Washington County Commissioners
Washington, PA, June 3, 1982
The Board of County Commissioners met in regular session with the
following members being present: Commissioners Paluso and Gilmore. Absent be-
ing:Commissioner Mascara who was out of town on County business. Also being pre
sent: Chief Clerk Dallatore, Administrative Assistant Davis; Solicitor Bassi;
Lou Lignelli, Acting Director of Property & Supplies; Metro Petrosky, Clerk of
Courts; J. Bracken Burns, EMS Director; Linda Hands, Clerk -Steno II; Linda Mille
WESA; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Joann Sarkett, Browns
ville Telegraph; Bob Sabot, WKEG; Helen Miller, League of Women Voters and
Cyndi Celaschi, Intern.
Vicb-Chairman called the meeting to order at approximately 10:00 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 118,
each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 118 be
approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes.
Motion carried unanimously.
Special Order of Business:
J. Bracken Burns, EMS Director, requested authorization to submit
an application to the State Health Department for the amount of $10,000 which
would be used to purchase an ambulance and radio system for the Denbo -Vesta
Volunteer Fire Department. Some discussion followed.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the fore-
going Application.
Roll call vote taken:

Motion carried unanimously.
Solicitor Bassi recommended to the Board that the bid for the
building maintenance agreement for the WCHC be awarded to BARBER COLMAN COMPANY,
Pittsburgh, this being the lowest bid received in accordance with the specifica-
tions.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that the bid for the
building maintenance agreement for the WCHC be awarded as per above.

tives for April, 1982
Chief Clerk made available to the news media copies of the followinc
News Releases in reference to the following projects:

1. Murray Avenue Road Reconstruction Project - City of Washington
2. Burton Avenue Storm Sewer Project - City of Washington
3. Industrial Park - Arden Area (Crile Site) for the sale of
3.4 developable areas of land
Chief Clerk requested authorization to advertise for bids for the
Interior Courthouse Restoration Project which involves converting the old Trea-
surer's Office into a Courtroom and the Controller's Office into a Judges
Chambers.
Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief
Clerk to advertise for bids as per above.

Motion carried unanimously.
Chief Clerk presented to the Board a Lease Renewal Agreement for the
District Magistrate in California Borough. The term of this lease is for five
(5) years commencing on July 1, 1982 and ending on June 30, 1987. The monthly
rent will continue to be $300 per month throughout the term of this lease. All
the existing terms and conditions of the previous lease shall be applicable to
this Lease Renewal Agreement.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoir
(Lease Renewal Agreement.

Chief Clerk presented to the Board for their consideration and
approval an Agreement with St. Paul A.M.E. Church for the purpose of leasing
property at 44 West Cherry Avenue, Washington, for a period of twenty (20) years
(June 1, 1982 thru May 31, 2002) at a cost of $5,000 for the purpose of demolish-
ing the existing structure and converting the property into a parking lot. Said
lot having been approved by the City of Washington Council on May 27, 1982.

The County will bear all cost of converting the property
to a parking lot and make thelot available to the Church at certain designated
periods of time. This has been approved by the County Solicitor.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving
the Agreement with St. Paul A.M.E. Church as per above.

Chief Clerk announced to all those present that there will
be a Salary Board Meeting today at 2:30 p.m. in the Public Meeting Room and also
a Salary Board Meeting June loth at 10:30 a.m. in the Public Meeting Room.

Moved by Mr. Paluso, seconded by Mr. Gilmore, that the

Solicitor Bassi notified the Board that he was in receipt of a
Petition to vacate Mullin Street in the Borough of Donora for the purpose of de-
veloping the vacated portion as part of a housing project in Donora. Solicitor
Bassi explained that this Petition is to be signed jointly by the County, the
Borough of Donora and the Washington County Housing Authority.
