Washington County Commissioners
Washington, Pa., September 13, 1984
The Board of Washington County Commissioners met in regular session with
the following members being present: Commissioners Petrosky and Paluso. Absent
being: Commissioner Mascara, who was out of town. Also being present: Chief
Clerk Dallatore; Solicitor Bassi; Henry Fiumelli, Director of Human Services;
Administrative Assistant Davis; Judi Lomago, Executive Secretary; Attorney George
Retos, Jr., Solicitor of the Industrial Development Authority; Jon Stevens, Obser-
ver -Reporter; Jim Jefferson, WJPA; Joann Sarkett, Brownsville Telegraph; and Scott
Myers, WKEG.
Vice -Chairman Petrosky called the meeting to order at approximately 10:00 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 35,
each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 35 be approved
as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes.
Motion carried unanimously.
Special Order of Business
Attorney George Retos, Jr., Solicitor for the Industrial Development Authority,
presented to the Board for informational purposes and for the purpose of receiving
any public comments the following IDA Projects:
1. McGinnis Food Center - for the acquisition of land and
construction of a commercial building
located at Old Oak Road, McMurray,
Pennsylvania, Peters Township, in
an amount not to exceed $500,000.00
2. Teodori Enterprises
Company/American
Sterilizer Company - for the construction of a one-story
commercial building to be located at
Mayview Road, Cecil Township, Canons-
burg, Pennsylvania, in an amount not
to exceed $230,000.00
3. James Gabriel and
Arthur Gabriel/Jeffer-
son Court Shopping
Plaza -
4. Thomas Yezbak/Consoli-
dated Freightways Cor-
poration of Delaware -
for the acquisition and remodeling of
a commercial shopping and office center
located on Chestnut Street, City of
Washington, Pennsylvania, in an amount
not to exceed $3,000,000.00
for the acquisition of land and con-
struction of a building located at
Country Club road, Chartiers Township,
Meadowlands, Pennsylvania, in an amount
not to exceed $500,000.00
Attorney Retos gave a verbal itemization of each of the foregoing projects.
There were no comments from the public.

Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. Commonwealth of Pa. - $272,401.71 - Medical Assistance
2. Commonwealth of Pa. - $24,213.28 - Day Care Program
Month of July, 1984
Chief Clerk made available to the news media News Releases in reference to
the following projects:
1. Houston Street Reconstruction and Storm Sewer Improvements
Project - Borough of Houston
2. Seventh Street Storm Sewer Project - Borough of North Charleroi
Chief Clerk informed the Board of the resignation of Attorney Thomas J. Graham
as Solicitor for the Children and Youth Agency, effective October 1, 1984.
Chief Clerk informed the Board of a notice from the Administrative Office of
Pennsylvania Courts that the next course of instruction for prospective district
justices will be conducted November 12 through December 7, 1984.
Chief Clerk informed the Board that according to the End -of -the -Year Report
submitted to DPW for the Washington -Greene County MH/MR Program for FY83/84,
$157,424 of the $171,400 allocated by Washington County in 1984 was spent, thus
resulting in a savings of $13,976.
New Business:
Chief Clerk presented to the Board for their consideration and approval a
Supplemental Engineering Agreement with Michael Baker, Jr., Inc., in the amount
of $6,300.00 for engineering services required to revise the design to increase
the size of the extended runway safety area in connection with the Airport Im-
provement Project.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Supple-
mental Engineering Agreement.

Motion carried unanimously.
Chief Clerk requested authorization to advertise for bids for a storage build-
ing for Cross Creek Park.
Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to
advertise for bids as per above.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes.
Motion carried unanimously.
Chief Clerk noted the Board's endorsement of Try Again Homes' implementation
of a Big Brothers/Big Sisters program in Washington County.

Chief Clerk presented to the Board for their consideration and approval
Grant -in -Aid applications for 1985 for the Adult Probation and Juvenile Probation
programs.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Grant -
in -Aid applications and authorizing the submission of the applications to the
State Board of Probation and Parole and Juvenile Court Judges' Commission, respec-
t iveIy.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval the
Annual Service Plan and Budget Estimate for the Children and Youth Program for
FY84/85.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing
Annual Service Plan and Budget Estimate and authorizing its submission to DPW.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Agreement dated October 6, 1983, and the Addendum dated June 28,
1984, with the Washington -Greene Community Action Program, in connection with the
billing for administrative costs with reference to the JOBS Bill Day Care Program.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Addendum as
per above.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an
Agreement with Comsis Corporation for the purpose of administering the County's
new/expanded Service Grant in the amount of $78,020.00 under Section 406 of Act
101 of 1980.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Agreement with
Comsis Corporation as per above, subject to the review of Solicitor Bassi.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an
Agreement with J. R. Kruppa and Associates for the provision of consultative
speech and hearing services to the Washington County Health Center at the rate of
$20.00 per hour.

ment with J. R. Kruppa and Associates.

Chief Clerk announced that a meeting of the Salary Board will be held on
Thursday, September ZOth, immediately following the Board of Commissioners meeting.
Solicitor:
Solicitor Bassi recommended to the Board the payment of an invoice in the
amount of $105.00 from Huntingdon County for costs incurred in a Mental Health
proceeding regarding William L. Hairston, No. 84-1154.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving payment of the fore-
going invoice from Huntingdon County as recommended by Solicitor Bassi.

Motion carried unanimously.
There being no further business, Vice -Chairman Petrosky declared the meeting
adjourned at approximately 10:15 a.m.
