Washington County Commissioner
Washington, PA, April 15, 1982
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso, Gilmore and Mascara.
Also being present: Chief Clerk Dallatore, Solicitor Bassi, Administrative
Assistant Davis, Budget Director Gillespie, Linda Hands, Clerk -Steno II; Farrell
Jackson, Coroner; Henry Fuimelli, Human Services Director; Judge Sweet, Jim
Jefferson, WJPA; Bob Sabot, WKEG; Linda Miller, WESA; Jon Stevens, Observer -
Reporter; Lucy Rea, Girl Scouts; Harry Brock, representative from Continental -
Topper; Dorothy Capo, Beth Waterkotte and Robin Cole of the Pittsburgh Steelers,
representatives for the March of Dimes Walkathon.
Chairman Mascara called the meeting to order at approximately 10:10 a.m.
Special Order of Business: March of Dimes Walkathon
Chairman Mascara recognized the following individuals who will be
articipating in the 1982 March of Dimes Walkathon:
Pittsburgh Steeler Robin Cole - Campaign Chairman
Dorothy Capo - Walkathon Coordinator
Commissioner Paluso - Walkathon Chairman
Beth Waterkotte - Community Service Representative
hairman Mascara then read the following Proclamation:
The County of Washington, Pennsylvania, is pleased to send warmest
greetings to all who are participating in the March of Dimes 1982 Walk -
America Walkathon fund-raising effort being conducted throughout the
County during the weekend of April 24-25, 1982. It is a pleasure to
officially join with you in expressing support for the valuable ser-
vices provided by the March of Dimes.
The March of Dimes is well known for its efforts to alleviate the
tragic consequences of birth defects through public awareness initiatives
and support of research. This organization has been able to accomplish
a great deal through the untiring efforts of many individuals who vol-
unteer their time, energy and talents to this most worthwhile cause.
We, Commissioners for the County of Washington, Commonwealth of
Pennsylvania, hereby declare Sunday, April 25th WalkAmerica Day through-
out the County of Washington, Pennsylvania.
On behalf of all of the citizens of Washington County, we applaud
the efforts of WalkAmericans in Washington County in the March of Dimes
fight against birth defects.

roclamation.

Chairman Mascara asked if there were any corrections, additions or
omissions to Minute No. 111, each member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 111
be approved as read.

Correspondence:
Chief Clerk informed the Board of the receipt of the following
checks:
1. U. S. Treasury - $47,000.00 and $28,000.00 - Employment &
Training Program
2. Commonwealth of Pa. - $20,239.00 - 1982 Adult Probation Grant -
in -Aid
New Business•
Chief Clerk requested authorization to advertise for bids for a
sandblasting machine for the Bridge Department.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the
Chief Clerk to advertise for bids as per above.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and
approval a Renewal of the Agreement with William Atcheson of Fredericktown for
Park
garbage service at Ten Mile Creek/at the rate of $100.00 per month. Chief Clerk
noted that there was no increase in the rate.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Renewal Agreement.

Chief Clerk presented to the Board a request from the Health Center
Administrator and Human Services Director to increase the private pay per diem
rates at the Washington County Health Center as follows:
Intermediate - from $50.00 to $54.00 (effective April 1, 1982:
Skilled - from $60.00 to $65.00
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the increase
of the private pay per diem rates as per above.

Chief Clerk presented to the Board for their consideration and
approval an Application to the Department of Public Welfare for a Grant for
Title XX Subsidized Child Day Care Services for the period of July 1, 1982 to
June 30, 1983, in the amount of $308,391.00.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoin
Application to the Department of Public Welfare.

Chief Clerk presented to the Board an invoice from Richard A. Spra
Special Prosecutor for Washington County in the case of the Commonwealth v.
W. A. "Tony" Boyle, in the amount of $6,876.37 for expenses incurred during the
period of 7-18-81 through 12-10-81.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the payment
of the invoice from Richard A. Sprague as per above.

Chief Clerk presented to the Board for their consideration and
approval the following Supplemental Budget Appropriation requests:
1. Request from the Property & Supplies Department for the
transfer of $10,290.00 to Account No. 0126-447 (Contracted
Services - Appraisal) for professional services rendered by
Industrial Appraisal Company per agreement of July 18, 1980.
2. Request from the Liquid Fuels (Bridge Department) for the
transfer of $2,200.00 from Account No. 2310-406-00 (Wages -
Temporary) to Account No. 2310-454-00 (Other Supplies).
3. Request from the Resources & Investigations Department for
the transfer of $1,000 from Account No. 02-12-404-00 (Other
Staff Salaries) to Account No. 01-12-424-00 (Employee Reimburse
Expenses).
4. Request from the Emergency Management Agency for the transfer
of $200 from Account No. 0157-457-00 to Account No. 0157-451-
00. This would be for the purpose of placing insufficient
funds in the proper line item.
5. Request from the Coroner's Office for the transfer of $60.00
from Account No. 0506-454-00 (Supplies - Other) into Acount No.
0506-431-00 (Xerox). Reason: Expected expense during 1982 for
Xerox copies.
6. Request from the "Budget Office for the transfer of $6,876.37
from Account No. 1499 to Account No. 0840-428-00 to pay legal
costs incurred by Special Porsecutor Sprague on Boyle Case.
