The Board of County Commissioners met in regular session with the foll
ing members being present: Commissioners Paluso and Gilmore. Absent being:

Vice -Chairman Gilmore called the meeting to order at approximately
10:00 a.m. and asked if there were any corrections, additions or omissions to
Minute No. 105, each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 105 be
approved as read.

Solicitor Bassi recommended to the Board that the bids for the Ballot
Cardsand the printing of necessary ballots and ballot cards for the Primary
Election be awarded as follows:

New Business:
Chief Clerk informed the Board that Gwendolyn Simmons of Monongahela
and Timio Vitulto of Canonsburg have been recommended for r_e-appointm'en.t to -the
Hospital Authority for a 5-year term (1-1-82 thru 12-31-86).
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing

Chief Clerk presented to the Board for their consideration and approva
a Resolution specifying the Canonsburg General Hospital Project as a Project
authorized to be undertaken by the Washington County Hospital Authority under the
unicipality Authorities Act of 1945, as amended.

Resolution.

Chief Clerk presented to the Board for their consideration and approval
(Commonwealth of Pa.)
a Non -Financial Agreement with the Bureau of Job Service. The purpose of this
Agreement is for the recruiting and eligibility determination in the 1982 Summer
Youth Employment Program.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the Agreement
with the Bureau of Job Service as per above.

Chief Clerk presented to the Board for their consideration and approval
the following Lease Agreements for the Magistrates:
Magistrate Cowell:
Office space located at 937 Fallowfield Avenue, Charleroi,
to be leased from Mail Associates, Inc.
TERM: Five (5) years commencing on March 1, 1982 and ending
on February 28, 1987.
RENT: $625.00 ;per month beginning March 1, 1982 and increasing
$25.00 per month on the anniversary each year of the lease.
Additionally, expenses (electricity, gas, janitorial ser-
vices) of the last calendar year will be compared to the
previous calendar year and adjusted on a pro -rated monthly
basis. Chief Clerk noted that this is an increase in monthly
rent from $495.00.
Magistrate Mark:
Office space located at 20 N. Central Avenue, Canonsburg, to be
leased from Mario DeAngelo and Julie DeAngelo.
TERM: Five (5) years commencing on April 1, 1982 and ending on
March 31, 1987.
RENT: Monthly rental rate of $595.00 shall be in effect through-
out the term of the Lease. Chief Clerk noted that this,is
an increase in rent from $425.00.

Magistrates' Leases as per above.

Chief Clerk presented to the Board for their consideration and, approval
an Agreement with Westmoreland County with regards to their Juvenile Detention
Facility for the purpose of housing juveniles from the County of Washington on
a "space available basis" at a per diem rate of $48.00.

Chief Clerk announced to all those present that there will be a Salary
Board Meeting at 11:00 a.m. this morning in the Public Meeting Room.
Henry Fiumelli, Director of Human Services, announced to all those pre
sent that there is a need for volunteers at the Washington County Health Center,
for the medically indigent and chronically ill citizens of Washington County.
Volunteers are needed to assist in the feeding of a certain, but significant
number of residents. Preferred ages include those persons 18 years and older.
Training for "feeding" will be provided by the staff of the Health Center.
Special Order of Business:
Roland Bourke, Executive Director of the Redevelopment Authority, pre-
sented to the Board for their consideration and approval a Resolution approving
an Amendment to the Redevelopment Proposal for the Charleroi Central Business
District Renewal Area. Mr. Bourke briefly outlined the project.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
Resolution.

Mr. Bourke also presented to the Board for their consideration and
approval a Resolution approving local amendments to the County's Community De-
velopment Programs for fiscal years 1978, 1979, 1980 and 1981, respectively,
authorized under the Housing and Community Development Act of 1974. Mr. Bourke
briefly outlined the project.
