RALUSO, COMMISSIONERS 1 1 Minute No. 35 fti Washington County Commissioners Washington, PA, September 6, 198+ The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Lou Lignelli,._, Acting Director of Administration; Administrative Assistant Davis; Larry Spahr, Director of the Elections Office; Linda Hands, Clerk -Steno II; Jon Stevens, Observer - Reporter; Scott Myers, WKEG; Jim Jefferson, WJPA; Joann Sarkett, Brownsville Telegraph and Natalie Moore, Herald -Standard, Chairman Mascara called the meeting to order at approximately 10:05 a.m. and asked if there were any corrections, additions or omissions to Minute No. 34, each member having received a copy. Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 34 be approved as read. Roll call vote taken: Mr, Paluso - Yes; Mr. Petrosky - Yes; Mr, Mascara - Yes, Motion carried unanimously. Old Business: Solicitor Bassi recommended to the Board that the bids for the Washington County Airport Runway and Taxiway Extension Project continue to be tabled. Moved by Mr. Paluso, seconded by Mr. Petrosky, that the bids for the above -mentioned 'project continue to be tabled. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously, (It was noted that the bids would be tabled until the County receives notification of FAA's approval of the County�'s application for federal assistance. Some discussion followed,) Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa, - $1,611.90 - Pa. Game Commission Payment of fixed charges in lieu of taxes for 1984 on State gamelands 2. Commonwealth of Pa, - $15,750,00 - Human Services Development Fund - 1st quarter payment 3. Commonwealth of Pa, - $16,842.48 - Day Care Program - Month of June, 1984 Chief Clerk made available to the news media the following News Release in reference to the project: 1. Canonsburg Street Improvement Project 422 MINUTE B❑❑K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY PENNSYLVANIA Metro Petrosky, Jr. FRANK R. MASCARA, EDWARD M. PALUSO, COMMISSIONERS New Business: Chief Clerk presented to the Board for their consideration and approval a request to authorize the Elections Department to entertain proposals for the delivering of Ballot Boxes for the General Election to be held in November, 1984. Chief Clerk noted that the cost for this service is anticipated to be less than $4,000.00. (See p. 425 for motion.) Commissioner Petrosky questioned Larry Spahr, Acting Director of Elections, on the status of the payment to Badzik Printing for the bid for the ballot pages for the April Primary Election. It was noted that Controller Beharry paid only a--jo r- tion of Badzik"s invoice for those ballot pages. Mr. Spahr explained to the Boarc the status of this matter and his discussions with the Controller concerning same. Mr. Petrosky noted that this invoice has been pending since May and that Controller Beharry has not followed provisions of Section 1752 of the County Code. Discussion followed. Chairman Mascara stated that in light of a sense of emergency with the upcoming November General Election and this invoice for ballot pages being out- standing, he requested that a motion be entertained to direct the County Solicitor to file a mandamus action immediately to have this matter resolved. Moved by Mr. Petrosky, seconded by Mr. Paluso, directing the County Solicitor to file a mandamus action immediately against the Controller as per above. Roll call vote taken: Mr. Paluso - Yes; Mr, Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Mon Valley Health and Welfare Council, Inc., Southwestern Pa. Area Agency on Aging (AAA), in reference to the Adult Services Program for FY84-85. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing agreement. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr, Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for a 4-Wheel Drive Pick-up Truck to be used at Cross Creek Park. Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr, Mascara -- Yes, Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the fiollowing Resolutions: MINUTE BOOK 4 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY PENNSYLVANIA Metro Petrosky, Jr. FRANK R. MASCARA, �" - - �DWARD M PALUSO, COMMISSIONERS WHEREAS, the Board of County Commissioners of the County of Washington desires to undertake certain capital improvement projects to the Washington County Nursing Home, and other projects as this Board may deem necessary, for which the services of bond counsel shall be necessary. NOW, THEREFORE, be and it hereby is resolved that: The Board of County Commissioners of Washington County hereby appoints Berkman, Ruslander, Pohl, Lieber & Engel as bond counsel for the purposes of providing services as bond counsel in connec- tion with the undertaking of certain capital improvement projects for the Washington County Nursing Home and such other projects which may be approved by this Board. Any resolution, ordinance or portion thereof which conflicts with the provisions of this Resolution is hereby repealed to the extent that such conflicts herewith. