COMMISSIONERS Minute No. 22 Washington County Commissioners Washington, PA, May 24, 1984 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore, Solicitor Bassi, Roland Bourke, Executive Director of the Redevelopment Authority; Administrative Assistant Davis; Earl Bugaile, Public Relations; Linda Hands, Clerk -Steno II; Vance DeiCas, Engineer from McDonald Associates; Jim Jefferson, WJPA; Scott Myers, WKEG; Jon Stevens, Observer -Reporter; Joann Sarkett, Brownsville Telegraph; Jim Provance, Herald -Standard and Lucy Rea, interested citizen. Chairman Mascara called the meeting to order at approximately 10:00 a.m and asked if there were any corrections, additions or omissions to Minute No. 21, each member having received a copy. Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 21 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Roland Bourke of the Redevelopment Authority presented to the Board f heir consideration and approval a Resolution approving the FY1984 Community De- elopment Block Grant Program and filing of the final statement of Community De- elopment objectives and projected use of funds, Mr. Bourke briefly explained the etails of this project, Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing solution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr, Mascara - Yes, Motion carried unanimously, Mr. Bourke presented to the Board for their consideration and approval a Resolution approving a Cooperation Agreement between the Redevelopment Authori of the County of Washington and the Board of Commissioners of the County of Wash- F ington for a Housing Rehabilitation Project. Mr. Bourke briefly explained the de tails of this project. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Resolution and authorizing the Chairman of the Board to so execute the Cooperation Agreement, Roll call vote taken: Mr. Paluso -"Yes; Mr. Petrosky - Yes; Mr, Mascara - Yes. Motion carried unanimously. MINUTE ■■ 341 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY PENNSYLVANIA Metro Petrosky, Jr. FRANK R. MASCARA. DWARD M. PALUSO. COMMISSIONERS C C F Mr. Bourke also presented to the Board for their consideration and approval a Resolution approving the Redevelopment Proposal for the Meldon Avenue Redevelopment Project in the Borough of Donora. Mr. Bourke briefly explained the (details of this project. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. *Commissioner Petrosky questioned Mr. Bourke as to the policing mechanism used to assure that once public monies are spent on these projects that the actual pro- posed results are fulfilled, particularly the aspect of the employment proposals. Mr. Petrosky noted that the reason he was asking this question was that the Commissioners recently attended a Displaced Workers Seminar and considering the high unemployment the County is experiencing, he feels the Board wants to be assured that when public monies are being spent in terms of loans to help business expand, purchasing equipment, etc., that the employment aspect of those proposals are fulfilled. Mr. Bourke explained that the projections of the proposals are usually over a 3-year period and that they are checked on an annual basis. Dis- cussion followed. Mr. Paluso made reference to the policing mechanism of the Industrial Development Authority, Mr, Petrosky noted that he will be forwarding a letter in this same vain to Attorney George Retos, Solicitor for the Industrial Development Authority. Old Business: Bids les Solicitor Bassi recommended to the Board that the bids for the Courthouse Dome Project and the proposals for the MH/MR Audit be tabled for further review. Moved by Mr. Petrosky, seconded by Mr. Paluso, that the bids for the Courthouse Dome Project and the proposals for the MH/MR Audit continue to be tabled for further review. Commonwealth of Pa. - $127,846.00 - Children & Youth -Foster Care New Business: Chief Clerk presented to the Board for their consideration and approval a Payroll Services Agreement with PNB for the JTPA/Summer Youth Employment Tratna ing Program. Moved by Mr. Petrosky,seconded by Mr. Paluso, approving the foregoing Payroll Services Agreeement with PNB. PALUSO, COMMISSIONERS Chief Clerk requested authorization to advertise for bids for a 1984 del Lawn andGarden Tractor for the Parks Department which will be used at Cross JCreek Park when it opens. Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief (Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara.- Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Resolution: WHEREAS, Green Hills Borough, Washington County, Penn- sylvania and South Franklin Township, Washington County, Pennsylvania, jointly installed 6800 feet of 12 inch water line from the Washington County Airport to Green Hills Borough, and WHEREAS, South Franklin Township has incurred one- third (1/3) of the total cost of ins talWt' on, amounting to Sixty -Two Thousand and 00/100 ($62,000.00) Dollars, and WHEREAS, by virtue of this project, the Western Penn- sylvania Water Company installed a sixteen inch water main along Franklin Farms Road which connected to an existing twelve inch line, and WHEREAS, with this improvement, water can now be supplied to the Washington County Airport thereby precipitating adequate pressure to serve various airport facilities and provide for adequate fire protection, and WHEREAS, without said project, the water protection furnished by the adequate pressure would not have been possible, and WHEREAS, prior to said project, South Franklin Town- ship officials communicated with the Washington County Commissioners for a financial contribution by virtue of the water service being available to the Washington County Airport, and WHEREAS, the Washington County Commissioners hereby agree to contribute and pay over to South Franklin Town- ship for said project the sum of Five Thousand and 00/100 ($5,000.00) Dollars. THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Washington County, Pennsylvania agree to pay over to South Franklin Township the sum of Five Thousand and 00/100 ($5,000.00) Dollars to help offset the cost of the recently installed water line. PALUSO, COMMISSIONERS u C Chief Clerk presented to the Board for their consideration and approval a request from the Fire Chiefs and Assistant Fire Chiefs Assoation of Western Pennsylvania for an appropriation of $250.00 for their annual fire training in- stitute at the University of California, California, PA. payment. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an agreement with RBA Professional Data Systems, of State College, Pa., for the purpose of providing computer and management service to Washington County on an as -needed basis at an established hourly rate of $35.00. Chief Clerk noted that the term of the agreement is for two years, effective June 1, 1984. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the agreement with RBA Professional Data Systems as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board a request to continue the Public Assistance Transportation Block Grant for FY 1984/85 in the amount of $301,665.00 Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the continuanc4 of the Public Assistance Transportation Block Grant as per above and authorizing the submission of the Pre -Expenditure Plan to the Department of Public Welfare, Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. (Ferdal Littleton entered the meeting) Chief Clerk presented to the Board for their consideration and approval the following travel requests: 1. Request for Kevin Humble, Deputy Budget Director, to attend an AICPA National Conference on Auditing Federal Assistance Programs in Washington, D.C., on June 4-5, 1984. 2. Request for Jean Bittner of the Planning Commission to attend two workshops sponsored by DCA in New Stanton (on 6-6-84) and in Warrendale (on 6-12-84). Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing travel requests and authorizing the payment of all necessary expenses incident thereto as per above, Roll call vote taken: Mr, Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
