Washington County Commissioners
Washington, Pa., September 27, 1984
The Board of Washington County Commissioners met in regular session with the
following members being present: Commissioners Mascara, Petrosky and Paluso.
Also being present: Chief Clerk Dallatore; Assistant Solicitor Keith Melenyzer;
Administrative Assistant Davis; Judi Lomago, Executive Secretary; Richard Glance,
County Architect; Robert Umstead, Redevelopment Authority; Bernard Lesniewski and
Ronald Zemcik of Neilan Engineers; Joanne Sarkett, Brownsville Telegraph; Natalie
Moore, The Herald Standard; Scott Myers, WKEG; Jon Stevens, Observer -Reporter;
and Jim Jefferson, WJPA; and various bidders.
Chairman Mascara called the meeting to order at approximately 10:05 a.m. and
asked if there were any corrections, additions or omissions to Minute No. 37,
each member having received a copy.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 37 be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Special Order of Business:
Robert Umstead of the Redevelopment Authority presented to the Board for
their consideration and approval a Resolution authorizing the execution of a
Close -Out Agreement between the County of Washington and the U.S. Department of
Housing and Urban Development for UDAG Project No. B-80-AA-42-0218.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
Resolution.

in escrow account for funds advanced for various Park
projects
New Business:
Chief Clerk presented to the Board for their consideration and approval a
proposal from Gandy Interval of Washington, Pennsylvania, in the amount of $900.01)
for the repair of doors on Hangar No. 1 at the Washington County Airport.
Moved by Mr. Paluso, seconded by Mr. Petrosky, accepting the foregoing
proposal submitted by Gandy Interval.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval a
Change Order to the contract with Commercial Stone Company, Inc., in connection
with the aggregate material for the Cross Creek County Road Project. Chief Clerk
noted that the Change Order increases the contract price by $34.89.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
Change Order and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval
the Area Plan for the Penn's Corner Resource Conservation and Development Area.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Area Plan as
per above and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval
a proposal from Bedway Security Agency, Inc., of Wheeling, West Virginia, for
the provision of security services at the Washington County Health Center at the
rate of $5.79 per man hour which includes all weekdays, weekends and holidays.

Chief Clerk presented to the Board for their consideration and approval an
Addendum to the agreement with Attorney Bradley Bassi for the provision of pro-
fessional services for the District Attorney's Office. Chief Clerk noted that
the Addendum increases the annual contract rate from $11,900 to $20,000, effective
October 1, 1984.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Addendum to the
agreement with Attorney Bradley Bassi as per above.

Chief Clerk presented to the Board for their consideration and approval the
following travel requests:
1. Solicitor Bassi to attend a PSACC Solicitor's Seminar
to be held in Harrisburg, Pa., on October 22, 1984
2. Controller Beharry and Judith Costa Sasselli to attend
a DCA Local Records Management Seminar to be held in
Harrisburg on October 3, 1984
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
travel requests and authorizing the payment of all necessary expenses incident
thereto.

**NOTE: This motion is deemed necessary because of the position taken by the
County Controller and is pending resolution of the Court case involving
