COMMISSIONERS amount Minute No. 103 Washington County Commissioners Washington, PA, February 4, 1982 The Board of County Commissioners met in regular session with the fol- lowing members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis; Solicitor Bassi; Farrell Jackson, Coroner; Bill Sember of the Planning Commission; Henry Fiumelli, Director of Human Services; Charles Gillespie, Budget Director; Lou Lignelli of the Property & Supplies Department; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA; Bob Sabot, WKEG; Linda Miller, WESA; Barbara Senich, Obser- Aver-Reporter and Joann Sarkett, Brownsville Telegraph. f Chairman called the meeting to order at 10:00 a.m. and asked if there ;were any corrections, additions or omissions to Minute No. 102, each member havin received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 102 be !approved as read. Roll call vote taken: a Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. { 3 Motion carried unanimously. R Old Business: BIDS Solicitor Bassi recommended to the Board that all bids for the Office s' Space for Magistrate Spence be rejected. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bids for the i !Office Space for Magistrate Spence be rejected. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended to the Board that the bids for the Flags for Veterans Graves be awarded to COLLEGEVILLE FLAG & MFG. CO., of Collegeville, for t1 set forth in their bid, this being the only bid received. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid for the Flaq for Veterans Graves be awarded as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended to the Board that the bids for the Markers lfor Veterans Graves be tabled for further review. Solicitor Bassi recommended to the Board that the bids for the 18 sets of MAST Trousers be awarded to SOLLON PHARMACY, of Canonsburg, PA, for the amounI set forth in their bid; this being the lowest and most responsible bid received in accordance with the specifications. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bids for the 18 sets of MAST Trousers be awarded as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Also, Solicitor Bassi recommended to the Board that the bids for the Data Processing Equipment be awarded to RBA PROFESSIONAL DATA SYSTEMS, INC., of State College, PA, this being the lowest and most responsible bid received in accordance with the specifications. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bids for the Data Processing Equipment be awarded as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U. S. Treasury- $80,000.00 - Employment & Training Program 2. Commonwealth of Pa. - $1073522.80 - Foster Home & Institutional Care Payment for period of 7-1-81 to 9-30-81 3. Commonwealth of Pa. - $265,940.35 - Medical Assistance Payment Chief Clerk announced to all those present that the Health Systems Agency of Southwestern Pennsylvania shall submit on March 1, 1982, an applicatic for federal assistance to the Department of Health and Human Services and that the said application will be available for public viewing in the Human Services Department located on the 5th floor of the Courthouse Square Building. New Business• In connection with the Drug and Alcohol Program, the Chief Clerk I presented to the Board for their consideration and approval Amendments to the k Contracts with the following subcontractors in order to continue the or-iginal I contracts for an additional six months (thru June 30, 1982). Motion carried unanimously. 3 Chief Clerk presented to the Board for their consideration and approva Agreements for the District Attorney's Office with Attorneys Daniel Long, Grayc Kovacs, John Olshock, Michael Oreski, Bradley Bassi to serve as professional advisors/employees for the District Attorney's Office at a contract payment of $11,900 per year or $991.67 to be paid on a monthly basis. This would also in- clude Daniel Chunko at a contract payment of $15,000 per year or $1,250.00 to be paid on a monthly basis. Mr. Chunko will be classified as 1st Assistant Dis- trict Attorney on a part-time basis. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreements for the District Attorney's Office. Request from the Liquid Fuels Tax Fund for the transfer of $400,000 to Account No. 2320-471-00 (Road Construction - Cross Creek) from 1982 unencumbered balance 2. Request from the Liquid Fuels Tax Fund for the transfer of 6 I $7,516.00 to Account No. 2310-490-00 (PUC Order #p18900 - i 3 West Brownsville) from 1982 unencumbered balance r Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Supplemental Budget requests. COMMISSIONERS 1 fl Chief Clerk stated that Joan Jessen of McMurray, Abe Kenney of Washington and David Miller of Burgettstown have been recommended for reappoint -I ment to the Planning Commission _for four (4) year terms. (January, 1982 - January, 1986) Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing reappointments. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk -informed the Board of the following i,mdividuals for appoin,t- and reappointment -to the Washington County Authority: _ Lawrence W. Miller of Washington (appointment) Filling the vacancy of Kenneth Laird Term will expire December 31, 1983 Barbara Roop of Monongahela (reappointment) Remainder of her term which expires December 31, 1984 Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing appointment and reappointment. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a quotation from C. S. Bateman Insurance Agency of Charleroi, Pennsylvania, to issue a six -year policy for a $100,000 Blanket Bond covering all of the fourteen Magistrates in Washington County at an annual premium of $590.00 (total of six year's premium - $3,028.00). Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board accept quotation from C. S. Bateman as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board an agreement with MCC Powers to con- tinue its current building equipment maintenance agreement on a month -to -month basis for both the Courthouse and Courthouse Square until such time as bids have been solicited and awarded for a succeeding agreement. During this period all conditions, services and costs will remain the same as in the prevailing agreemer Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the agreement with MCC Powers as per above. Motion carried unanimously. Penn -Ohio Towel Supply Division of UNSCO 210 S. 3rd Street Box 1254 Steubenville, OH 43952 Total amount of bid: $212,622.28 A Bid Bond in the amount of 10% accompanied the bid. 2. Mountain State Linen Service, Inc. 1610 Jefferson Avenue Washington, PA 15301 Total amount of bid: $172,623.00 A Bid Bond in the amount of 10% accompanied the bid. 3. Associated Textile Systems, Inc. 51st Street and A.V.R.R. Pittsburgh, PA 15201 Total amount of bid: $1151552.00 A Bid Bond in the amount of 10% accompanied the bid. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bids for the Laundry Items for the WCHC be tabled for further review.
