Washington, PA, November 15, 1984
The Board of Washington County Commissioners met in regular session with }
the following members being present: Commissioners Mascara, Petrosky and Paluso.,
7Also being present: Chief Clerk Dallatore; Solicitor Bassi; Administrative
Assistant Davis; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA; Scott Myers,
WKEG; Barbara Miller, Observer -Reporter; Natalie Moore, Herald -Standard and Joannj
Sarkett, Brownsville Telegraph, who later entered the meeting.
Chairman Mascara called the meeting to order at approximately 10:05 a.m,
and asked if there were any corrections, additions or omissions to Minute No. 44,,
each member having received a copy.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 44 be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Correspondence:
Chief Clerk informed the Board of the receipt of the following check:
1. Commonwealth of Pa. - $232,864.73 - Medical Assistance
Chief Clerk made available to the news media News Releases in reference
,to the following projects:
1. Airport Road Waterline Project - Union Township
2. Demolition and Site Clearance Project - Donora Borough
3. Demolition and Site Clearance Project - Allenport Borough
New Business:
Chief Clerk requested authorization to advertise for bids for Attends
Disposable Briefs and Underpads for the Washington County Health Center for the
six month period of January 1, 1985 thru June 30, 1985.
Moved by Mr. Petrosky, seconded by Mr. Paluso, giving the Chief Clerk
sauthorization to advertise for bids as per above.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval
a Request for Funding in the amount of $3,500 to the Department of Agriculture
.for the Washington County Humane Society for dog control purposes as defined by
¢,the Dog Law (Act 225, P.L. 784).
Moved by 11r. Petrosky, seconded by Mr. Paluso, approving the foregoing
:Request for Funding for submission to the Department of Agriculture.

Chief Clerk presented to the Board for their consideration and approval µAH
=a Proposal from the Carnegie Museum of National History to perform a Phase I Arch

iaeological Survey of the area encompassed by the proposed runway extens bn__ at !
'the Washington County Airport. Chief Clerk noted that the estimated cost for thi
Esurvey is $1,059.50 and will be paid from Airport Grant funds.
Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the foregoing
roposal.

Chief Clerk presented to the Board for their consideration and approval
�a request to authorize the purchase of the current telephone system with AT&T

`Information Systems located at the Courthouse, Courthouse Square and Jail along
with new equipment in some areas which will result in more efficiency in the re-
'spective offices, Chief Clerk noted that the cost of the system is not to exceed!

�$216,569.03, depending upon some options which have yet to be determined. 3

Chief Clerk presented to the Board for their consideration and approval

1. Request for Chairman Mascara to attend a PSACC Executive
Committee Meeting on November 18-19, 1984, in Harrisburg,
l PA.
2. Request for Dr. Parks, Washington County Health Center
Administrator, who attended a regional meeting of PACAH
at Westmoreland Manor on November 9, 1984.
'
3. Request for Charles Loughman of the Jail to attend a
training session sponsored by the State Bureau of
Corrections at Camp Hill, Pa., for three weeks commencing
November 26, 1984.
4. Request for Joseph Giecek, Parks Director, to attend a
RIRA Grant Application Workshop on December 13, 1984, in
Monroeville, PA.
Moved by Mr: Petrosky, seconded by Mr. Paluso, approving the foregoing
,travel requests and authorizing the payment of all necessary expenses incident

**NOTE: This motion is deemed necessary because of the position taken by the��������
County Controller and is pending resolution of the Court case involving
travel expenses.
Announcements:
Chief Clerk announced to all those present that the County Offices will s
,be closed on Thursday and Friday, November 22nd and 23rd, in observance of the E
Thanksgiving Holiday and that the Commissioners Meeting scheduled for Thursday
will be cancelled.

Solicitor:
Solicitor Bassi brought to the Board's attention another invoice submitteid

,by Attorney Frank C. Carroll for his representation of Controller Beharry in the,"
case of the Controller's solicitor matter (No. 116, April Term, 1984). He noted'
this bill was in the amount of $1,398.24 ($1,777.24 minus reduction of $379.00). `
'He also noted tf.at, to date, Attorney Carroll's invoices have totaled $8,455,76
($11,286.26 minus reductions of $2,830.50). Solicitor Bassi also advised the Board
that this invoice includes discussions with the State Controller's Association
concerning its joinder in the petition for extraordinary relief.
Each of the Commissioners then made some comments relative to this matter.
