COMMISSIONERS Minute No. 33 Washington County Commissioners a Washington, PA, August 23, 1984 The Board of Washington County Commissioners met in regular session witY_ the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Ed DuJordan, Execu- tive Assistant; Barb Davis, Administrative Assistant; Judi Lomago, Executive Se- cretary; Kathleen Flynn Reda; Register of Wills; Wayne Fleming, Chief Assessor; Roland Bourke, Executive Director of the Redevelopment Authority; Jon Stevens, Observer -Reporter; Bob Gregg, WJPA; Joann Sarkett, Brownsville Telegraph; Scott Myers, WKEG; Natalie Moore, Herald -Standard and Lucy Rea, interested citizen. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 32, each member having re- ceived a copy. Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No, 32 be approved as read. Roll call vote taken: Mr. Paluso -- Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes, Motion carried unanimously. Special Order of Business: Roland Bourke of the Redevelopment Authority presented to the Board for their consideration and approval Resolutions authorizing the execution of Cooper- ation Agreements with the City of Monongahela and the City of Washington for the undertaking of Community Development and Housing Assistance activities. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Resolutions. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously, Mr. Bourke also presented to the Board for their consideration and approval a Resolution authorizing the County of Washington to execute Amendment No. 3 to a Grant Agreement with the U. S. Department of Housing and Urban Develop- ment for participation in an Urban Development Action Grant (UDAG) Program No. B-82-AA-42-0242 for Mortgage Subsidy in Washington County. Mr. Bourke brief- ly explained the changes contained in this Amendment. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Resolution. MASCARA.' ` EDWARD M PALUSO, COMMISSIONERS I'] C 0 Wayne Fleming, Chief Assessor, presented to the Board for their consider- ation and approval agreements with the following individuals as Posting Clerks for the posting of Tax Claim Notices and tax sale notices. Mr. Fleming made some brief comments and noted that the County will realize a savings of approximately $1,000.00 by contracting with these individuals (the majority of whom are constables and deputy constables) rather than the previous contractual arrangement with one in- dividual (Pete Dorchak). Old Business: Solicitor Bassi recommended payment of an invoice in the amount of $2,144.60 fo-r costs incurred by Centre County in reference to inmate Robert Barry Spriggs. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the payment of the foregoing invoice from Centre County. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk presented to the news media News Releases in reference to the following projects: Highland -Erie Clearance Improvement Project A City of Washington Construction of Townhouse Apartments - City of Monongahela New Business: Chief Clerk presented to the Board for their consideration and approval the following Proclamation: WHEREAS, payment of child support is of critical im- portance to thousands of children in Pennsylvania who are victims of divorced parents; and WHEREAS, approximately 2 million children are added to the existing list of new cases, and the number of delin- quent parents throughout the nation has risen to over 21 million; and 412 MINUTE ■ ■ BOARD OF COUNTY COMMISSION ERSMetro Petrosky, Jr. WASHINGTON COUNTY PENNSYLVANIA FRANK R. PALUSO, COMMISSIONERS WHEREAS, taxpayers in Pennsylvania and throughout the nation have had to provide financial support since failure of parents to provide support payments has resulted in an in- crease to the welfare rolls; and WHEREAS, The Women"s Network of Pennsylvania,, a non- profit volunteer organization formed to help separated, divorced and single parents, has designated August as Child Support Awareness Month and has supported efforts in both the Pennsylvania Legislature and the U. S. Congress to im- prove laws regarding child support payments. THEREFORE, BE IT RESOLVED, that the Board of Washington County Commissioners declares August as Child Support Awareness Month in Washington County and urges the citizens of the county to join us in this effort. Motion carried unanimously, Chief Clerk requested authorization to advertise for bids for Food and Staples for the Washington County Health Center and Jail_for the 3-month period of October, November and December. Moved by Mr. Petrosky, seconded by Mr. Paluso, giving the Chief Clerk authorization to advertise for bids as per above. Chief Clerk presented to the Board for their consideration and approval a new Lease Agreement with Earl B. MacCartney for the Senior Citizens Center lo- cated in Claysville, Pa., at a monthly rental rate of $150.00, effective July 1, 1984. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing new Lease Agreement with Earl B. MacCartney. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chairman Mascara made a statement that the Commissioners have a freeze on hiring and that they are studying the budget very closely and will begin work on the 1985 budget next week.
