COMMISSIONERS ute No. 118 Washington County Commissioners Washington, PA, May 27, 1982 The Board of County Commissioners met in regular session with the following members being present: Commissioners Paluso, Gilmore and Mascara. Alsc being present: Chief Clerk Dallatore, Administrative Assistant Davis; Solicitor assi; Farrell Jackson, Coroner; Roland Bourke, Executive Director of the Redevelc ent Authority; Linda Hands, Clerk -Steno II; Joann Sarkett, Brownsville Telegraph; on Stevens, Observer -Reporter; Bob Sabot, WKEG; Jim Jefferson, WJPA; Mr. & Mrs. arino and John Poziviak, Councilman for North Charleroi. Chairman called the meeting to order at approximately 10:00 a.m. d asked if there were any corrections, additions or omissions to Minute No. 117 ach member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 117 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Order of Business: Roland Bourke, Executive Director of the Redevelopment Authority, resented to the Board for their consideration and approval a Resolution author - zing the County to enter into and execute a Grant Agreement with the Department f Housing and Urban Development for participation in an Urban Development Action rant (UDAG) Program for neighborhood preservation in Washington County. r. Mr. Bourke presented to the Board for their consideration and approva Resolution authorizing the submission of an application for State Financial sistance for the Third Street Redevelopment Area in California Borough. . PALUSO, COMMISSIONERS Mr. Bourke also presented to the Board for their consideration and approval a Resolution authorizing the execution of a land purchase option agree- ment with the Washington County Housing Authority. Mr. Bourke briefly outlined the project. (Donora Project PA 28-PO17-016) Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the fore- going Resolution. Solicitor Bassi recommended to the Board that the bids for the furniture for the Judges 'and Domestic Relations Office be awarded as follows: Supplies. FRANKLIN INTERIORS $18,442.02 CONTRACT BUSINESS INTERIORS 2,550.00 TOTAL $20,992.02 These bids have been reviewed by the Department of Property & Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bids for the furniture for the Judges and Domestic Relations Office be awarded as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: checks: New Business: Chief Clerk informed the Board of the receipt of the following 1. Commonwealth of Pa. - $11,179.91 - Children & Youth Social Services - Title XX - Period of 1-1-82 thru 3-31-82 2. Commonwealth of Pa. - $210,776.51 - Medical Assistance Chief Clerk requested authorization to advertise for bids for the printing of County maps for the Washington County Planning Commission. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. COMMISSIONERS P Chief Clerk informed the Board that R. T. Bell of Canonsburg has been recommended for appointment to the Washington -Greene Drug and Alcohol Plann- ing Executive Commission filling a vacancy in the "Criminal Justice" category. This would be for a three-year term,effective June 1, 1982. appointment. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoin Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board a Settlement Agreement with PennDOT in which PennDOT is turning back to the County a portion of L.R. 62035 which is located in the Cross Creek Flood Control Project. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Settlement Agreement with PennDOT and authorizing the Chairman to sign. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board an invoice from Mayview State Hospital in the amount of $4,130.00 which represents the balance due for the services for Daniel Fitzpatrick. Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the fore- going payment to Mayview State Hospital. Roll call vote taken: Mr. Paluso - No; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried. Chief Clerk presented to the Board for their consideration and approval the following Supplemental Budget Appropriation requests: 1. Request from the Liquid Fuels Department for the addition of a new account number for a sandblasting machine and appur- tenances as per bid award. This item was not included in the 1982 budget. The amount is $12,188.00 - Account No. 2310- 473-00 (Machinery & Equipment) 2. Request from the Liquid Fuels Department to add an account number (2310-454-00) in the amount of $2,000 to order the sand for the sandblasting machine throughout the summer. 3. Request from the Liquid Fuels Department for the addition of a new account number to pay Cross Creek Township for main- tenance of a County road as per agreement between the County and the township. The charges are for two (2) years at a cost of $1,952.00 - Account No. 2320-429-00 (Contracted Maintenance - Cross Creek) f0 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. Chief Clerk announced to all those present that the County Offices will be closed on May 31st in observance of the Memorial Day holiday and that will be a Salary Board Meeting June 3rd at 2:30 p.m. in the Public Meeting Room. Solicitor: Solicitor Bassi presented to the Board for their consideration and approval the following tax refunds. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Tax Assessment Office be authorized to prepare the following tax refunds due to either duplication or overpayment of real estate or personal property tax: 1.
