Washington County Commissioners
` Washington, PA, December 6, 1984
The Board of Washington County Commissioners met in regular session
with the following members being present: Commissioners Mascara, Petrosky and
Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Administra-
tive Assistant Davis; Judi Lomago, Executive Secretary; Roland Bourke, Executive
Director of the Redevelopment Authority; Linda Hands, Clerk -Steno II; from Cali- j
fornia University of Pennsylvania: Dr. John P. Watkins, President; Jeff Petrucci,
Football Coach; Dino DeCario, Co -Captain; and Kevin Russell, Co -Captain; from
Washington and Jefferson College: Dr. Howard J. Burnett, President; John Luckharq't,
Football Coach; Jim Jefferson, WJPA; Jon Stevens, Observer -Reporter; Scott Myers,;
WKEG; Natalie Moore, Herald -Standard; Joann Sarkett, Brownsville Telegraph and
Earl Bugaile, Public Relations.
Chairman Mascara called the meeting to order at approximately 10:10 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 46,
each member Having received a copy.
Loved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 46 be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.

=Special Order of Business:
t Chairman Mascara read the following Proclamation:

WhEREAS, the Vulcans of California University of Pennsyl-
vania have completed one of their most successful football
seasons in recent history, culminating with the winning of the
Pennsylvania Conference Championship; and

WHEREAS, theteam's overall 8 - 3 record is equal to the
number of wins a California team scored to 1968, the last
time the Vulcans won a state championship; and
WHEREAS, the Vulcans from California University of Pennsyl-
vania have united not only the University's student body but
the members of the California community as well as football fans
in Washington County; and j

WHEREAS, the Vulcans of California University of Pennsyl-
vania have continued the tradition of athletic supremacy, sym-
bolic of so many athletes and teams from Washington County.
THEREFORE, BE IT RESOLVED, that the Board of Washington
County Commissioners recognizes and salutes the California
University of Pennsylvania and its 1984 championship football
team; and that we honor the University, its President, Dr. John P.
Watkins, its football coach, Jeff Petrucci, and the entire
championship team with the presentation of a Certificate of
Congratulations and this Proclamation.

Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
,Proclamation.

j Commissioner Petrosky then read the following Proclamation:
WHEREAS, the Washington and Jefferson College Presidents
have completed a 9 - 2 football season, the most successful
football campaign in the modern history of the College; and

WHEREAS, the Washington and Jefferson College Presidents
compiled an undefeated record in Conference play and con-
cluded the season with the President's Athletic Conference
championship; and
WHEREAS, the Washington and Jefferson College Presidents
advanced through the NCAA Division III playoffs and reached
the semi-final round before being eliminated from further
competition; and
WHEREAS, the success of the 1984 Washington and Jefferson
football campaign was noted locally, regionally and nationally, s
which resulted in a spirit of unity among the college student

body, the residents of the Washington area and football fans
and alumni throughout the County and the nation; and

WHEREAS, the 1984 season will be noted in Washington and
Jefferson College's football history with the 1921 season when
the W & J football team advanced to the Rose Bowl. j
THEREFORE, BE IT RESOLVED, that the Board of Washington
County Commissioners recognizes and salutes the 1984 Washing- ;
ton and Jefferson College football team for a highly success-
ful season;_and that we honor the College, its President,
Dr. Howard J. Burnett, its coach, John Luckhardt, and the en-
tire 1984 football team with the presentation of a Certificate
of Congratulations and this Proclamation.

Roland Bourke of the Redevelopement Authority presented to the Board
for their consideration and approval a Resolution approving an application for
a Rental Rehabilitation Grant. Mr. Bourke briefly outlined this project.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
Resolution.

struction Project at the Washington County Health Center continue to be tabled ¢

Correspondence:

Chief Clerk informed the Board of the receipt of the following check:
1. Commonwealth of Pa. - $17,206.82 - Day Care Program - R
Month of September, 1984
Chief Clerk noted the receipt of a letter from Roland M. Baumann, Chief,:
Division of Archives and Manuscripts, Pennsylvania Historical and Museum Commission,
dated 11-26-84, whichthanked all county officers and staff members for their
assistance to the recent records survey and planning study project conducted by
field archivist A. William Wolford.
Chief Clerk noted the resignation of Joseph U. Frye of Monongahela ,
as a member of the Redevelopment Authority and the Housing Authority, effective
December 31, 1984.
New Business:
Chief Clerk presented to the Board for their consideration and approval r
a memorandum of Agreement with Service Employees International Union (SEIU),
Local 585, concerning the inclusion of Christine Barnhart, Clerk -Typist II at
the Jail, in the bargaining unit represented by SEIU.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
Memorandum of Agreement with SEIU, Local 585.

Chief Clerk presented to the Board for their consideration and approval
the following travel requests:
1. Request for four employees of the Domestic Relations
Office to attend a Child Support Programs Workshop in
Butler, Pa., on December 10, 1984.
2. Request for Henry Fiumelli, Director of the Human
Services, to attend a meeting of County Directors
of Human Services with the Department of Public
Welfare in Harrisburg, on December 14, 1984.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing
travel requests and authorizing the payment of all necessary expenses incident
thereto.

to request from Charles A. Gillespie, Budget Director, to buy his service allowance
;for retirement purposes for the period of February 17, 1971 to April 30, 1973; thi
=being in accordance with Section 11662 of the County Pension Law.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
irequest of Charles A. Gillespie.

Chief Clerk announced that the Health Systems Agency is proposing qualita�_
;five guidelines to be used in the establishment of an Extracorporeal Shock Wave
G
Lithotripsy (ESWL) facility. ESWL is a medical procedure which results in the
i
Gdisintegration ,f kidney and ureter stones through the use of shock waves, thus
,avoiding surgical intervention. Chief Clerk noted that a copy of the proposed
guidelines is available for public inspection in the County Human Services Depart
went.
