Washington County Commissioners
Washington, Pa., February 18, 1982
The Board of County Commissioners met in regular session with the following members being
present: Commissioners Mascara, Gilmore and Paluso. Also being present: Chief Clerk Dallatore
Administrative Assistant Davis, Budget Director Gillespie; William P. Sember, Director of Plan-
ning and Development; Lou Lignelli, Acting Director of Property & Supplies; Richard Glance,
County Architect; Charles Brodbeck and Dean Richardson of Berkman, Ruslander, Pohl, Lieber &
Engel; Linda Hands, Clerk -Steno II; Bob Sabot of WKEG; Jim Jefferson of WJPA; Linda Miller of
WESA; Jon Stevens of The Observer -Reporter; Helen Miller of The League of Women Voters and Lucy
Rea of The Girl Scouts.
Chairman called the meeting to order at approximately 10:00 a.m. and asked if there were
any corrections, additions or omissions to Minute No. 104, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 104 be approved as read.
Roll call vote taken:

Old Business: Bids
Chief Clerk informed the Board that the bids for the Refuse Collection at Mingo Creek
Park had been reviewed by the Parks Director who recommended that the bid be awarded to the
lowest bidder - Mazzaro, Inc., of Carnegie.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid for the Refuse Collection at
Mingo Creek Park be awarded to MAllARO, INC., of Carnegie; this being the lowest bid received
in accordance with the specifications.

Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:

Chief Clerk advised the Board of a letter from Metro Petrosky, Jr., Clerk of Courts,
stating that effective February 15, 1982, the contract with Eric Held as Solicitor for the
Clerk of Courts has been terminated.

New Business•
Chief Clerk presented to the Board for their consideration and adoption the following
Resolution:
RESOLUTION ON PROCEDURES FOR THE INVESTMENT OF COUNTY FUNDS
These procedures are in the conformity with P.S. 16, Sections 511, 1702,
1751, 1760 and 1762.
1. The County Commissioners are the managers and administrators of
County funds; thus, all idle funds of the County will be invested
by the County Commissioners as set forth in P.S. 16, Section 511.
2. The County Commissioners designate the responsibility of gathering
data for the sound investment of idle funds of the County to the
Commissioners' Administrative Staff.
3. When idle funds are to be invested, the Administrative Staff will
contact all depositories for quotations of the interest rates avail-
able on Certificates of Deposits and Repurchase Agreements. A log
will be maintained on all quotations received.
4. After all quotations have been received and logged, the information
will be acted upon by the County Commissioners and their authorized
representative as named hereinafter and shall have the authority to
issue directives and memorandums for investment of funds.
5. Once a decision has been made, the Administrative Staff will proceed
to initiate a Payment Authorization by requesting the issuance of a
warrant check from the Controller's Office. The Payment Authorization
will contain the following information:
a) the bank that the check is to be made payable
b) the amount of the check
c) the description of the investment
d) authorizing signature
6. The authorizing signature can be one of the following persons:
a) Commissioner Mascara
b) Commissioner Gilmore
c) Commissioner Paluso
d) August G. Stache, Jr.
e) Charles Gillespie
f) Kevin Humble
g) Christine Dallatore
7. In accordance with P.S. 16 §1751 entitled "The Voucher Check System",
the issuance of a warrant check for an investment will be accomplished
in the following manner:
a) The Controller shall issue and sign the check drafted for an
investment of idle County funds.
b) The check shall be forwarded to the Commissioners for their
approval. At least two Commissioners shall sign the check
as properly drawn upon the County Treasury.
c) The check shall then be forwarded to the County Treasurer for
his signature as his draft upon the Treasury.
d) The County Treasury or his designee representative will complete
the investment transaction by delivering the check to the proper
bank for deposit.
8. Upon termination of a Certificate of Deposit, the bank, in accordance
with P.S. 16 §1760 and 1762, shall contact the County Treasurer or his
designee and make a check for the principal and interest available for
deposit into the County Treasury.
9. To withdraw an amount from a Repurchase Agreement, the County Commissioners
or their designee shall, in writing, inform the County Treasurer or his
designee to contact the bank for a specific amount needed in the County
Treasury. Then, in accordance with P.S. 16 §1760 and 1762, the County
Treasurer or his designee will contact the bank as to the requested
withdrawal from the Repurchase Agreement.

