The Board of Washington County Commissioners met in regular session with
Ythe following members being present: Commissioners Mascara, Petrosky and Paluso.

Chairman Mascara called the meeting to order and asked if there were any
`corrections, additions or omissions to Minute No. 42, each member having received

Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 42 be
approved as read.

"Special Order of Business:
Chairman Mascara read the following Proclamation:
WHEREAS, Unemployment remains high in many areas of
x Washington County due to plant closings and layoffs; and
WHEREAS, Unemployed families will be facing hardships
due to the approaching holiday seasons of Thanksgiving and

' Christmas; and
WHEREAS, WJPA Radio, K-Country and the Observer Publish-
ing Company have joined with the Salvation Army to raise
money to provide Thanksgiving turkeys for unemployed families
of the greater Washington area and will seek donations for
that purpose from area businesses, industries and the general
i public; and
WHEREAS, this Turkey Drive for the Needy is a humanitarian
effort on the part of the participating agencies to provide
assistance to many of the County's unemployed citizens.
NOW, THEREFORE, BE IT RESOLVED, that the Board of
Washington County Commissioners salutes the combined efforts
of the participating individuals and urges the citizens of
the County to support this campaign to provide Thanksgiving
turkeys for the needy.
Moved by Mr. Paluso, seconded by PZr. Petrosky, adopting the foregoing
Proclamation.

Chief Clerk informed the Board that the following individuals have been
recommended for appointment to the Recount Board for the General Election to be
held on November 6, 1984: ,

Chief Clerk presented to the Board for their consideration and approval
,an application from Charleroi Borough for County Liquid Fuel Tax Funds in the
amount of $35,000 for the purpose of reconstructing 3rd Street and Hussey Street'.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
application from Charleroi Borough.

Chief Clerk presented to the Board for their consideration and approval the
'following Resolution:

WHEREAS, the Ralston Bridge also known as Kings Creek #1 ;
is a County -owned wooden covered bridge built in 1915; and
WHEREAS, said bridge is located in Hanover Township and
traverses the Aunt Clara Fork of Kings Creek; and
WHEREAS, said bridge is served by Township Road 352 `
which terminates at the eastern end of the bridge; and

WHEREAS, said bridge was closed by Washington County F
on March 28, 1984, due to the collapse of several abutment
a
stones and the deterioration of wooden cord members; and

WHEREAS, said bridge has no intrinsic nor any market =
value of any consequence; and

WHEREAS, Washington County meeting in regular session
on September 20, 1984 officially abandon said bridge; and
WHEREAS, Maria Piantanida and herhusb�atid Earl Novend-
stern owning the property that surrounds said bridge have
requested that Washington County relinquish ownership of
said bridge personally to them; and
WHEREAS, Maria p.tantanida and Earl Novendstern have
agreed to maintain the historical integrity of the Ralston
i
Covered Bridge to the best of their ability.
f NOW, THEREFORE, BE IT RESOLVED, that the Washington
County Board of Commissioners does hereby relinquish
ownership of said bridge to Maria Piantanida and Earl
Novendstern for the sum of one dollar ($1).
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Resolution.

Chief Clerk presented to the Board for their consideration and approval
an Amendment to the Agreement dated January 12, 1984, with The Neilan Engineers,
;Inc., in connection with the Washington County Health Center Rehabilitation Pro-
ject. Chief Clerk noted that the Addendum is for Additional Services amounting

Ito $3,392,92 and for Resident Services estimated at $53,195.00 to be provided by I
'the engineer.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
Amendment to the Agreement with Neilan Engineers, Inc.

ancing of a Sharp copier machine for the Washington County Planning Commission.
Chief Clerk noted that this is a 5-year agreement and the payment is $59.16 per
month.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Lease/Purchase
Agreement with Banc One Leasing of Pittsburgh, Pa.; adopting a Resolution
authorizing the incurring of indebtedness; and authorizing the Chairman of the
Board to execute all necessary documents relating thereto.

2. Request for Richard Brady, Director of Domestic Relations,
to attend a DRAP Board of Directors meeting in Harrisburg,
Pa., on November 15-16, 1984.

Chief Clerk presented to the Board for their consideration and approval
a request to authorize McKean Plumbing, Heating and Supply Company, Inc,, of
Washington, Pennsylvania, to replace the existing gasline at the Washington
County Airport for a cost not to exceed $1,500.00. Chief Clerk noted that this
work is in addition to the work authorized on October 18, 1984 (see p. 456).

Chairman Mascara announced that effective November 1, 1984, there will be a'
purchasing freeze of materials and supplies for the remainder of the year. He
stated that this is usually done in order to have a smooth reconciliation of
County records, but he noted that it is more significant this year than it has
been in the past because of the fiscal dilemma that faces the County in 1985.
Each of the Commissioners then made some comments concerning the balancing of
the 1985 budget, the limitations of raising additional revenues and the possi-
bility of cuts in personnel and supplies as well as other areas.
There being no further business, Chairman Mascara declared the meeting
adjourned at approximately 10:25 a.m.
