EDWARD M. PALUSO, COMMISSIONERS Minute No. 120 Washington County Commissioners Washington, PA, June 10, 1982 The Board of County Commissioners met in regularsession with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore; Administrative Assistant Davis; Solicitor Bassi; Lou Lignelli, Acting Director of Property & Supplies; Henry Fiumelli, Director of Human Services; Linda Hands, Clerk -Steno II; Barbara Senich, Observer -Reporter; Bob Sabot, WKEG; Jim Jefferson, WJPA; Linda Miller, WESA; Joann Sarkett, Brownsville Telegraph; Lucy Rea, concerned citizen; Helen Miller, League of Women Voters and David Page, Intern. Chairman called the meeting to order at approximately 10:00 a.m. and asked if there were any corrections, additions or omissions to Minute No. 119 each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 119 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Mr. Fiumelli recommended to the Board that they accept the adjunct legal ser- vices component to the Adult Services Block Grant. He added that Greene County has agreed to participate with Washington County in this legal services contract and that it involves approximately $140,000 between the two counties. Mr. Fiumel: also added that we must nofity the Department of Public Welfare by tomorrow June llth) if we are going to accept this block grant. Mr. Mascara stated that he is not prepared to vote on this matter. He added that this matter is a sub- ject for discussion at the next meeting of the Western Pennsylvania Conference of County Commissioners which is to be attended by the legislators. Some dis- cussion followed. The Board directed Mr. Fiumelli to ask for an extension of time for which to reply. (Bill Sember entered the meeting) Correspondence: Chief Clerk informed the Board of the receipt of the following check! 1. COMMISSIONERS ew Business: 4. Commonwealth of Pa. - $2531761.85 - Medical Assistance Payment Chairman Mascara presented a Resolution that reads as follows: WHEREAS, the County of Washington relies heavily on the steel industry for employment of its citizens. WHEREAS, the employment level of the two leading steel producers in Washington County has fallen below 50 percent and another has reduced the work week by 20 percent; WHEREAS, the production of steel not only provides jobs for our citizens, but also affects the livelihood of millions of Americans as well; and WHEREAS, it is of prime concern that foreign nations substantially have increased their steel production capacity through extensive subsidization and have directed their steel shipments to the United States, the only free market in the world; and WHEREAS, this procedure has had a disastrous effect on operating levels and employment in the American steel industry, causing steel capacity to drop to 50 percent this month and forcing 127,000 steelworkers to be laid off their jobs, or limited to a reduced work schedule; and WHEREAS, local government officials have joined industry and labor leaders in urging an end to the influx of foreign steel; NOW, THEREFORE, BE IT RESOLVED that this Board of County Commissioner does hereby call to the attention of our Federal Government the fact that basic steel is an essential industrial material and a strategic resource necessary to our national defense; AND, BE IT FURTHER RESOLVED, that we urge the establishment of quotas to control steel imports to the United States and to impose steel import limitations under provisions of the Trade Act of 1974 and thus rightfully end this unfair practice that is strangling our domestic steel industry. AND, Resolved that copies of this Resolution be forwarded to the President of the United States, our two U. S. Senators and our Congressional Representative from Washington County. ENACTED by RESOLUTION this loth day of June, 1982. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the fore- ing Steel Import Resolution. Chief Clerk presented to the Board a Resolution that reads as foll WHEREAS, the Commissioners of Washington County, Commonwealth of Pennsylvania, have designated a certain section of former Legislative Route 62133, now a County Road, a reducedspeed zone; and WHEREAS, as a result of test runs, a speed limit of 40 Miles Per Hour is recommended for said road. NOW THEREFORE, the Commissioners of Washington County do hereby resolve that the area on former Legislative Route 62133, designate as a point from Station Marker 0 +00 to Station Marker 84+85, shall and is from this date on a 40 Mile Per Hour Zone. IT IS FURTHER RESOLVED that notification of the adoption of the speed zone resolution shall be forwarded to the Commonwealth of Pennsylvania, s fl 1 1 i 29 1 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. Chief Clerk presented to the Board for their consideration and approval copies of the Office of Drug and Alcohol Programs, Department of Health'! ontract for the fiscal year 1982/83. This Contract calls for a base figure of $460,765 and a Federal Block Grant Allocation of $80,240 for a grand total of $541,005. The term of this contract will be from July 1, 1982 thru June 30, 1983. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoinc '.ontract. Chief Clerk presented to the Board for their consideration and approval a Lease Agreement with Theodore Taylor III for the purpose of providing Dffice space for District Magistrate Reichel at 565 East McMurray Road, McMurray, PA. This request does have the approval of the President Judge. The lease #ill be for a five (5) year term commencing on July 1, 1982 and ending an ,Julio 30, 1987 with a monthly rental of $625.00 for the first year and a $25.00 per month increase each year thereafter. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the Lease reement with Theodore Taylor III as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Energy King in the amount of $3,750.00 for the purpose Df converting three (3) county vehicles to propane fuel. The purpose of this re- quest is to conduct a demonstration regarding economy and efficiency of the vehi- Cles before committing any further changes in the operation of the county fleet. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoinc reement with Energy King. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval the following Supplemental Budget Appropriation requests 1. Request from the Debt Service Fund for the transfer of $450 from Account No. 2800-490-00 to a new Account No. 2800-428-01 in order to accomodate payment to Pittsburgh National Bank for Washington County G.O. Bonds, Series of 1981. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Supplemental Budget Appropriation request. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk announced to all those present that there will be a Salary Board Meeting at 10:30 a.m. this morning in the Public Meeting Room.