10. The County Controller shall be notified by duplicate memorandum of
all deposits, renewals, withdrawals and transfers on all County
accounts simultaneously with their occurrence.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the foregoing Resolution be adopted.

Chief Clerk presented to the Board for their consideration and approval a request to
authorize the Department of Property & Supplies to make necessary alterations and improvements
in the Courthouse for the purpose of relocating the District Magistrate's Office (Magistrate
Spence) into a portion of the basement area. The anticipated date of the relocation is projected
to occur during the week of March 8, 1982. Chairman Mascara noted that this relocation will
amount to a savings of $12,000 to the County in rent. Mr. Lignelli made a few remarks concerning
this relocation.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the relocation of the District
Magistrate's Office as per above.

Chief Clerk informed the Board that Ms. Allison Beynon of McDonald, Pennsylvania,has
been recommended for appointment to the Children & Youth Advisory Board for a three-year term,
effective immediately.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing appointment.

Chief Clerk presented to the Board for their consideration and approval an Agreement with
Pete Dorchak as Posting Agent for the Tax Claim Bureau for a period of seven (7) months, commenc-
ing on the 1st day of April, 1982, and ending on the 31st day of October, 1982, for a sum not to
exceed $6,000.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement.

Chief Clerk presented to the Board for their consideration and approval a Small Watershed
Agreement with the Pennsylvania Department of Environmental Resources, State Conservation Commis-
sion, in the amount of $39,500 for the land rights acquisition program on Sites 661 and 662 of
the Cross Creek Watershed.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Agreement.

Kosey Construction Company of Washington, Pennsylvania, for the installation of a new back door
at the County Jail for the total sum of $2,300.00. This project will be paid out of the Jail
Renovation Fund.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Contract.

Chief Clerk presented to the Board for their consideration and approval the following
Ordinance:
AN ORDINANCE AUTHORIZING THE INCURRENCE OF LEASE RENTAL DEBT BY THE COUNTY
OF WASHINGTON, PENNSYLVANIA, BY ENTERING INTO (1) AN INDEMNITY AGREEMENT
WITH THE WASHINGTON COUNTY AUTHORITY PURSUANT TO WHICH THE COUNTY WILL PAY
TO THE AUTHORITY ALL AMOUNTS WHICH MAY BECOME DUE PURSUANT TO THE AUTHORITY'S
NOTE IN THE AMOUNT OF $150,000, THE PROCEEDS OF WHICH WILL BE USED TO PAY
CERTAIN CAPITAL IMPROVEMENTS AND EXTRAORDINARY MAINTENANCE COSTS FOR THE
COUNTY OFFICE BUILDING AND (2) A GUARANTY AGREEMENT BY WHICH THE COUNTY
GUARANTEES PAYMENT OF THE AUTHORITY"S NOTE; DIRECTING THE PROPER OFFICERS
OF THE COUNTY TO PREPARE, CERTIFY AND FILE A DEBT STATEMENT AND AN APPLI-
CATION FOR APPROVAL TO EXECUTE THE INDEMNITY AGREEMENT AND THE GUARANTY
WITH THE DEPARTMENT OF COMMUNITY AFFAIRS OF THE COMMONWEALTH OF PENNSYLVANIA;
AND TO DO ALL ACTS NECESSARY AND PROPER FOR THE EXECUTION AND DELIVERY OF THE
INDEMNITY AGREEMENT AND GUARANTY AND THE MAKING OF ALL PAYMENTS UNDER SAID
AGREEMENTS.

Chief Clerk presented to the Board for their consideration and approval the following
Resolution:
The Board of County Commissioners of Washington County hereby resolve
to abandon Project #603-80-H-3421, popularly known as the plan to expand the
Washington County Health Center by 250 beds.
This action is being taken in view of the fact that the present Federal
administration has indicated a cut of 10.4% in Medicaid funding beginning
October 1, 1982, and the fact that it is impossible to construct a building
' of this type with a cost ceiling of $22,000.00 per bed.
Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Resolution.
Remarks: Both Commissioner Mascara and Commissioner Gilmore made a few remarks concerning this
action. Mr. Gilmore explained that by taking this action, the County can start to recoup some
of the money that has already been spent for architectural fees, studies and applications.
