Washington County Commissioners
Washington, PA, January 14, 1982
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso, Gilmore and Mascara.
Also being present: Chief Clerk Dallatore, Administrative Assistant Davis,
Solicitor Bassi, Budget Director Gillespie, Farrell Jackson, Coroner; Roland
Acting
Bourke, of the Redevelopment Authority) Lou Lignelli, Director of Property &
Supplies; Linda Hands, Clerk -Typist; Linda Miller, WESA; Jon Stevens, Observer -
Reporter; Joann Sarkett, Brownsville Telegraph; Lucy Rea, Girl Scouts; Bob Sabot,
WKEG and Jim Jefferson, WJPA.
Chairman called the meeting to order and asked if there were any
corrections, additions or omissions to Minute No. 99, each member having receiv
a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 99 be
approved as read.

Special Order of Business:
Roland Bourke, Executive Director of the Redevelopment Authority, d

presented to the Board a Resolution approving an Option and Sale Agreement between
Washington County and American Ceramics, Inc., for the purchase of 5.06 acres g
(3.4 usable acres) of County land and authorizing its execution. Mr. Bourke
briefly outlined the project.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Resolution.

Chief Clerk informed the Board of the receipt of the following checks:
1. U. S. Treasury - $25,000.00_and $311000.00 - Employment & Train-
ing Program
2. Commonwealth of Pa. - $13,194.31 and $227,163.76 - Medical
Assistance Payments
3. Commonwealth of Pa. - $25,339.60 - Day Care Program - Month of
November, 1981
4. Commonwealth of Pa. - $245,254.37 - Liquid Fuels Payment

Chief Clerk made available to the news media copies of a News Release
in reference to the following project:
1. Demolition of former Charleroi-Monessen Hospital
New Business:
Chief Clerk presented to the Board for their consideration and approval
ase with the Flyers Club for a term of 5 years commencing on the 1st day of
November, 1981, and ending on the 31st day of October, 1986, for the total rent
of five ($5.00) dollars for a concrete block building at the County Airport'.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Lease with the Flyers Club.

Motion carried unanimously.
Chief Clerk requested authorization to advertise for bids for the
refuse collection at Mingo Park and authorization to advertise for bids for the
repair/replacement of the laundry room door at the County Jail.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief
Clerk to advertise for bids as per above.

Regarding the CETA Program, Chief Clerk presented to the Board a re-
quest to add an additional slot to the Penn Commercial School of Business. This
transaction is to be made without increasing the total amount of the contract.
This addition will change the total number of positions from eighteen (18) to
nineteen (19) .
Chief Clerk also presented a request to amend the following agreement
for a total of $3,712.00:

to be leased from Glen E. Warrington & Flora C. Warrington.
! TERM: Five (5) years commencing on January 15, 1982 and ending
on January 14, 1987.
RENT: $425.00 per month
2. Magistrate Quail:
Office space located at Richeyville, PA, to be leased from
Willis M. Harris & Lila J. Harris.
! TERM: Five (5) years commencing on January 1, 1982 and ending
! on December 31, 1986.
RENT: To be increased from $350.00 per month to $500.00 per
month
3. Magistrate Brady:
Office space located at 733-37 East Main Street, Monongahela, PA,
to be leased from Wall -Firma, Inc.
TERM: Month to Month basis

Chief Clerk presented to the Board for approval and the Chairman's
signature the necessary papers for a drawdown in the amount of $500,000 with
regards to the Tax Anticipation Note with PNB.

drawdown in the amount of $500,Q00 as per above.

Chief Clerk presented to the Board for their consideration and approval

agreements with Attorneys Roger Saxton, Paul Tershell, Janette Baisley and Thomas
Kostolansky to serve as professional advisors/employees for the Public Defender'
Office at a contract payment of $11,900.00 per year or $991.67 to be paid on a
monthly basis. Said agreements to be effective for an indefinite period beginn-
ing Janaury 4, 1982.

No. 0210-490-00 (Judgements)
2. Request from the Law Library for the transfer of $4,000
to Account No. (0830-434-00) Appropriations from the Law
Library - Capital Budget

mental Budget requests as per above.

to the Pennsylvania Department of Health requesting a 6-month extension