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. WHEREAS, the Board of County Commissioners of the County of Washington desires to undertake certain capital improvement projects to the Washington County Nursing Home, and other projects as this Board may deem necessary, for which the services of investment bankers shall be necessary. NOW, THEREFORE, be and it hereby is resolved that: The Board of County Commissioners of Washington County hereby appoints Russell, Rea & Zappala, Inc,, as investment banker for the purposes of providing underwriting services in connection with the undertaking of certain capital improve- ment projects for the Washington County Nursing Home and such other projects which may be approved by this Board. Any resolution, ordinance or portion thereof which conflicts with the provisions of this Resolution is hereby repealed to the extent that such conflicts herewith. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - abstained; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried. WHEREAS, the Board of County Commissioners of the County of Washington desires to undertake certain capital improvement projects to the Washington County Nursing Home, and other projects as this Board may deem necessary, for which the services of trustee shall be necessary. NOW, THEREFORE, be and it hereby is resolved that: The Board of County Commissioners of Washington County hereby appoints Pittsburgh National Bank as trustee in connection with the undertaking of certain capital improvement projects for the t r1 M11NUTE BOOK BOARD OF COUNTY COMMISSIONERSMetro Petrosky, Jr, WASHINGTON COUNTY PENNSYLVANIA FRANK R. Solicitor Bassi commented that he is awaiting a Court Order from Judge Bell regarding the disposition of the invoice submitted to the Court by Attorney Frank C. Carroll for his representation of Controller Beharry (No. 116 April Term, 1984, A.D.). Discussion followed. Chairman Mascara stated that the Board is in accord to pay the invoice once the Court Order is received. Meeting recessed until 10:30 a.m. 10:30 A.M. - OPENING OF BIDS - BALLOT CARDS AND PAGES FOR THE NOVEMBER ELECTION Roger Metcalfe of the Controller's Office opened and read the following bids, BALLOT 1. Badzik Printing Services, Inc. PAGES 401 Thompson Avenue Donora, PA 15033 In accordance with the advertisement of the County Commissioners in- viting proposals for printing and delivering to the Election Department of the County Commissioners the necessary ballot pages for the conduct of the General Election to be held on Tuesday, November 6, 1984, having examined the attached specification and understanding the same, I (or we) propose to furnish said ballot pages in accordance there with at the price set forth: Approximately 5000 official ballot pages (170 lb, stock) Color according to party. Price per thousand for pages furnished $1,395.55 Approximately 4000 absentee ballot booklets (16 lb. stock) Color according to party assembled and stapled by precinct. Price per thousand furnished $ 665.00 Approximately 25,000 official specimen ballot pages reduced for election districts to be printed on a single sheet by precinct (172 x 222 max. size) uniform in stock Color according to party. Price per thousand for ballot pages furnished $ 356.65 Three (3) single sets for each party of specimen ballot pages (reduced) printed on single sheet by precinct (172 x 222 max. size) wrapped, uniform in stock, color according to party, Price per three (3) sets for each party furnished $ 275.00 For printing, binding and delivering any re -run of ballot pages of any election district because of an error on the part of any county employee. CARDS 401 Thompson Avenue Donora, PA 15033 The quantity of ballot cards requested with printing as shown per Enclosures $62.95 per thousand FREIGHT INCLUDED A Bid Bond in the amount of 10% accompanied the bid. Moved by Mr. Paluso, seconded by Mr. Petrosky, that the bids for the ballot pages and cards be awarded to BADZIK PRINTING SERVICES, INC., subject to review of the Election Office; these being the only bids received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes, Motion carried unanimously.
