EDWARD M. PALUSO, COMMISSIONERS Minute No. 129 Washington County Camii_ssioners Washington, PA, August 19, 1982 The Board of Washington County Commissioners net in regular session with the following members being present: Commissioners Paluso, Gilmore and Mascara. Also being present: Chief !Clerk Dallatore, Administrative Assistant Davis, Solicitor Bassi, CETA Director and Property & Supplies Director, Lou Lignelli; Farrell Jackson, Coroner; Patricia Beharry, Controller; Roland Bourke, Executive Director of the Redevelopment Authority; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA and Jon Stevens, Observer -Reporter, Chairman Mascara called the meeting to order and asked if there were any corrections, ;additions or omissions to Minute No. 128, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 128 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Roland Bourke of the Redevelopment Authority presented to the Board for their consider- ation and approval a Resolution approving a Cooperation Agreement between the Redevelopment Auth- ority of the County of Washington and the Board of Commissioners of the County of Washington for the California Third Street Redevelopment Project and further authorizing that the Cooperation Agreement be executed by the proper officials. Mr. Bourke briefly outlined the project. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Old Business: - Bids Solicitor Bassi stated that the bids for the Resurfacing of T-Hangar Apron Area at the County Airport have been reviewed by the Planning Department and recommended that the bids be lawarded as follows: Bid A - Black Top Paving Company, Inc. - $6,659.00 Bid B - Burrell Construction and Supply Company - $10,044.96 Moved by Mr. Gilmore, seconded by Mr. Paluso, awarding the bids as per above; these !being the lowest bids received in accordance with the specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. !Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. COMMISSIONERS Chief Clerk made available to the News Media the following News Releases in reference to the following projects: 1. Charleroi Central Business District Renewal Area Facade Improvement Project 2. Roadway Reconstruction in Chartiers Township New Business: Chief Clerk presented to the Board for their consideration and approval a Vacation Policy prepared by the Personnel Director for those employees under the Commissioners' jurisdic- tion but who are not covered by the Union contract (namely, salaried employees). Chief Clerk explained that this policy is effective for calendar year 1982 and shall remain in effect until such time as the Board of Commissioners take action to the contrary. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Vacation Policy. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Application to the Pennsylvania Department of Transportation for liquid fuels funds in the amount of $15,000.00 for the purpose of widening 1200 feet of T.R. 325 in West Bethlehem Township. Chief Clerk explained that the purpose of widening the road is to provide an alternative access road for the residents because of the closing of a County bridge (Davis Bridge) and that it is a less expensive alternative since the County does not have funds to replace or rehab the Davis Bridge. Moved by Mr, Gilmore, seconded by Mr. Paluso, approving the Application to the Pennsylvania Department of Transportation as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Notion carried unanimously. Chairman. Mascara read a Proclamation whereby the Board of Commissioners proclaim the week of August 15, 1982, as ITALIAN HERITAGE FESTIVAL WEEK. and commend the celebration of the first Italian Festival to all citizens of Washington County. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Commissioner Paluso read a Proclamation whereby the Board of County Commissioners pro- claim the week beginning August 19, 1982, as PONY LEAGUE APPRECIATION WEEK and that the LOCAL ORGANIZERS of these events be duly recognized for their untiring efforts and that the PARTICIPANT,, in the 1982 Pony League World Series be made HONORARY CITIZENS of Washington County and extending to them all the courtesies thereof. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Proclamation. COMMISSIONERS Commissioner Gilmore read a Proclamation whereby the Board of County Caaai.ssioners proclaim August 27, 1982, as WESTERN PENNSYLVANIA N.A.A.C.P, DAY AT KENNYWOOD PARK. Moved by Mr. Gilmore, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk informed the Board of a request from the CETA Director for authorization to settle audit findings amounting to $17,159 to the Department of labor for years 1976 and 1977; said amount to be charged to DCA Account No. 631 called "Contingency Fund" in the 1982 Budget. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the CETA Director to settle the CETA audit findings as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Request for Certification in the Medicare and/or Medicaid Program for the Washington County Health Center is required for the WCHC to become a Provider of Services under the Medicare Title XVIII Program. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the submission of the foregoing Request for Certification and authorizing the Chairman of the Board to execute the necessary documents relating thereto. Request from the Court Administrator's Office for the transfer of $1,000.00 from Account No. 0808-421-00 (Advertising) to Account No. 0808-447-00. This is for the Assoc. Expenses for Josephine Vincent. a 2. Request from the Court Administrator's Office for the transfer of $2,500.00 from Account No. 0808-446-02 to Account No. 0808-424-00 (Jurors & Special Deputy) 3. Request from the Commissioners Office for the appropriation of $868.00 to Account No. 0101-424-00 (Employee Reimbursed Expenses) due to check #00873492 from Pa. COMMISSIONERS Solicitor: Solicitor Bassi requested authorization to settle the case with Hall China Company in the amount of $287.50, which was in connection with the 200th Birthday Celebration. Some discussion followed. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing Solicitor Bassi to settle t] case with Hall China Company as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi presented to the Board for their consideration and approval a bill from Farview State Hospital for the incarceration of Richard Sturgill. Solicitor Bassi stated that the Mental Health Officer thought we could avoid this but there was a prelimxy order made prior to conviction or sentencing and it was determined after Farview billed us that the man who was incarcerated, Sturgill, had been convicted and sentenced and also on parole; there- fore, we are responsible for the payment. Solicitor Bassi further explained that he must be incarcerated at Farview because he had attempted suicide. Solictor Bassi then recommended the payment to Farview in the amount of $1,080.00. Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the payment to Farview State Hospital as per above. Roll call vote taken: Mr. Paluso - No; Mr. Gilmore - Yes; Mr. Mascara - Yes.
