Minute No. 110
Washington County Commissioners
Washington, PA, April 1, 1982
The Board of County Commissioners met in regular session with
the following members being present: Commissioners Paluso, Gilmore and Mascara.
Also being present: Chief Clerk Dallatore, Administrative Assistant Davis,
Solicitor Bassi, Budget Director Gillespie, Controller Beharry, Judith Costa of
the Controller's Office, Linda Hands, Clerk -Steno II; Bob Sabot, WKEG; Jim
Jefferson, WJPA; Jon Stevens, Observer -Reporter; Linda Miller, WESA; Helen
Miller, League of Women Voters and Lucy Rea, Girl Scouts.
Chairman called the meeting to order at approximately 10:00 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 10'
each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 109
be approved as read.

Chief Clerk informed the Board of the receipt of the following
1. U. S. Treasury - $66,000.00 - Employment & Training Program
2. Pa. Housing Finance Agency - $4,200.00 - Release from the
Development Financial Contingency Escrow Fund for Liberty
Tower Project
3. Commonwealth of Pa. - $83,723.35 - Children & Youth Program
Foster Home & Institutional Care Payment for period of
10-1-81 to 12-31-81
Chief Clerk presented to the Board for their consideration and
approval a Resolution recognizing the accomplishments of Joe Montana, who has
already received our Distinguished Citizen Award and who is continuing to bring
national attention to this County; and that we now proclaim Saturday, April 17,
1982, as "JOE MONTANA DAY" in Washington County and urge our communities and
their citizens to attend the festivities in Monongahela on that day and greet
him in a manner befitting the fame and recognition he has brought to our region.

going Resolution.

Chief Clerk presented to the Board for their conside
ation and approval a Resolution paying special recognition to the athletic
director, coaches and members of the Chartiers-Houston High School wrestling
and to Phil Mary for their championship season and extend the congratulations
of the citizens of this County to the Chartiers-Houston High School Wrestling
Program and those coaches and members thereunto belonging.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approv-
ing the foregoing Resolution.

Chief Clerk requested authorization to advertise for
bids for a three-month supply of groceries and staples for the County Jail and
the Washington County Health Center.
Moved by Mr. Gilmore, seconded by Mr. Paluso, author-
izing the Chief Clerk to advertise for bids as per above.

Chief Clerk presented to the Board for their consider-
ation and approval a request from the U. S. Department of Energy to do a detailed
radiological survey on County property located along Chartiers Creek for radio-
active contamination.
Moved by Mr. Gilmore, seconded by Mr. Paluso, author-
izing the Chairman of the Board to execute a Consent•Form granting permission to
the U. S. Department of Energy to perform the radiation survey and to perform
subsurface soil drilling relating thereto.

Chief Clerk presented to the Board for their consider-
ation and approval the following Supplemental Budget Appropriation requests:
1. Request for the maintenance of the County
Buildings to appropriate $23,901 to Account No.
0127-409-00 (Contracted Maintenance and Repairs)
due to Insurance check received by County for
repair of boiler from damage in March of 1981.
2. Request from the Archives for the transfer of
$40.00 from Account No. 01-16-454-00 (Supplies)
into Account No. 01-16-422-00 (Telephone)

3. Request from the Airport General Operating Fund for the
transfer of $1,136.00 to Account No. 1701-440-00 (Insurance)
from Account No. 1701-403-00 (Salaries of Professional
Staff)
4. Request from the Washington County Jail to cover the cost
of Housing & Maintaining our Prisoners in other institutions.
Transfer the amount of $500.00 from Account No. 0230-403-
00 into Account No. 0204-433-00 (Maintenance of Prisoners
Housed at other Institutions)
5. Request from the Miscellaneous Expenses to appropriate
$300.00 to Account No. 0198-447-00 from 1982 unencumbered
Budget Balance (DCA Account No. 1499)
6. Request'from the Courts Fund - Other Court Activities for
the transfer of $35.00 to Account No. 0808-447-00 (Associa-
tion Dues and Expenses) from Account No. 0808-447-03 (Mis-
cellaneous Expenses)
7. Request from the Coroner's Office for the transfer of
$1,000.00 to Account No. 0506-443-00 (laboratory Expenses)
from Account No. 0506-454-00 (Other Supplies)
8. Request from the Treasurer's Office for the transfer of
$392.00 from the Postage Account to cover maintenance
agreement for tax validating machines.

Chief Clerk announced to all those present that there will be a
Salary Board Meeting on Thursday, April 8, 1982 at 11:00 a.m. in the Public
Meeting Room and that the County Offices will be closed on Good Friday.

Solicitor Bassi informed the Board of the receipt and transmissiol
to the Chief Clerk of a check in the amount of $7,500.00 in discharge of the
settlement made with Agway, Inc. on the Davis Bridge Claim.
Solicitor Bassi informed the Board that the suit filed by Abraham
against the County (with Bellotti named as an additional defendent) has been
settled for the amount of $257.00.
Bob Umstead of the Redevelopment Authority informed the Board
that an Urban Development Action Grant has been approved by HUD for Washington
County in the amount of $672,600. This will enable moderate income families to
purchase homes. Mr. Umstead briefly outlined the project and distributed news
releases to the news media.
**** Chief Clerk presented to the Board for their consideration and
approval an Addendum to the Small Watershed Agreement with the Department of En-
vironmental Resources for the Cross Creek Watershed concerning the retention of
fiscal records and the right to audit.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the fore-
going Addendum to the Small Watershed Agreement.
