PALUSO, COMMISSIONERS 1 Minute No. 126 Washington County Commissioners Washington, Pa., July 29, 1982 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Gilmore and Paluso. Absent being: Commissioner Mascara. Also being present: Chief Clerk Dallatore, Solicitor Bassi, Coroner Farrell Jackson; Roland Bourke, Executive Director of the Redevelopment Authority; William P. Sember, Director of Planning and Develop- ment; Earl Bugaile of the Planning Commission; Henry Fiumelli, Director of Human Services; August Stache, Director of Administration; Administrative Assistant Davis; Linda Hands, Clerk -Steno II; Jon Stevens of The Observer -Reporter; and Judy Pachirer of WJPA. Vice -Chairman Gilmore called the meeting to order at approximately 10:00 a and asked if there were any corrections, additions or omissions to Minute No. 125 each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 125 be appro, ed as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously. Special Order of Business: Earl Bugaile of the Planning Commission presented to the Board a plaque which he received on behalf of the County at the National Association of County Information Officers (NACIO) annual conference which was held in Baltimore, Mary- land, during July 12-14th. Mr. Bugaile explained that the County had been named a recipient of the 1982 Awards of Excellence, presented by NACIO, for the publica. tion entitled "Washington County --A Two Hundred Year Reflection", which had been published by the Washington County Planning Commission. Mr. Bugaile went on to explain further details of this award. Roland Bourke, Executive Director of the Redevelopment Authority, presente, to the Board for their consideration and approval a Resolution accepting the pro- visions of revised promissory notes and a revised contract authorized by the U.S. Department of Housing and Urban Development under Section 108 of the Housing and Community Development Act of 1974, as amended. Mr. Bourke briefly explained the details of this Resolution. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Resolution as presented by Mr. Bourke. GILMORE, EDWARD M. PALUSO. COMMISSIONERS (Personnel Director Margaret Pennline entered the meeting.) Mr. Bourke also presented to the Board for their consideration and approva a Resolution authorizing the execution of an Agreement between the County of Washington and the Redevelopment Authority providing the terms and conditions for the transfer of Urban Development Action Grant funds from the County to the Redevelopment Authority for administration of the Urban Development Action Grant Program #82-AA-42-0242. Mr. Bourke briefly explained the details of this Resolu tion. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing Reso lution as presented by Mr. Bourke and authorizing the Chairman of the Board to execute said Agreement. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously. (Deputy Sheriff Ferdal Littleton entered the meeting.) Mr. Bourke also requested that the Board authorize the Redevelopment Authorj- ity to revise the Residential Rehabilitation Program, which is being undertaken through the Urban County Program, from a grant to a loan program with the under- standing that the lower -income categories will receive priority for the first 60 days of the program. Mr. Bourke further explained the details of this revision. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing re- quest to revise the Residential Rehabilitation Program from a grant to a loan program as presented by Mr. Bourke. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously. Concerning the bid for the printing and delivering of Highway and Informa- jtional Maps for the Planning Commission, Solicitor Bassi recommended that the bid ,be awarded to S. A. Mancuso Printing of Washington, Pennsylvania; this being the 'only bid received in accordance with the specifications. Moved by Mr. Paluso, seconded by Mr. Gilmore, awarding the bid for the printing and delivering of Highway and Informational Maps for the Planning Commis• sion as per above, based upon the recommendation of Solicitor Bassi. Chief Clerk informed the Board that Wilma Toth of Burgettstown has been recommended for appointment to the Area Agency on Aging Advisory Council for pro- gram year 1982/83, replacing Mr. A. S. Lawson. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the appointment of Wilma Toth as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously. Chief Clerk presented to the Board a request from John W. Litz, Director of the Children and Youth Social Service Agency, to approve the following in- creases in foster care payments effective July 1, 1982,,for Fiscal Year 82/83. Age Per Diem Rate 0-5 years $ 7.50 6-11 years $ 8.50 12-18 years $12.00 Chief Clerk also noted that these increases have been recommended for approval by the Human Services Director. The transportation reimbursement of 17 cents per mile remains the same. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing in- creases in foster care payments effective July 1, 1982, for Fiscal Year 82/83. Chief Clerk requested authorization to advertise for bids for the purchas- ing and/or printing of ballot cards and the printing of ballot pages for the November Election. Chief Clerk also requested authorization to advertise for bids for the printing of the 1983 Tax Notices. Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously. Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the Right -of -Entry Agreement with Immaculate Conception High School as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes. Motion carried unanimously. Chief Clerk informed the Board that the State Association of County Adult Probation Officers has recently formed a Public Relations Committee whose intent is to secure increased State appropriations for the Grant -in -Aid Program. Chief Clerk then presented to the Board for their approval and signature a proposed letter addressed to Stanley Rockovich, Chief of the Washington County Adult Pro- bation and Parole Office, stating that the Board of Commissioners is totally in support of the Committee's efforts in securing increased State appropriation for the Grant -in -Aid Program. Mr. Fiumelli made a few comments concerning this re- quest and recommended that the Board support this action. A brief discussion followed. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the Board support the efforts of the Public Relations Committee of the State Association of County Adult Probation Officers in securing increased State appropriations for the Grant -in -Aid Program as per above. Request from the Building Maintenance Department for the transfer of $10,000 from Account 0128-462 to Account 0127-465 for building maintenance supplies. 3. Request from the Department of Resources. and Investi- gations for the transfer of $125.00 from Account No. 0112-422-00 (Telephone) to Account No. 0112-451-00 (Office Supplies). Request for Supplemental Appropriation to appropriate $150,850 of the Adult Services Block Grant in the manner shown below. All funds to be provided by the Department of Public Welfare of Pa.; no local match involved. (This program involves both Washington and Greene Counties.) Deputy Sheriff Ferdal Littleton requested that the Board approve a Supple- mental Budget Appropriation for the payment of Special Deputies who worked during the last two -week period (said payment to be processed at today's Salary Board meeting). Mr. Littleton explained that at least $2,000 is needed to process these payments and he anticipates needing an additional $30,000 to finish out the rest of the year. He requested that the Board at least approve a supplemental appropriation of $2,000 and suggested that a meeting be set up among his office, the Commissioners and the Budget Department to work out a solution for the funds needed for the remainder of the year. Discussion followed. Mr. Paluso suggested that Mr. Littleton transfer the $2,000 from his Personnel Account. Mr. Littleton stated that the Controller had advised him not to do that. More discussion followed. It was the consensus to transfer the $2,000 within the Sheriff's Account, thus allowing time to work out a solution to this problem.
