Washington, PA, May 13, 1982
The Board of County Commissioners met in regular ses°sion with the foll
ng members being present: Commissioners Paluso, Gilmore and Mascara. Also being
resent: Chief Clerk Dallatore, Administrative Assistant Davis, Solicitor Bassi,
enry Fiumelli, Director of Human Services; Anthony Luppino, Director of Adult
ervices; DebbieDe$tefano of the Adult Services Office; Lou Lignelli, Acting Director
f Property & Supplies; Earl Bugaile and Floyd Laubham of the Planning Commission;
Metro Petrosky, Clerk of Courts; Lee Symons of the Area Agency on Aging; Linda
Miller, WESA; Jim Jefferson, WJPA; Bob Sabot, WKEG; Barbara Senich, Observer -
Reporter; Joann Sarkett, Brownsville Telegraph; Helen Miller, League of Women
Voters and a group of Senior Citizens, Linda Hands, Clerk -Steno II.
Chairman called the meeting to order at approximately 10:15 a.m. and
asked if there were any corrections, additions or omissions to Minute No. 115,
ach member having received a copy.
Moved by Mr. Gilmore, seconded by Mr. Paluso,'that Minute No. 115 be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Order of Business:
Chairman Mascara read a Proclamation declaring Mayas OLDER AMERICANS
ONTH in Washington County.
Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chairman Mascara then presented this Proclamation to Wilma Toth, Chair-
person for the Washington County Advisory Council on Aging who in turn presented
a plaque of appreciation to the County Commissioners. The Board thanked Mrs. Totl
or the plaque.
Mr. Fiumelli requested that the Board formally accept the Adult Services
lock Grant (as approved per Minute No. 114 dated April 29, 1982) in conjunction
ith Greene County in the amount of $150,850.00 for fiscal year 1982/83.
r. Fiumelli went on to explain the program in further detail. Commissioners
ascara and Paluso also made a few remarks concerning this program.

Moved by Mr. Gilmore, seconded by Mr. Paluso, accepting the Adult Ser-
vices Block Grant as per above and authorizing the Chairman of the Board to
jointly execute (along with the Chairman of the Greene County Commissioners) a
letter of acceptance to the Secretary of the Department of Public Welfare.

Motion carried unanimously.
Mr. Fiumelli presented to the Board for their consideration and approve
an Agreement between Washington and Greene Counties in which the two counties
agree to jointly participate in the assessment of need for and the establishment
of an Adult Services Program for those eligible in both Counties and also agree
to designate the County Director of Human Services to administer, monitor and
plan for the proper utilization of fUndsmade available by the Department of
Public Welfare.

Mr. Fiumelli also requested that the Board concur with a Resolution
adopted by the Greene County Board of Commissioners in which said Board agrees tc
participate with the Washington County Board of Commissioners and establish the
Washington -Greene County Human Services Advisory Commission of which the member-
ship will be appointed by both the Boards of Commissioners from the citizenry of
each County based upon a formula of 80% Washington County and 20% Greene County.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board alter its
Human Services Advisory Commission in order to make it a bi-county Commission
as per above.

Old Business:
Solicitor Bassi recommended to the Board that the bids for the delive
ing of a Sand .,Blast Machine, Diesel Compressor and Pavement Breaker for the Wash-
ington County Bridge Department be awarded to A -ACTION RENTAL, of Pittsburgh, Ra.1
this being the lowest bid received in accordance with the specifications.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid for the
above -mentioned equipment be awarded to A -Action Rental as per above.

Concerning the invoices from Farview State Hospital totaling $12,360.00
for treatment of Jc6eph Rosman, Jr. ($8,160.00) and David Chacko ($4,200.00)
as presented and recommended for payment by Solicitor Bassi at last week's meet-
ing, Chief Clerk reported that there is a budget balance of $34,778 in that part-
icular line item account.
Moved by Mr. Gilmore, seconded by Mr. Mascara, that the foregoing in-
voices be approved for payment.

Mr. Paluso - No; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried.
Concerning the budget appropriation request by the Sheriff for special
deputies, Chairman Mascara reported that he has talked with the Sheriff and ten-
tatively agreed to increase that budget line item by $11,000 (from $20,000 to
$31,000 which is equal to the 1981 appropriation). Mr. Mascara stated that he
indicated to the Sheriff that he would be willing to sit down with his colleagueE
and the Sheriff to discuss the future of that particular account. He further
stated that the Sheriff reported that $8,000 was spent on special deputies for
one case which dealt with a problem at the Jail. Mr. Mascara recommended that
the Board approve a line item appropriation in the amount of $11,000 for the
Sheriff's budget.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving a line item
appropriation in the amount of $11,000 for the Sheriff's budget (from the Wages
account to the Special Deputies account).

Chief Clerk informed the Board of the receipt of the following checks:

Chief Clerk informed the Board that the following individuals have been

appointment of individuals to the Recount Board for the May Primary Election.

Chief Clerk presented to the Board for their consideration and approval
an Agreement with Sams Associates for the purpose of providing labor market
orientation to the Summer Youth Employment Program participants. This will pro-
vide services to approximately 560 youths. The contract period will be June 1,
1982 through September 30, 1982 and the contract amount will not exceed $19,500.00.
This will be funded under CETA Title IV - SYEP.
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Agreement with Sams Associates.

Chief Clerk requested authorization to advertise for bids for a buildin
maintenance agreement for the Washington County Health Center. Specifications
will include that of preventive maintenance servicing for heating, ventilating,
air conditioning, temperature controls and emergency service availability.
Moved by Mr. Gilmore, seconded by Mr. Paluso, authoriing the Chief Cler
to advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval
an Eye Examination and Refraction Agreement with Pennsylvania Blue Shield and
Blue Cross of Western Pennsylvania, retroactive to March 1, 1981, for the follow-
ing monthly subscription rates:
Employee - Subscriber $1.57
Employee - Subscriber and
Dependents $4.39
Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing
Agreement and authorizing the Chairman of the Board to so execute.

$1,500 from Account No. 0101-424-00 (Employee Reimbursed Expenses)
to Account No. 0101-447-00 (Miscellaneous)

2. Request from the County Jail for the transfer of $500 from
Account No. 0230-403-00 to Line Item No. 0240-433-00. This
is for the purpose of payment of the current bill from
Greene County for housing our prisoners and to allow for a
future occurrence.
3. Request from the Plant Operations at the WCHC for the trans-
fer of $2,000 from Account No. 1023-403-01 to Account No.
1054-428-01. This is to cover the cost of energy survey which
has been completed.
4. Request from the County Treasurer's Office for the transfer
of $500 from Account No. 0107-423-00 (postage) to Account No.
0107-441-00 (Education Expense - Co. Treasurer Convention)
5. Request from the Debt Service Fund - Computer Lease Rental
Debt for the appropriation of $66,608 from Account No. 1499

Chief Clerk announced to all those present that the County Offices will
be closed on May 18th for Election Day.

on the case of Francis Jasso vs. the County of
Solicitor Bassi requested that the Board conclude the litigation/Wash-
ington which was based upon a request for refund of money paid on the sale of
property doubled assessed by the Washington County Tax Claim Bureau. He stated
that it would be necessary to approve payment of $500.00 to Francis Jasso and
$27.82 for costs to Magistrate Spence.

payments as recommended by Solicitor Bassi.

Solicitor Bassi reported to the Board that Smith Township has filed
Exceptions to the proposed initial decision by Administrative Law Judge Michael
Nemec concerning the case of Smith Township vs. PennDOT, Consolidated Rail
Corporation and Washington County.
