COMMISSIONERS Minute No. 130 Washington County Commissioners Washington, PA, August 26, 1982 The Board of County Ccadssioners met in regular session with the following members being present: Com-&ssioners Paluso, Gilmore and Mascara. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Solicitor Bassi; Farrell Jackson, Coroner; Lou Lignell�, Director of Property & Supplies; Judge Sweet, District Attorney Bigi, Assistant District Oreski; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA and Joan Sarkett, Brownsville Telegraph, Chairman Mascara called the meeting to order at approximately 10:20 a.m. and asked if there were any corrections, additions or anissions to Minute No, 129, each member having recei a copy. Moved by Mr. Gilmore, seconded by Mr. Paluso, that Minute No. 129 be approved as read. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Old Business: Solicitor Bassi recannended to the Beard that the bids for the 1983 Tax Notices be awarded to ARNOLD GRAPHICS INDUSTRIES, INC., of Uniontown, this being the lowest respon- sible bid received in accordance with the specifications. Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bid for the 1983 Tax Notices be awarded as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended to the Board that the bids for the Ballot Cards for the November Election be awarded as follows: Computer Election Systems - Supplying the quantity of ballot cards requested in blank form (approx. 110,000) $30.45 per M Badaik Printing Service, Inc. -Printing of ballot cards - One side only $24.40 per M Moved by Mr. Gilmore, seconded by Mr. Paluso, that the bids for the Ballot Cards be awarded as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Correspondence: Chief Clerk informed the Board of the receipt of the following checks: 1. U. Camn-wealth of Pa. - Medical Assistance $252,278.49 $ 2,155.47 $ 957.98 255,391.94 New Business: Chief Clerk requested authorization to advertise for bids for 750 tons of 2-A material for parking lot and road improvements at the Cross Creek Park. Moved by Mr. Gilmore, seconded by Mr, Paluso, authorizing the Chief Clerk to advertise for bids as per above, Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Supplemental Budget Appropriation requests: 1. Request fram the Sheriff's Office for the transfer of $2,400 from Account No. 0503-412-00 (Retirement) to Account No. 0503-428-00 (Special Deputies) 2. Request from the Public Defender's Office for the transfer of $1,000 from Account No. 0508-412-00 (Retirement) to Account No. 0508-424-00 (Employee Reimbursed Expenses) 3. Request fram the Tax Assessment Office for the supplemental budget appropriation of $33,960 from the unencumbered balance in the 1982 Adopted Budget to Account No. 0105-410-00 (Hospitalization) 4. Request from the Tax Assessment Office for the transfer of $300 from Account No. 0105-421-00 (Advertising) to Account No. 0105- 441-00 (Education Expenses) and $350 from Account No. 0105-424-00 (Employee Reimbursed Expenses) to Account No. 0105-441-00. Total amount of $650. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing Supplemental Budget Appropriation requests. Roll call vote taken: Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request the Personnel Office to make the following corrections to the Vacation Policy for salaried employees which was adopted at last week's meeting: add: Claudia Hargrove 4 weeks change: Dale Phillips from 2 weeks to 3 weeks Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the foregoing changes in the Vacation Policy for the above -mentioned employees. Chief Clerk presented to the Board for their consideration and approval a letter of Intent to the Pennsylvania Board of Probation and Parole for participation in the 1983 Adult Probation Grant -in -Aid Program. Chief Clerk noted that the Letter of Intent has been executed by President Judge Sweet. Moved by Mr. Gilmore, seconded by Mr. Paluso, authorizing the execution of the Letter of Intent as per above. Solicitor Bassi presented to the Board the following Tax Claim Bureau Resolutions: Moved by Mr. Gilmore, seconded by Mr. Paluso, that RESOLUTION NO. 49, for property situate in Twilight Borough, Washington County, Pennsylvania, sold on September 10, 1979, Tax Claim Bureau Sale, being described as a 1972 Concord Trailer, situate in Twilight Borough, Washington County, Pennsylvania and formerly assessed in the name of Charles Wiggins, be approved and that the sum of $100,00 be accepted from MATT TAYLOR, Washington County Tax Claim Bureau re- ceiving the consent of the taxing distracts involved: Charleroi Area School District - 6-30-82 and Twilight Borough 7-8-82. Moved by Mr. Gilmore, seconded by Mr. Paluso, that RESOLUTION NO. 50, for property situate in West Pike Run Township, Washington County, Pennsylvania, sold on September 14, 1981, Tax Claim Bureau Sale, being described as Part Lot 97, DB 1308-22, situate in West Pike Run Town- ship, Washington County, Pennsylvania and formerly assessed in the name of Francis Laurila Ruth A. Axton, be approved and that the sum of $100.00 be accepted from WILLIAM JR. & BaARBARA. ANN 11°10LISH, Washington County Tax Claim Bureau receiving the consent of the taxing districts involved: California Area School District - 7-28-82 and West Pike Run Township - 2-21-82.
