Washington County Commissioners
Washington, PA, August 2, 1984
The Board of Washington County Commissioners met in regular session with
the following members being present: Commissioners Mascara, Petrosky and Paluso.
Also being present: Chief Clerk Dallatore, Solicitor Bassi; Administrative Assis-
tant Davis; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Jim
Jefferson, WJPA; Scott Myers, WKEG; Natalie Mpore, Herald,Standard; Joann Sarkett,
Brownsville Telegraph; Mrs, Bassi and A guest;
Chairman Mascara called the meeting to order at approximately 10;GO a,m.
and asked if there were any corrections, additions or omissions to Minute No. 29,
each member having received a copy.
Moved by Mr, Paluso, seconded by Mr. Petrosky, that Minute No, 29 be
approved as read.
Roll call -vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr, Mascara - Yes;
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. Commonwealth of Pa. - $36,000,00 - In -Home Services
Demonstration Program - 4th quarter payment
2. Commonwealth of Pa, - $160 860.00 - Child Welfare Services
period of 1-1-84 to 3-31-84
3. Commonwealth of Pa. -- $752416.00 Public Assistance Trans-
portation Block Grant - first payment
4. Commonwealth of Pa. - $14,286.00 - JOBS Bill Day Care Program
4th quarter
5. Commonwealth of Pa, - $51,525,00 Child Welfare Title XX
Block Grant - lst quarter payment
6. Commonwealth of Pa, - $59,898.00 Adult Services Block Grant

New Business:
Chief Clerk presented to the Board for their consideration and approval
the following Resolution:
WHEREAS, the United States of America has held stead-
fastly to the economic tenets of free trade among nations; and
WHEREAS, American producers often face barriers to free
trade when attempting to enter foreign markets; and
WHEREAS, such lack of reciprocity and equity has left
the United States in a clear minority with respect to inter-
national trade policies; and
WHEREAS, foreign governments have often encouraged expansion
of productive capability beyond national demand and have further
encouraged export of excess production to the United States; and
WHEREAS, the resultant influence of these inequitable policies
has lead to unemployment and permanent loss of productive capacity
in communities and regions throughout the United States, even to
the extent that certain industries have been effectively eliminated

from the market.
NOW, THEREFORE, BE IT RESOLVED, that Washington County,
Pennsylvania, does hereby support Local Officials for Fair
Trade (LOFT) as a spokesman on matters involving unfair trade
policies of foreign governments, including but not limited to
subsidization, dumping and targeting practices that injure
Americanjobs, industries and communities.
BE IT FURTHER RESOLVED, that Washington County, Pennsyl-
vania, agrees to assist the LOFT organization in seeking the
institution and enforcement of measures which ensure fair
and equitable trade.
Moved by'Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing
Resolution,

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval
an agreement with Mark E. Worshtil, M,D., as a member of the Utilization Review
Committee at the Washington County Health Center at the rate of $50.00 per monthly
meeting he attends.
Moved by "Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing
agreement with Mark E. Worshtil, M.D.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval
the following travel requests:
1. Request for David Suski, Acting Director of the JTPA,
to attend a meeting of the Pa. Service Delivery Area
Association in Harrisburg on August 8, 1984.
2. Request for Stanley Rockovich, Chief Adult Probation
Officer, to attend an Advisory Board Meeting of the
Chief Probation Officers Association in Harrisburg
on August 14-15, 1984,
3. Request for JoAnne Grabowski, Helen Grantz and
Jeannine Kinske of the Washington County Health
Center to attend a seminar sponsored by Canonsburg
General Hospital in Canonsburg, PA, on August 9-10,
1984.
Moved by Mr, Paluso, seconded by Mr. Petrosky, approving the foregoing
travel requests and authorizing the payment of all necessary expenses incident
thereto.

Motion carried unanimously,
**NOTE: This motion is deemed necessary because of the position taken by the
County Controller and is pending resolution of the Court case involving
travel expenses.

Chief Clerk presented to the -Board for their consideration and approval an
Agreement with the Pennsylvania Social Services Union (PSSU), Local 668, in con-
nection with the Children & Youth Department for the period of January 1, 1984 to
December 31, 1984, Mr, Paluso commented that he has not had an opportunity to re-
view the agreement and requested that it be tabled.
Moved by Mr, Paluso, seconded by Mr. Petrosky, that the foregoing agreemen_
be tabled for further review as requested by Mr. Paluso,

Motion carried unanimously,
Chief Clerk presented to the Board for their consideration and approval
a Liquid Fuels Application to the Pennsylvania Department of Transportation in the
amount of $80,000.00 to be used for Cross Creek Road Relocation Project. Chief
Clerk noted that this application is in addition to the $60,000 application approved
in September of 1982, (Total application - $14Q,000)
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing
Application.

Motion carried unanimously.
Solicitor:
Solicitor Bassi presented to the Board for their consideration and approval
the following tax refund.
Moved by Mr, Paluso, seconded by Mr. Petrosky, that the Tax Assessment
Office be authorized to prepare the following tax refund due to either duplication
or overpayment of real estate or personal property tax:
