COMMISSIONERS Minute No. 117 Washington County Commissioners Washington, PA, May 20, 1982 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis; Solicitor Bassi; Lou Lignelli, Acting Director of Property & Supplies; Roland Bourke, Executive Director of the Redevelopment Authority; Linda Hands, Clerk - Steno II; Jim Jefferson, WJPA; Bob Sabot, WKEG; Jon Stevens, Observer -Reporter; Joann Sarkett, Brownsville Telegraph; Helen Miller, League of Women Vo-ters; Lucy Rea, interested citizen and Howard Sykes, Contract Business Interiors (bidder) . Chairman called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 116, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 116 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Roland Bourke of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution approving the Community Development Program and the filing of the final statement of Community Development objectives with the Department of Housing and Urban Development for federal fisca year 1982 funds. Mr. Bourke briefly outlined the project. tesolution. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Mr. Bourke presented to the Board for their consideration and approval a Resolution approving the Redevelopment Proposal for the Third Street Redevelop- ment area in California Borough. Mr. Bourke briefly outlined this project. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA. FRANK R. Treasury - $74,600.00 - Employment & Training Program 2. Westmoreland County - $1,443.00 - Maintenance of prisoners for the month of April 3. Commonwealth of Pa. - $438,090.87 - DPW - Computation of unpaid balance of Medical Assistance Cost due Public Nursing Homes for the calendar year 1980 Chief Clerk made available to the news media the following News Releas 1. Lincoln Terrace Housing Project 2. Highland Terrace Project New Business: Chief Clerk presented to the Board for their consideration and approva the authorizationfor Felice Associates, Inc. to evaluate and review the County's finance management policies and procedures including a review of the cash manage ment program. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing authorization for Felice Associates, Inc. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approva an Agreement with Pittsburgh National Bank for the purpose of providing an auto mated payroll service for the 1982 Summer Youth Employment Program. Mr. Paluso questioned whether or not the Controller is in agreement with this payroll syste: A brief discussion followed. It was noted by Mr. Lignelli that the Controller is aware of and is in agreement with this system and that this is the same syste: used for the past few years in the processing of Summer Youth Employment Program checks. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the agreement with Pittsburgh National Bank as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approves the following Supplemental Budget Appropriation request: 1. Request from the Sheriff's Office for the transfer of $1,000 from Account No. 503-405-00 (Wages) to Account No. 05-03-441-00 (Conference Expenses) Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Supplemental Budget Appropriation request. �l I L 113 1 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. Chief Clerk presented to the Board for their consideration and approval two (2) agreements with Attorneys Thomas B. Kostolansky and J. Preston Pizzi to serve as professional advisors/employees for the Public Defender's Office at a contract payment of $5,700.00 annually,payable in monthly install- ments of $475.00 on a monthly basis, effective June 1, 1982 Agreements.
