PALUSO, COMMISSIONERS Minute No. 102 Washington County Commissioners Washington, PA, January 28, 1981 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso and Mascara. Absent be- ing:Commissioner Gilmore. Also being present: Chief Clerk Dallatore, Administr - tive Assistant Davis; Solicitor Bassi, Farrell Jackson, Coroner; Charles Gilles- pie, Budget Director; Linda Hands, Clerk -Steno II; Linda Miller, WESA; Bob Sabot, WKEG; Jim Jefferson, WJPA; Barbara Senich, Observer -Reporter; Lou Falvo, Chamber of Commerce; Bob Umstead of the Redevelopment Authoft ty; James Antal, Virginia Pipik and Bernadine Mudry,all of California Borough. Chairman called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 101, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Mascara, that Minute No. 101 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Bob Umstead, of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolu=tion approving an Urban Development Action Grant Application for Neighborhood Revitalization and authorizing the sub mission of said application to the U. S. Department of Housing and Urban Develop ment. Mr. Umstead outlined the project. Some discusssion followed. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Mr. Umstead also presented to the Board a Resolution authorizing the Commissioners to execute an agreement granting Columbia Gas of PA, Inc.Ja right- of-way to install a natural gas pipeline to serve the Washington County Industri Park in North Strabane Township. Mr. Umstead outlined the project briefly. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Moved by Mr. Paluso, seconded by Mr. Mascara, that the bids be tabled !until next week. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended to the Board that the bids for the Gro- ceries and Staples for the Washington County Health Center be awarded for the amounts stated as follows: H. F. Commonwealth of Pa. - $165,050.00 - Children & Youth Program Quarterly report of expenditures for period of July 1 to Septem- ber 30, 1981, and advance payment for period of January 1 to March 311 1982 Chief Clerk announced to all those present that the nbxt-�cotrsh of in- struction for prospective district justices will be conducted March 8 thru April 2, 1982, at Chambersburg, PA. New Business: Chief Clerk presented to the Board for approval and the Chairman's signature the necessary papers for a Tax Anticipation Note with PNB in the amount of $500,000. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Tax Anticipation Note as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideraion and approval a request from the Property & Supplies Office to increase the public parking per - nit fee by $1.00, effective February 1, 1982, and an additional $1.00, effective kugust 1, 1982. The present rate for permit holders is $18.00 per month and this fiction will take the fees to $19.00 effective February 1, and $20.00 effective august 1. The purpose of this increase is to maintain an equal fee structure 7ith the City of Washington Parking Authority. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the increase >f public parking permits as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Extension to the Lease Agreement with Robert Bruno & Company for a period of two months, from January 15, 1982 to March 14, 1982; with an increase in rent f 1$400.00 to $640.00 per month during this period. The purpose of this extension lis to provide the Count with Y an opportunity to review the bid proposals concerning jan alternative site selection for the District Magistrate Office in the City of I1washington. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Extension to the Lease Agreement with Robert Bruno & Company as per above. Roll call vote taken: Mr. Paluso - Yes; Mr, Mascara - Yes. COMMISSIONERS Chief Clerk presented to the Board a renewal to the agreement with William DuVall, Pharmacist at the Washington County Health Center, for profes- sional services at the rate of $416.67 per month or approximately $5,000.00 annually. This will be retroactive to January 1, 1982. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the renewal agreement with William DuVall as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board a Contract with Southwestern Penn- sylvania Youth Alternatives, Inc.,for providing counseling services to delin- quent adolescents for an amount not to exceed $79,625 for the period of 1-1-82 through 6-30-82.
