PALUSO. COMMISSIONERS Minute No. 104 Washington County Commissioners Washington, PA, February 11, 1982 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis; Solicitor Bassi; Coroner Jackson; Charles Gillespie, Budget Director; Lou Lig- nelli of Property & Supplies Department; Henry Fiumelli, Director of Human Ser- vices; Linda Hands, Clerk -Steno II; Bob Sabot, WKEG; Jim Jefferson, WJPA; Linda Miller, WESA; Barbara Senich, Observer -Reporter and Helen Miller, League of Wo- men Voters. Chairman called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 103, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 103 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Old Business: BIDS Solicitor Bassi recommended that the bid for the furnishing and de- - livering of Markers for the Veterans Graves be awarded to FRANK H. DETWILER & SONS, INC., of Kimberton, PA, for the amount set forth in their bid - $2,550.00. Mr. Bassi noted that this company was not the lowest bidder but recommended the award on the basis that the design and quality of its marker was better and con- sistent with the present style and the purchase of these markers made by the County for grave markers should be awarded to FRANK H. DETWILER & SONS, INC. Remarks: Mr. Mascara added that Mr. Paluso pointed out that the markers would be consis- tent with those already on the gravesand that we didn't want any significant change. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid for the Markers for the Veterans Graves be awarded as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi stated that he met with Mr. Lignelli and Mr. Fiumelli and reviewed the bids received for the delivery and pickup of the laundry items MINUTE BOOK --- BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. MASCARA, DAVID L. GILMORE, EDWARD M. PALUSO, COMMISSIONERS for the Washington County Health Center and they recommend that the bid be award to ASSOCIATED TEXTILE SYSTEMS, INC., of Pittsburgh, PA, the lowest responsible bidder. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid for the laundry items for the WCHC be awarded as per above. i Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. Commonwealth of Pa. - $12,038.78 - Medical Assistance Payment 2. U. S. Treasury - $40,000.00 - Employment & Training Program New Business: Chief Clerk requested authorization to advertise for bids for two (2) Gas Restaurant Ranges for the County Jail. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request from the Property & Supplies Department for the County to exercise its option to purchase the Alpha Ballot Tabulator from Computer Election Systems for the sum of $35,000.00 for the purpose of conducting a punchcard voting and tab- ulation system; said option to purchase is in accordance with the agreement be- tween the County and Computer Election Systems dated April 2, 1981. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing purchase from Computer Election Systems as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. In the same regard, Chief Clerk presented to the Board for their approval an extended Warranty Agreement with Computer Election Systems at an amount of $3,000.00 for the period of June 1, 1982 thru June 1, 1983. The purpose of this agreement is to service the Alpha Ballot Tabulation which is utilized in the Elections Department. Chief Clerk presented to the Board forther consideration and approval �Ln invoice from Warco Funeral Home, Inc. for payment of burial of the unknown infant found at the Arden refuge dump on February 1, 1982. The amount of this th,6 County payment would be $300.00, this being in accordance with Section 2166 of/ bode. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing pay- ment be made to Warco Funeral Home, Inc. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board the following Supplemental Budget Appropriation request for their approval: 1. Request from the County Jail with reference to the Juanita Crow vs. County of Washington for the transfer of $3,063.85 from the unencumbered balance in the 1982 Adopted Budget to Account No. 0210-490 00 (Judgements) Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Supplemen- tal Budget Appropriation request. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approva: an agreement with Attorney George Retos for services provided to the County Commissioners Office at a contract payment of $14,900.00 per year or $1,241.67 to be paid on a monthly basis. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Agreement with Attorney George Retos as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their approval and signature Resolutions for First National Bank & Trust Company of Washington, PA, authoriz- ing the Bank to accept deposits and make payments to/from the following accounts: a. GILMORE, EDWARD M. PALUSO. COMMISSIONERS Chief Clerk noted that these Resolutions are being processed in order to update the Bank's records and signature cards which it has on file. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolutions with First National Bank & Trust Company of Washington. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk announced to all those present that there will be a Salary Board Meeting at 1:30 p.m. this afternoon in the Public Meeting Room. Chief Clerk announced that the County Offices will be closed on Febru- ary 22nd in observance of the Prds'ident's Day instead of February 15th. Meeting recessed until 10:30 a.m. Meeting reconvened at 10:30 a.m. 10:30 A.M. - OPENING OF BIDS - REFUSE COLLECTION AT MINGO CREEK PARK (Various bidders were present for the bid openings) Controller Beharry opened_- and read the following bids: 1. Box BC Washington, PA 15301 Hauling Charge $1,180.00 Monthly TOTAL $5,900.00 Extra Pick -Up $ 3.00 Per Cubic Yard Total amount of bid: $5,900.00 A Cashier's Check in the amount of 10% accompanied the bid. 2.
