COMMISSIONERS Minute No. 41 Washington County Commissioners Washington, PA, October 18, 1984 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore, Solicitor Bassi; Judi Lomago, Executi-e Secretary; Administrative Assistant Davis; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Natalie Moore, Herald -Standard; Scott Myers, WKEG; Jim Jeffer- son, WJPA; and Joann Sarkett, Brownsville Telegraph and George Robinson, interested citizen. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 40, each member having received a copy. Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 40 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Old Business: Solicitor Bassi recommended to the Board that the bids for the Site Pre- paration and Construction of aStorage Building at Cross Creek Park be awarded as follows: Site Preparation award to M & M Equipment Sales Company Building Construction - award to Staley Timber Column Building. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per above; these bids being the lowest responsible bids received in accordance with the specifications. Commonwealth of Pa. - �29,880.00 - settlement on claims for foster care costs for years prior to 1979 (C&Y) 4. PALUSO, COMMISSIONERS New Business: In connection with the agreement between the County and Cross Creek Town- ship for the maintenance of L.R. 62035 for the period of December 1, 1983 to March 21, 1984, Chief Clerk presented to the Board for their consideration and approval a request to approve the total cost from $750 to $1,200 in accordance with Section 2.3 of said agreement. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the total cost from $750 to $1,200 as per Section 2.3 of the agreement with Cross Creek Township as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr, Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a proposal from McKean Plumbing Heating & Supply Company, Inc., for the repair of a gas line leak at the Washington County Airport. Chief Clerk noted that the cost, would not exceed $920.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing proposal. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr, Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a proposal from Omni Evaluation Services, Inc., of Pittsburgh, Pa., for professional services in connection with the appraisal of the McGraw -Edison facility located in Canonsburg, Pa. Chief Clerk noted it has been recommended that the Board approve Phase I of this proposal of which the fees will range between $1,500 to $2,000 inclusive of expenses. Chief Clerk also noted that the cost will be borne proportionately by all taxing bodies involved. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Phase I of the proposal submitted by Omni Evaluation as per above. Chief Clerk presented to the Board for their consideration and approval amended Articles of Agreement for the Southwestern 1�a. Regional Planning Commission (SPRPC). Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the amended Articles of Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Request for four (4) employees of the Domestic Relations Office to attend a Domestic Relations Workshop sponsored by Fayette County on November 1, 1984. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing travel requests and authorizing the payment of all necessary expenses incident thereto. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. *NOTE: This motion is deemed necessary because of the position taken by the County Controller and is pending resolution of the Court case involving travel requests. COMMISSIONERS �i Minute No. 42 Washington County Commissioners Washington, PA, October 25, 1984 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Administrative Assistant Davis; Judi Lomago, Executive Secretary; George Retos, Jr., Solicitor of the Industrial Development Authority; Linda Hands, Clerk -Steno II; Jim Jeffer- son, WJPA; Jon Stevens, Observer -Reporter; Scott Myers, WKEG; Natalie Moore, Herald -Standard; Joann Sarkett, Brownsville Telegraph and Lucy Rea, interested citizen. Special Order of Business: IDA Projects Attorney George Retos, Jr., Solicitor of the Industrial Developement Authority, presented to the Board for informational purposes and for the purpose of receiving any public comments the following IDA projects: 1. Professional Offices - Charles C. Keller, Davis G. Yohe, Reed B. Day, Roger J. Ecker, Robert T. Crothers, Kenneth L. Baker and Wesley A. Cramer -- for the acquisition of a building located at 70 East Beau Street, Washington, City of Washington, Pennsylvania in an amount not to exceed $400,000.00. Attorney Retos gave a verbal intemization of the project. Commissioner Petrosky commented on his displeasure of this particular loan. He stated that he doesn't feel the IDA was established to subsidize professional groups (i.e., attorneys, doctors, etc.) to build new buildings under the guise that they are going to hire new employees. He made reference to a letter he sent to the IDA Board several months ago relative to the Board establishing special criteria to cover matters such as this. He noted that he has never received a response to his letter. He further stated that because of the new IDA regulations, he feels the IDA Board should establish criteria whereby viable industries in the County can be helped due to the large amount of unemployment which the County and the industries are experiencing. Mr. Petrosky requested Attorney Retos to take his message back to the IDA Board and also notify the Board that he would like a re- sponse to the letter he sent several months ago. Attorney Retos stated that he would give the message to the IDA Board to- night at the regular Board meeting. There were no other comments on this project. q. Attorney Retos gave a verbal itemization of the project. There were no comments from the public. Old Business: Solicitor Bassi advised the Board that the Parks Director has recommended that the bid for the furnishing and delivering of a 4-Wheel Drive Pick -Up Truck be awarded to CLIFF HEATH FORD, INC., of Pittsburgh, Pa., in the amount of $8,171.96 (1985 Model). Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above; this being the lowest bid received in accordance with the specifications. Nemeth of Claysville, Pa., in the amount of $3,950.00 for the purpose of delivering ballot boxes with the Election supplies and voting de- vices to the Judgesof Elections for the November General Election. Moved by Mr. Paluso, seconded by Mr. Petrosky, accepting the foregoing proposal submitted by Daniel D. Nemeth. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for installation of carpeting for the offices of Judge Gladden and Judge Gilmore and the Judges' Law Library. COMMISSIONERS 1 1 Regarding the Washington -Greene County Job Training Agency, Chief Clerk presented to the Board for their consideration and approval an amendment to the agreement with the On -the -Job Training Services (Private Industry Council) by a total of $100,000.00. Contractor On -the -Job Training Services Previous Title Auth. Amt. IIA $200,000 Additional Monies Req., $100,000 Revised Auth. Amt. $300,000 The purpose of this revision is to increase the number of participant slots to a total of 120 for fiscal 1985. The total contract amount will not ex- ceed the authorized amount. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing amendment to the agreement with the On -the -Job 'gaining Services (Private Indus- try Council). Chief Clerk informed the Board that James Koslosky of Monongahela, Pa., has been recommended for appointment as the County's �Igovernmental representative" on the EMSI Board of Directors, replacing Dr. Rodney Dorinson. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing appointment of James Koslosky to the EMSI Board of Directors. Chief Clerk presented to the Board for their consideration and approval an Agreement with Linda Tallent, Esquire, as Solicitor for the Children & Youth Department, replacing Attorney Thomas Graham. Chief Clerk noted that this amount is on a month -to -month basis, effective November 1, 1984. The contract payment is $25.00 per hour for all non -Court hours and $35.00 per hour for Court hearings, Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Agreement with Linda Tallent, Esquire. Chief Clerk presented to the Board for their consideration and approval a request to increase the private pay rates at the Washington County Health Center as follows: Intermediate Care Facility - $56.00 to $58.00 per day Skilled Nursing Care - $70.00 to $72.50 per day Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing increase in Private Pay Rates at the Washington County Health Center, effective October 25, 1984. Request for Dennis Walters and Craig Meny of Adult Probation to attend a Joint State/County Training Program sponsored by the Pa. Announcements: Chief Clerk announced that a copy of Finding of No Significant Impact for the extension of Runway 27 at the Washington County Airport is available for public inspection at the office of the Washington County Planning Commission. Chief Clerk announced that there will be a Salary Board Meeting on November lst immediately following the Commissioners' Meeting. Solicitor: Solicitor Bassi presented to the Board for their consideration and approval the following tax refunds. Moved by Mr. Paluso, seconded by Mr. Petrosky, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either duplication or overpayment of real estate or personal property tax: 1.
