Absent (being: Commissioner Paluso. Also being present: Chief Clerk Dallatore; #Solicitor Bassi; Executive Assistant DuJordan; Administrative Assistant Davis; i ;Judi Lomago, Executive Secretary; Earl Bugaile, Public Relations; Linda Hands, jClerk-Steno II; Jack Welty, Data Processing; J. Special Order of Business: Chairman Mascara read the following Proclamation: WHEREAS, The Emergency Medical Service Institute is an organization providing technical and financial assistance to the development of a coordinated Emergency Medical Services { system within twelve counties of Southwestern Pennsylvania; and WHEREAS, Washington County and the County Emergency Medical Services organization is part of the region served by the organization; and 3 WHEREAS, The Emergency Medical Service Institute has pro- vided the Washington County EMS Council with guidance and coordination of programs and services; and a WHEREAS, Washington County Emergency Medical Services has been an active component of the Institute by providing train- ing which has resulted in the qualification of over 150 Para- medics, 50 Paramedics II and 1,250 Emergency Medical Technicians; x and e a� f WHEREAS, Friday, November 9, 1984, marks the twelfth anni- versary of the Emergency Medical Service Institute. THEREFORE BE IT RESOLVED that the Board of Washington County Commissioners declares Friday, November 9, 1984, as EMERGENCY MEDICAL SERVICE INSTITUTE DAY IN WASHINGTON COUNTY to recognize the organization and also the Washington County EMS Council for its accomplishments and contributions to the betterment of life in Washington County. 47Z MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. ; : Chairman Mascara then presented the Proclamation to Carolyn Miller and Mary Lou Murt of the EMSI. Correspondence: Chief Clerk informed the Board of the receipt of the following check: 1. Commonwealth of Pa. - $382614.00 - Foster Care Administration earnings for period of July, 1982 to June, 1983. `New Business: Chief Clerk presented to the Board for their consideration and approval a request to accept the extension of the Jobs Bill Child Day Care Grant with the Department of Public Welfare. Chief Clerk noted that the grant is extended until December 31, 1984, and that no additional funds will be awarded. Moved by Mr. Petrosky, seconded by Mr. Mascara, accepting the extension of the Jobs Bill Child Day Care Grant as per above. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request for payment of $300.00 to Neal-Cowieson Funeral Home for the burial of Louis Stanley Endler, a deceased patient at the Washington County Health Center. Moved by Mr. Petrosky, seconded by Mr. Mascara, authorizing the payment to Neal-Cowieson Funeral Home; this being in accordance with Section 2166 of the County Code. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. In connection with the Washington County Health Center, Chief Clerk pre-; sensed to the Board for their consideration and approval Addendums to the con- tracts with Dr. Fred Large (Medical Director), Dr. Dennis Davis (Physician) and ; w B.F.W., Inc. (Physical Therapist). Chief Clerk noted that the purpose of the Addendums is to include a clause allowing the authorized representatives of the Department of Health & Human Services Secretary and the U. S. Comptroller General access to the providers' and subcontractors' books, documents and records as man-; dated by Section 952 of the 1980 Omnibus Reconciliation Act. Said grant is for the period July 1, 1984 through June 30, 1985 and is in ithe amount of $268,628; also authorizing Coms_i.s Corporation of Bridgeville, Penn- �sylvania to administer said grant. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously, Chief Clerk presented to the Board for their consideration and approval `the following Resolution: WHEREAS, on February 15, 1984, the County of Washington budgeted $1,087,266.00 of General Revenue Sharing Funds to the budgetary program known as Human Services, consisting pri- marily of the following activities: Health Center, Children and Youth Services and Adult Welfare Services; and i WHEREAS, the Office of Revenue Sharing requires that the accounting system established must provide an adequate audit trail so the revenue sharing funds can be traced to the speci- fic voucher, payroll, etc., where they were expended. It must also relate to the designated expenditures in the proposed use k and budget hearings which the present accounting system does not provide for. NOW, THEREFORE, BE IT RESOLVED, AND IT IS HEREBY RESOLVED, that the amount of $270,855.29 be transferred to the following departments to reimburse them for payroll expenses for the period of June 1, 1984 - September 30, 1984 as follows: Children & Youth Services 10.26% or $ 27,789.75 Adult Welfare Services 10.93% or $ 29,604.48 Health Center 78:81% or $213,461.06 Verification of the payment of these funds can be traced to the specific employees by consulting the payroll journal covering the period stated above. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the foregoing travel requests and authorizing the payment of all necessary expenses incident thereto. F Announcements: } Chief Clerk announced to all those present that the County Offices will be closed on Monday, November 12th in observance of the Veterans Day Holiday. :Solicitor: Solicitor Bassi presented to the Board for their consideration and approval the following tax refunds. NOW, THEREFORE, BE IT RESOLVED, that the Commissiohers of the County of Washington declare and memorialize Monday, November 12, 1984, as COLONEL MITCHELL PAIGE DAY and commemo- rate the same in his honor.
