Minute No. 128
Washington County Commissioners
Washington, PA, August 12, 1982
The Board of County Commissioners met in regular session with the following members
being present: Commissioners Paluso and Gilmore, Absent being: Commissioner Mascara, who was
ill. Also being present: Chief Clerk Dallatore, Solicitor Bassi, Administrative Assistant
Davis, District Attorney Bigi, Assistant Distract Attorney Oreski, CETA Director and Director of
Property & Supplies, Lou Lignelli; Deputy Sheriff Littleton; Linda Hands, Clerk -Steno II;
Jim Jefferson, WJPA and Jon Stevens, Observer -Reporter,
Vice -Chairman Gilmore called the meeting to order and asked if there were any correc-
tions, additions or amissions to Minute No. 127, each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 127 be approved as read.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes.
Motion carried unanimously.
Special Order of Business:
District Attorney Bigi explained to the Board that the New Sentencing Guidelines went
into effect July 22, 1982, and that he has sent a letter to Senator Barry Stout requesting State
ad or information concerning State Aid. (Mr. Bigi gave each C M issianer a copy of said letter.
Mr. Bigi stated that he envisions that with this new procedure, there will be more trials, less
pleas, more appellate work, perhaps more Assistant Attorneys, maybe more judges and obvious
enlargement of prison spaces, He stated that Allegheny County is already in preparation and has
hared additional full-time D.A.'s. Mr. Bigi said he also envisions the need for an additional
Assistant District Attorney or additional salaries that would come before the Salary Board at a
later date. He also stated that they are looking into the County's computerization program whicr
the Court -related offices could tie in with the FBI or some other agency. He explained that
under the new guidelines, it is required that the District Attorney's Office have the person's
prior criminal record to come up with a point score. Mr. Bigi went on to explain this point
score system and some of the provisions of the New Sentencing Guidelines.
Michael Oreski of the District Attorney's Office then made a brief presentation to the
Board. He gave to each Board member a copy of a new form which must be completed for every case
which comes before the D.A.'s office. Mr. Oreski went on to discuss the increased workload in-
volved with the new guidelines and how some of the workload can be decreased with the use of
the computer system.
Mr. Bigi stated that he will come before the Salary Board at a later date to request
any needed additional personnel or salaries.
Mr. Gilmore suggested that a committee be established consisting of someone frorn the
Budget Office, somecme from the Courts and someone from the D.A.'s office to figure out exactly

what kind of impact the new sentencing guidelines will have. He noted that in the budget proces
for next year, this matter will have to be taken up seriously since it affects not only the
D.A.'s office but other criminal -related offices as well.
Old Business - Bids
Concerning the bid for the furnishing and delivering of Two (2) 1982 Model Full -Size
4-Door Sedans, Solicitor Bassi stated that the Department of Property and Supplies recommends
that the Board award the bid to Matway Chevrolet, the only bidder. Mr. Bassi noted that the
specifications called for 1982 vehicles and that Matway Chevrolet's bid was for 1983 vehicles,
but all other specifications were satisfied in this bid.
Afer some discussion, Mr. Paluso recommended that this bid be rejected and that the
bid be re -advertised with the specifications calling for 1982 or 1983 vehicles. He felt this
would be more fair to all bidders.
Moved by Mr. Paluso, seconded by Yx. Gilmore, that the foregoing bid be rejected and
authorizing the Chief Clerk to re -advertise for bids with the specifications calling for 1982 or
1983 vehicles as per above.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Gilmore - Yes.
Motion carried unanimously.
Concerning the bids for the Resurfacing of the T-Hangar Apron Area at the County Air-
port, Solicitor Bassi recommended that the Board continue to table those bids. The Board was in
agreement to continue to table the bids.
Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. Commonwealth of Pa. - $33,008.22 - Day Care Program - Month of August (estimated)
2. Comronwealth of Pa. - $44,929.39 - Medical Assistance
3. U. S. Treasury - $34,200.00 - Employment & Training Program
New Business:
Chief Clerk requested authorization to advertise for bids for two new vehicles. Chief
Clerk explained that these two new vehicles would be for the Children and Youth Department and
that their present vehicles would be transferred into the County pool. Chief Clerk also noted
that these would be reimbursable costs.
Moved by Mr. Paluso, seconded by Mr. Gilmore, authorizing the Chief Clerk to advertise
for bids for two new vehicles as per above.

Chief Clerk presented to the Board for their approval an agreement with MCC Powers in
the amount of $1,425.00 for the purposes of:
1. Relocate thermostat in the Court Roam
2. Add new thermostat in office area to control new damper
3. Damper and Grille will be installed by General Contractor.
This is done in conjunction with the renovation being done at the Courthouse and
should be charged to the Courthouse Renovation Project.
Dtved by Mr. Paluso, set dedby Mr. Gilmore, approving the foregoing agreement with
MCC Powers.

Chief Clerk presented to the Board for their consideration and approval a 25-year Land
Lease Agreement with Sanger Construction Company for property located at the Washington County
Airport consisting of 21,083 sq. ft./.484 acres. The term of the lease would be from January 1,
1983 to January 1, 2008. The annual basic rental for the first five years is $4,216.61 (.20 per
sq. ft.); the annual basic rental for the next four years is $5,059.92 (.24 per sq. ft.). The
rental charges for the remainder of the term will be made at the descretion of the Commissioners,

Agreement with Sanger Construction Company.

Chief Clerk presented to the Board for their consideration and approval the following
Supplemental Budget Appropriation requests:
1. Request from the Clerk of Courts for the transfer of $233.38 from Account No.
0505-431-00 (Xerox) to Account No. 0505-424-00. This is for the shortage of funds.
2. Request from the District Attorney's Office for the transfer of $30.00 from
Account No. 0507-451-00 (Office Supplies) to Line Item 0507-454-00 to cover the
costs of publications from Lawyers Co-op.
3. Request from the Emergency Management Agency for the transfer of $500.00 from
Account No. 0157-412-00 to Account No. 0157-424-00. This is to cover insuffi-
cient funds in the appropriate line account to pay outstanding vouchers. Said
Agency -anticipates further charges for travel to this account in the upcoming
months.
4. Request from the Weights & Measures Department for the transfer of $200,00 from
Account No. 01-22-447-01 into Account No. 01-22-451-00.
5. Request from the Maintenance of County Buildings to appropriate $37,263.11 to
Account No. 0127-429-00 (Contracted Maintenance and Repairs) due to insurance
check received for damages to chiller in July, 1981.
6. Request from the Sheriff's Office to appropriate $3,605.22 to Account No. 0503-
452-00 (Automotive Cost). This is from a check from the insurance company for
damages to a car.

Chief Clerk presented to the Board for their consideration and approval an Agreement
with Southwestern Pennsylvania Regional Planning Coupission (SPRPC) which covers work to be
done by the County in the 1982-83 Unified Planning Work Program year, Chief Clerk explained
that the County will provide inkind services to SPRPC in the amount of $8,250,00,

Map 67-10, West Brownsville, Pennsylvania, and listed in Deed Book 1312, page 444,
