Washington County Commissioners
Washington, PA, January 21, 1982
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso, Gilmore and Mascara. Al-
so being present: Chief Clerk Dallatore, Administrative Assistant Davis; Solici-
tor Bassi; Budget Director Gillespie; Farrell Jackson, Coroner; Linda Hands,
Clerk -Steno II;Bob Sabot, WKEG; Jim Jefferson, WJPA: Linda Miller, WESA; Joann
Sarkett, Brownsville Telegraph; Jon Stevens, Observer -Reporter; Lucy Rea, Girl
Scouts and Harry Brock, representative from Continental -Topper, Inc.
Chairman called the meeting to order and asked if there were any cor-
rections, additions or omissions to Minute No. 100, each member having received

a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 100 be
japproved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Old Business:
Chief Clerk recommended to the Board that the bids for the D/A Audit
be awarded to MILINOVICH FIRM, 90 WEST CHESTNUT STREET, WASHINGTON, PA, for the
amount set forth in their bid, this being the lowest and most responsible bid
received in accordance with the specifications. Chief Clerk noted that this
firm has had past experience with the D/A Audit.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid be awarded
to MILINOVICH FIRM as per above.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk recommended to the Board that the bids for the Office Spacel
for Magistrate Spence be tabled upon the recommendation of the Property & Suppliel
Department for further review.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bids for the
office space for Magistrate Spence be tabled as per above.

Chief Clerk recommended to the Board that the bids for the laundry
for the Washington County Health Center be readvertised.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that all bids be re-
jected and giving the Chief Clerk authorization to readvertise for bids as per
above.

Correspondence:
Chief Clerk informed the Board of the receipt of the following check:
1. Commonwealth of Pa. - $4,469.40 - EMS Highway Safety Grant
New Business:
Chief Clerk presented to the Board for their consideration and approval
a Community Living Arrangement Contract with Washington ARC in the amount of
$91,750.00 for the period of 1-1-82 to 6-30-82. The funds for this project are
100% state funds, which have already been made available to the County.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Community Living Arrangement Contract.

Motion carried unanimously.
Chief Clerk requested authorization to advertise for bids for printing
and delivery of ballot pages, ballot cards, election supplies and the delivering
of ballot boxes and voting devices for the Primary Election.
Moved by Mr. Gilmore, seconded by Mr. Paluso, giving the Chief Clerk
authorization to advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approva
a Change Order to the contract with F. J. Busse Company, Inc.,in the amount of
$1,560.90 with reference to the Interior Restoration Project at the Courthouse.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Change Order with F. J. Busse Company, Inc.

Chief Clerk presented to the Board for their consideration and approva
the following Supplemental Budget Appropriation request:
1. Request from the Controller's Office for the transfer of
$224.00 from Account No. 01-03-424 (Employee Reimbursed Expenses)
into Account No. 01-03-440-00 (Insurance)

Chief Clerk presented to the Board for their approval and the Chair-
man's signature Rate Adjustment Notices concerning the monthly premium rates
applicable for renewal of the agreement with Blue Cross of Western Pennsylvania
and Pennsylvania Blue Shield for the period beginning March 1, 1982, and ending
February 28, 1983. The new monthly premium rates are as follows:

Board Meeting at 11:00 a.m. this morning in the Public Meeting Room.

Motion carried unanimously.
Chairman Mascara noted that the Board would like to register a protest
against the Congressional Redistricting Proposal which would divide Washington
County into three separate districts. This proposal was approved by the State
House and is now before the Senate. Each Commissioner then made a few remarks
concerning this proposal. Mr. Mascara added that he would support Washington
County's participation in a suit in Federal Court if the present proposal is

adopted.
