construction of a commercial building located at East Pike Street, Canonsburg, in an amount not to exceed $250,000.00 for the acquisition',and expansion of a commerci building located at Berry Road, South Stra- bane Township, in an amount not to exceed $1,000,000.00. Commonwealth of Pa. - $2,693.79 - EMA Program Chief Clerk made available to the news media News Releases in referen to the following projects: 1. Demolition and Site Clearance Project - City of Monongahela 2. Char House Apartments Interior Painting Project New Business: Chief Clerk presented to the Board for their consideration and approva the following Proclamation: WHEREAS, the XXIIIrd Olympiad will open in Los Angeles, California, on July 28, 1984, and will be opened with the traditional torch lighting ceremonies in Los Angeles Memorial Coliseum; and WHEREAS, the Olympic flame is being carried through each of the fifty states and through thousands of American cities enroute from New York where it was lighted from a flame in Greece; and WHEREAS, more than 4,000 American youths will be part of the transcontinental journey of the Olympic flame by serving as torchbearers in the longest torch relay in Olympic history; and WHEREAS, two residents of Washington County will parti- cipate in the torch relay which is being coordinated through the efforts of American Telephone and Telegraph and the Telephone Pioneers of America; and WHEREAS, the Olympic torch will pass through communities in Washington County on May 17, 1984, to be carried by Scott Cameron and James S. Markley, residents of the County, and sponsored by Cameron Bottling Company and Washington Federal Saving and Loan Association, respectively. THEREFORE, BE IT RESOLVED, that the Board of Washington County Commissioners declares Thursday, May 17, 1984, as OLYMPIC TORCH DAY in Washington County and that we call upon all our citizens to welcome the Olympic Torch Relay as it passes through the County of Washington. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing I - Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. In connection with the bid that had been awarded to Emblem Flag Comp for the furnishing and delivering of flags for veterans' graves, Chief Clerk not4d that said company did not deliver the flags by April 30th as required by the MINUTE BoOK 333 BOARD OF COUNTY COMMISSIONERS MetroPetrosky, Jr, WASHINGTON COUNTY PENNSYLVANIA _ FRANK R. COMMISSIONERS �I specifications and that the company will not be able to supply those flags in order for the County to distribute them to the cemeteries in time for the Memoria Day holiday. Solicitor Bassi advised the Board to declare a forfeiture of the bid bond ($742,00) submitted by Emblem Flag Company due to the company's failure to comply with the specifications and to also declare an emergency situation in order for the Director of Veterans Affairs to make arrangements to purchase the flags in time for the Memorial Day holiday, Solicitor Bassi also stated that leg�l action will be instituted against Emblem Flag Company for any additional damages that the County may suffer in terms of additional costs for the flags due to thei failure to supply the flags. Discussion followed, Moved by Mr. Petrosky, seconded by Mr. Paluso, declaring a forfeiture of the bid bond as submitted by Emblem Flag Company and also declaring an emergen situation as per above; this action being in accordance with Section 1802 (b) of the County Code. Remarks: Commissioner Petrosky commended the Director,%of Veterans Affairs, Administration and Human Services for their efforts in terms of searching out _other avenues in order to procure the flags. Chief Clerk presented to the Board for their consideration and approval a request from the Sheriff's Office to approve payment of $160.00 to the City of Washington Police Department for services rendered on May 10, 1984, during a Co hearing in connection with the Klinger/Good/Feigley case, Moved by Mr. Petrosky, seconded by Mr, Paluso, approving the foregoing payment to the City of Washington Police Department, Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky r Yes; Mr, Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Amendment No. 1 to the Grant Agreement with the U. S, Department of Transportatic Federal Aviation Administration, in connection with the Washington County Airport Project #3-42-0101-03-83. Chief Clerk noted that the Amendment revises the pro- ject description to include the Environmental Assessment for the proposed runway extension and that there is no increase in the maximum grant funding. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Amendment and authorizing the Chairman of the Board to so execute. Motion carried unanimously, Chief Clerk presented to the Board for their consideration and approval a request to renew the maintenance agreements with Simplex Time Recorder for the fire alarm system/fire alarm panel for the Courthouse Square Office Building for a period of one year, effective June 30, 1984 and for six time recorders for a period of one year, effective June 29, 1984, Moved by Mr. Petrsoky, seconded by Mr. Paluso, approving the maintenance agreements withSimplex Time Recorder as per above. Roll call vote taken: Mr, Paluso - Yes; Mr. Petrosky - Yes; Mr, Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Lease Agreement with the Washington County Redevelopment Authority for the pur- pose of leasing the Xerox 3400 copy machine, which is presently located in the Commissioners Office to the Redevelopment Authority, Chief Clerk noted that the County will be leasing this machine to the Redevelopment Authority at a monthly cost of $316,89, which is the monthly payment now paid by the County to Xerox, Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Lease Agree- ment with the Washington County Redevelopment Authority as per above, Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Grant -in -Aid Application to the Pa. Council of Chief Juvenile Probation Officer in the amount of $1,750.00 for the Student Intern Program for the period of June 11, 1984 to August 31, 1984. Chief Clerk also presented to the Board for their consideration and appr val an application to the Juvenile Court Judges' Commission for Intensive Project Grant Funds in the amount of $22,015.32 for the period of July 1, 1984 to June 30 1985, Chief Clerk noted that the funds will be used for the "'Crisis Case CounselL''t project. Request for James Hanna of the Adult Probation Office to attend a Firearms Instructor School sponsored by the Pennsylvania Parole Board in Allentown, PA on June 4-8, 1984, 3. Mr. Bassi explained the details of the Deed and made reference to a Court Order signed by Judge Gladden on December 22,*1982 authorizing this conveyance.
