Washington, Pa., August 5, 1982
The Board of Washington County Commissioners met in regular session with
the following members being present: Commissioners Gilmore and Paluso. Absent
being: Commissioner Mascara, who was in the hospital. Also being present:
'hief Clerk Dallatore, Solicitor Bassi, Deputy Sheriff Littleton; Henry Fiumelli,
Director of Human Services; Lou Lignelli, CETA Director and Director of Property
and Supplies; Earl Bugaile of the Planning Commission; Administrative Assistant
Davis; Shirl Hancq of the Commissioners' Office; Linda Hands, Clerk -Steno II;
Barbara Miller of The Observer -Reporter; and Lucy Rea, interested citizen.
Vice -Chairman Gilmore called the meeting to order at approximately 10:00 a.
and asked if there were any corrections, additions or omissions to Minute No. 126,
each member having received a copy.

Special Order of Business:

" Earl Bu aile of the Planning Commission commented on the g g preparation of a
ounty History publication. Chief Clerk then read the following Resolution:
WHEREAS, Washington County historians and genealogists
have been searching for some time for an updated history of
this County; and
WHEREAS, publications now available at the County li-
braries consist of publications written by Forrest, Crumrine,
McFarland and Creigh, devoted mostly to coverage of the County's
first 100 years; and
WHEREAS, efforts made in previous years to secure Federal
and State grants for the publishing of an updated history have
been unsuccessful; and the Walsworth Publishing Company and its
representative, Donald Mills., have proposed a method for the
printing and sale of this publication, resulting in a finished
work at little or no cost to the supporters of this project and
the County of Washington.
THEREFORE, BE IT RESOLVED, that the Board of County Commis-
sioners appoint a Committee of nine members consisting of his-
torians, representatives of libraries and members of the County's
200th Birthday Committee, to work with Walsworth Publishing Com-
pany and its representative, Donald Mills, and determine the type
of publication, its Author or Authors and further determine the
methods of financing and marketing the finished publication which
will include a complete historical background of this County and
its people.

Chief Clerk informed the Board of the receipt of the following check:
1. U.S. Treasury - $176,000.00 - Employment and
Training Program
New Business:
Chief Clerk presented to the Board for their consideration and approval a
request for the Election Department to increase the mileage reimbursement from
17 cents per mile to 20 cents per mile for the return of ballot boxes by the
Judge of Elections and Inspections and also an increase from $3.50 to $6.00 for
the Judge and Minority Inspector Accompanying Judge for returns and ballot boxes.
Chief Clerk noted that the foregoing requests are a result of the amendment to
Senate Bill 846, Section 412.1, B, C, D, which made revisions to the Act concern-
ing elections.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the increases as
per above.

Chief Clerk presented to the Board for their consideration and approval a
Liquid Fuels Application to the Pennsylvania Department of Transportation in the
amount of $60,000.00 to widen the County -owned road (formerly L.R. 62035) from
the village of Rea (Rt. 50) to Cross Creek Lake. Chief Clerk noted that this is
in conjunction with planning improvements for Cross Creek Park.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the Liquid Fuels
Application as per above.

Chief Clerk presented to the Board for their consideration and approval
the following audit proposals for FY 81-82:
Children and Youth Program - Proposal from Main Hurdman
$11,300
MH/MR Program - Proposal from James Dugan
$13,300
Chief Clerk noted that both of these proposals have been recommended for approval
by Mr. Fiumelli.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
audit proposals.

Mr. Fiumelli, Director of Human Services, requested that the Board provide
office space on the fifth floor of the Courthouse Square Office Building for a
Disabled American Veterans representative who is working with the Pennsylvania
State Job Service. Mr. Paluso asked Mr. Fiumelli what the time limit would be on
this matter. Mr. Fiumelli answered that the program is on a yearly basis but did
not know how long the office space would be needed.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the use of office
space as per above.

Chief Clerk presented to the Board for their consideration and approval a
urchase of Service Agreement between the Washington -Greene County MH/MR Program
nd the Western Psychiatric Institute and Clinic for the Youth Development Projec
n Greene County.for the period of August 1, 1982 thru June 30, 1983. Chief Cler
oted that the funds for this project are 100% State funded and no County match i
equired.
Moved by Mr. Paluso, seconded by Mr. Gilmore, approving the foregoing
urchase of Service Agreement.

2. Request from the Sheriff's Office for the transfer
of $750.00 from Account No. 0503-431-01 to Account
No. 0503-451-00.

Earl Bugaile of the Planning Commission then conducted a new slide presen-
tation which outlines the County's governmental services -and whibh is now avail-
able for the general public. This new presentation supplements a series of slide
presentations developed by and available through the Planning Commission.
Chief Clerk then read the following Proclamation:
Throughout American history, our prisoners of war have been
called upon to make uncommon sacrifices. In fulfilling their
duty as citizens of the United States, they have defended
American ideals while suffering unimaginable indignities
under the absolute control of the enemy. They remained
steadfast even while their treatment contravened international
understandings and violated elementary considerations of com-
passion and morality.
All Americans ought to recognize the special debt we owe
to our fellow citizens who, in the act of serving our Nation,
relinquished their freedom that we might enjoy the blessings
of peace and liberty. Likewise, we must remember the unresolved
casualties of war - our servicemen who are still missing. The
pain and bitterness of war endured for their families, relatives
and friends - and for all of us. Our Nation will continue to
seek answers to the many questions that remain about their fate.
NOW, THEREFORE, we, the Commissioners of Washington County,
do hereby proclaim the week of August 9th, 1982, as P.O.W./M.I.A.
RECOGNITION WEEK; a week dedicated to all former American prisoners
of war, to those still missing and to their families. We urge all
citizens of Washington Coumby to join in honoring those who made
the uncommon sacrifice of being held captive in wart and to honor
as well their loved ones who have suffered valiantly and patiently.
We also call on appropriate officials of the Federal. State and
local governments, as well as private organizations, to observe
this week with appropriate ceremonies and activities.
We also herewith authorize the flying of the National P.O.W./
M.I.A. flag, which was provided by The Governor's Veterans Outreach
and Assistance Center, above the County Courthouse on the halyard
under the American flag during the week of August 9th, 1982.

The Commissioners then presented the foregoing Proclamation to John Stan-
dard, Regional Representative for The Governor's Veterans Outreach and Assistance
(Center. Mr. Standard stated that his organization will be placing petitions to

be sent to Hanoi which call for the release of U.S. servicemen and civilians.
He also stated that a flag ceremony would take place on Monday, August 9th, in
front of the County Courthouse.
