PALUSO, COMMISSIONERS Minute No. 23 Washington County Commissioners Washington, Pa, May 31, 1984 The Board of Washington County Commissioners met in regular session wi the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore, Solicitor Bassi, Executive Assistant DuJordan; Administrative Assistant Davis, Lou Lignelli, Director of Administratio Roland Bourke, Executive Director of the Redevelopment Authority; Coroner Jackson Linda Hands, Clerk -Steno II; Judi Lomago, Executive Secretary; Scott Myers, WKEG; Jim Jefferson, WJPA; Jon Stevens, Observer- Reporter; Jim Provance, Herald-Standa Joann Sarkett, Brownsville Telegraph; Lucy Rea, interested citizen; Earl Bugaile, Public Relations; Charles Chattaway, Member of Governor's Boating Advisory Board, and William Sember, Executive Director of the Planning Commission. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 22, each member having re- ceived a copy. Moved by Mr. Petrosky, seconded by Mr, Paluso, that Minute No. 22 be approved as read. Roll call vote taken: Mr, Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. ecial Order of Business: Chairman Mascara read the following Proclamation: WHEREAS, rivers and the lands surround�pg. them were an important component of natural systems long before they be- came vital assets_ in the development of this country; and WHEREAS, abundant clean water provides transportation, drinking water supplies and energy sources as well as opportunities for recreational, industrial, commercial and residential development; and WHEREAS, the Monongahela River, which flows through Washington County, is a vitally important natural resource and is considered to be one of the major waterways in the United States, providing transportatton and drinking water supplies as wellas serving as an important element of the County's environment, and offering clean water fishing, boating and recreation; and WHEREAS, the Pennsylvania Department of Environmental Resources has joined a national campaign during the month of June to recognize the role played by the rivers in Pennsylvania and the United States to the betterment of the quality of life. Chairman Mascara then presented the Proclamation to Charles Chattaway, member of the Governors Boating Advisory Board, Mr. Chattaway made a few remarks. Roland Bourke of the Redevelopment Authority presented to the Board fo their consideration and approval a Resolution approving the proposal for redeveloo- ment of Disposition Parcel No. 11-B in the Canonsburg Pike Street Redevelopment Area VIZ by Factory Built Homes, Inc., a Pennsylvania Corporation- and the form of the Redevelopment Contract with said developer, Mr. Bourke briefly outlined this project. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; 11r. Petrosky - Yes; Mr, Mascara - Yes, Motion carried unanimously. (Lou Lignelli entered the meeting) Old Business: Concerning the bids for the Courthouse Dome Project, Solicitor Bassi recommended that the bid be awarded to Lori Waterproofing Company, Inc,, the lowest responsible bidder, (Note: John Nicolella submitted the lowest bid; however, upon investigating the amount and similarity of previous projects com- pleted by him, it was felt that Mr, Nicolella was not the lowest responsible bidder,) Moved by Mr. Petrosky, seconded by Mr. Paluso, that the bid for the Courthouse Dome Project be awarded to LORI WATERPROOFING COMPANY, INC.; this being the lowest-5 responsible bid received in accordance with the specificati Roll call vote taken: Mr. Paluso - Yes; Mr, Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. In reference to the proposals for the MH/MR Audit, Solicitor Bassi recommended that this item be eliminated from the agenda until such time as a contract is, ready for approval and signature since it does not fall, under the requirements of Section 1802 of the Concerning the bid for the Cross Creek Road Reconstruction Project, Solicitor Bassi recommended that the bid be awarded to Burrell Construction Com- pany, the lowest responsible bidder. Canonsburg Curry Field Urban Renewal Project Sale of Disposition Parcel No. 3C-2 to Tri-L Pizza Huts, Inc. INew Business: Chief Clerk presented to the Board for their consideration and approval la request from L. Michael Sollon, President of Jetcraft, Inc., to extend the existing lease between the County of Washington and Jetcraft, Inc., under the (same terms and conditions of the existing lease. Moved by Mr. Paluso, seconded by Mr. Petrosky, to extend the lease with Jetcraft, Inc., for a period of one year (June 1, 1984 to May 31, 1985) as per I above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes, Motion carried unanimously. Regarding the Washington -Greene County Job Training Agency, Chief Clerk presented to the Board for their consideration and approval a request to amend the agreement with Waynesburg College by a total of $2,600.00: Contractor Title Pre. Auth. Amt. Add. Monies Revised Auth. Waynesburg IIA $14,400.00 $2,600.00 $17,000.00 College The purpose of this revision is to add funds to allow for the provision Iof traininZ in Secretarial Science for two (2) adults and one (1) youth partici- pants . Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing amendment to the agreement with Waynesburg College. Motion carried unanimously, Chief Clerk presented to the Board for their consideration and approval an Agreement with the Mon Valley Health & Welfare Council (Mon Valley Drug & Alcohol Program) for the provision of drug and alcohol services for the period of January 1, 1984 through June 30, 1984. Moved by Mr. Petrosky, seconded by Mr, Paluso, approving the Agreement with the Mon Valley Health & Welfare Council as per above. Chief Clerk noted that the Addendum extends the term of the t without any additional cost or expense. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Addendum Agreement with the University of Pittsburgh as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the Agreement between the County and Service Employees International Union (SETU) cal 585, for the period of January 1, 1984 to December 31, 1984. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing eement between the County and SETU, Local 585. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel requests: 1. Request for Pat Malizio and Dorothy Sifinski of Adult Services to attend a 'Focus on Nutri- tion" Workshop to be held in Pittsburgh on June 6, 1984. 2. Request for Commissioners, William Sember, Director of Planning & Development, and Dr. Parks, Washington County Health Center Administrator, to attend a meeting of the Western Pa. Conference of County Commissioners in Warrendale, Pa., on June 1, 1984, Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing travel requests and authorizing the payment of all necessary expenses incident thereto as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. **NOTE: This motion is deemed necessary because of the position taken by the County Controller and is pending resolution of the Court case involving travel expenses. (Bill Sember entered the meeting) Chief Clerk presented to the Board for their consideration and approval a request to transfer $30,000.00 from the General Fund to the Debt Service Sinkin Fund.
