PALUSO, COMMISSIONERS Minute No. 34 Washington County Commissioners Washington, Pa, August 30, 1984 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Coroner Jackson; Asst. Administrative./ Davig;Judi Lomago, Executive Secretary; Roland Bourke, Executive Director of the Redevelopment Authority; Wayne Fleming, Chief Assessor; Earl Bugaile, Public Relations; Linda Hands, Clerk -Steno 11; Scott Myers, WKEG; Jim Jefferson, WJPA; Jon Stevens, Observer -Reporter; Natalie Moore, Herald -Standard and Debi Belcastro, Atty,;. DiSalle`s Office, Chairman Mascara called the meeting to order at approximately 10:05 a.m. and asked if there were any corrections, additions or omissions to Minute No, 33, each member having received a copy. Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No, 33 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes, Motion carried unanimously. Special Order of Business: Roland Bourke of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution approving proposal for redevelopment: of Disposition Parcels Nos. 1 and 2 in the Monongahela Sixth and Geary Streets Housing Renewal Project by the Washington County Housing Authority and the form of the redevelopment contract with said developer. Mr. Bourke briefly outlined this project. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following check: 1. Commonwealth of Pa. - $684.00 - Medical Assistance Chief Clerk made available to the news media ailet,Release in reference to the following project: 1. MASCARA, EDWARD M. PALUSO, COMMISSIONERS Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing appointment of Craig Datson to the Washington -Greene MH/MR Board. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Resolution: WHEREAS, the County is in possession of two (2) vehicles that are now classified as surplus personal property; and WHEREAS, no personal property of the County can be disposed of by sale or otherwise, except on re- solution of the Commissioners as per the County Code, P. S. 16 Section 1805, as amended; and WHEREAS, the Commissioners estimate the sole value of the personal property to be sold at more than two hundred ($200.00) dollars. THEREFORE, BE IT RESOLVED, and is hereby resolved, that the Director of Property and Supplies shall: 1. Advertise the entire lot for sale, once, in at least one newspaper of general cir- culation in the County; and 2. Sale of the property so advertised shall be made to the highest and best bidder per lot or per unit; and 3. The bids thereon shall be made at the Office of the Chief Clerk of the Commissioners; and 4. The bids shall not be opened until at least ten (10) days after the said advertisement. Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Proclamation: WHEREAS, the United Way of Central Washington County provides financial support to the various agencies serving a variety of people within Washington County; and WHEREAS, the United Way of Central Washington County will launch its annual campaign with a dinner and pageant to be held on Friday, August 31st, and at that time will select an Ambassador to represent the United Way agencies through the course of the campaign; and WHEREAS, this will be the first local United Way kick- off to be held in the County since 1977 to serve as the starting point for an ambitious campaign to raise necessary funding for its member agencies through the coming year; and r BOARD OF COUNTY COMMISSION EFRetro Petrosky, Jr. WASHINGTON COUNTY PENNSYLVANIA FRANK R. PALUSO, COMMISSIONERS WHEREAS, since its beginning the United Way of Central Washington County has been an important part of the community and the County by providing the necessary fundraising for the agencies which serve many thousands of residents, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners recognizes the United Way of Central Washington County for its continued support to its member agencies, and proclaims the month of September, 1984, as UNITED WAY MONTH IN WASHINGTON COUNTY and asks the citizens of the County to join us in this effort through their contributions and support of United Way activities. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr, Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Resolution: WHEREAS, the Washington County Commissioners must sub- mit a Master Plan Closeout to the U. S. Department of Labor for the Washington County Comprehensive Employment and Train- ing Agency for the years 1978 through 1983 along with a re- fund check in the amount of $31,422.32; and WHEREAS, as of August 29, 1984, the Program has a cash balance of $29,569.48, which leaves a shortage of $1,852.84. This cash shortage is due to a compilation of errata dating back to the inception of the Comprehensive Employment and Training Agency; and WHEREAS, Washington County is responsible for any short- age of funds in the Comprehensive Employment and Training Agency. NOW, THEREFORE, BE IT RESOLVED, that Washington County appropriate and transfer from the General Fund the amount of the shortage of $1,852.84. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes, Motion carried unanimously. Regarding the Washington -Greene County Job Training Agency, Chief Clerk presented to the Board for their consideration and approval an amendment to the agreement with Waynesburg College by a total of $45,000.00: Previous Additional Revised Contractor Title Auth. Amt. Monies Req. Auth. Amt. Waynesburg $35 College ITA ,000.00 $45,000.00 $80,000.00 The purpose of this amendment is to add funds to allow for the addition of 10 students to a classroom training program. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing amendment to the agreement with Waynesburg College. Request for Stanley Rockovich of the',Adult Probation Office to attend a meeting of the County Chief Adult Probation and Parole Officers Association at State College, Pa,, on September 18-19, 19i$4. 2. Request for the Commissioners, Chief',Clerk and Directors of Administration, Planning; and Human Services to attend a Conference of the PSACC in Harrisburg, Pa., on October 21-23, 1984. Moved by Mr. Petrosky, seconded by Mr. Paluso'approving the foregoing travel requests and authorizing the payment of all necessary expenses incident thereto.
